SPECIAL SELECTMEN'S MEETING
MARCH 23, 1936.
A special meeting of the Board of Selectmen was held
in the Selectmen's Room, Town Office Building, on Monday,
March 23rd, 1936 at 6:30 P.M. Chairman Ferguson and
Messrs. Potter, Giroux, Clark and Ross were present . The
Clerk was also present.
Letter was received from the Appropriation Committee
relative to Article 51 in the Warrant for the Town Meeting
which has to do with the warning signals at the Fletcher
Avenue crossing. The letter stated that the Appropriation
Committee had reconsidered its previous action to dis-
approve an appropriation for the installation of the
signals, and had then voted to approve an appropriation
of $1500. for the installation of the signal lights if it
was determined by the Town Counsel that the Railroad had
a legal right to close the crossing, but that the expendi-
ture of money should be conditioned upon securing a
satisfactory agreement from the Railroad to keep the Vote on
crossing open after the lights were installed. Fletcher
The Chairman stated that it was the opinion of the Ave. warn-
Town Counsel that the Town had no right to stop the rail- ing signals
road from closing the crossing. He stated that the
railroad had tentatively agreed to leave the crossing
open if the Town would install the warning signals and
maintain the lights. Mr. Ferguson and Mr. Giroux wondered
if the Town or the railroad would be liable if there was
an accident, and it was felt that the railroad would be
responsible if it agreed to leave the crossing open.
Mr. Giroux moved that the previous vote of the Board dis-
approving the appropriation for the installation of the
signals be rescinded. Mr. Ross seconded the motion, and
it was so voted. Mr. Giroux then moved that an appropriation
of $1500. be approved for the installation of warning
signals at the Fletcher Avenue railroad crossing, provided
an agreement could be entered into with the railroad
relative to accidents, etc. , and that an appropriation of
$100. be approved for the maintenance of the warning
signals. Mr. Potter seconded the motion, and it was so
voted.
Letter was received from the Appropriation Committee O'Connor's
which stated that John O'Connor's salary was included in Salary.
the Highway Dept. budget, but that one week's salary had
been paid from the Public Works, Labor and Materials Account.
The Chairman stated that O'Connor had been working on the
W.P.A. which was the reason that his salary had been
charged to the Labor and Materials Account.
Letter was received from the Supt. of Public Works
stating that arrangements had been made with the W.P.A.
authorities to increase the pay for Harry A. Burgess so

that his cost to the Town on a basis of $30.00 per week
would be about $6.00 per week. The entire expense of
IApprop. for the Supervising Foreman on the Clematis Brook project
Pub.Works, will be assumed by the W.P.A. so that the remaining
Labor and expenditure to be met by the Town is Mr. Cutter's
(Materials. salary. With the $27.50 for O'Connor, the total in-
creased weekly expense over and above Mr. Txask's
original estimate made in December is $50.00 per week.
He stated that he believed that the Town could get
along until August 1st with the $5,000. originally
estimated. He stated that if another Town Meeting
would not be held until September that it would be
necessary to ask for $6,000. rather than $5,000.00.
Mr. Giroux moved that the previous vote of the Board
approving $6, 000. for Public Works, Labor & Materials, be
rescinded. Mr. Ross seconded the motion and it was so
voted. Mr. Giroux then moved that the Board approve an
appropriation of $5,000. for this account. Mr. Potter
seconded the motion, and it was so voted.
The meeting adjourned at 7:30 P.M.
