HomeMy WebLinkAbout1935-09-25 124 cal CD SELECTMEN 'S MEETING SEPTEMBER 25, 1935. A regular meeting of the Board of Selectmen was held in the Selectmen's Room, Town Office Building, at 7:30 P.M. Messrs. Trask, Giicreast, Ferguson, O 'Connell and Lyons were present. The Clerk was also present. Bids were received on Trunk Line Sewer loan of $10,000. for the term of two years dated October 1st, from the following: act Tyler Buttrick Co. - int. 1-,0 - 100.187 First National Co. 1 0 100.11 Whiting, Weeks & Knowles 1 1/30 100.061 Bids on T. Day Co. 2% 100.099 (Barr & Co. late 2% 100.023) It was voted to award the bid to Blythe and Company. ' Mr. Albert A. Ross, Supt. of the Water and Sewer Dept., and John T. Cosgrove, Town Engineer, came before the Board. Mr. Albert Ross presented bids on the painting of the top of the standpipe with the word "Lexington" which could be used Standpipe. by airplanes in locating the Town. Mr. Ross presented the plan on which the bids were made, and the following bids were received: F. H. Tobin $ 25.00 Maurice M. Devine, Inc. 120.00 Eric Johnson 65.00 The Board voted to award the bid to F. H. Tobin at his bid of $25. , he to file a compensation insurance certificate. Water Miscellaneous water charges in the amount of $169.71 and Charges. water service charges in the amount of $81.64 were approved by the Board. Mr. Ross presented figures in regard to the guarantees for water extensions of Mr. McIntosh and stated that Mr. Mcln- McIntosh tosh now had bills in the amount of $523.05 which have been Water. committed to him on guarantees. Mr. McIntosh had paid to the Town $1027. income from water guarantees over and above the guarantees . The Board discussed the matter and requested Mr. Ross to bring before them at their next meeting figures lumping the 125 ' income from each development and giving any credit which might be due on each development but not crediting that sum to any other development. Bill was received from Anthony Ross and Son for labor bond required by the P W. A. authorities in the amount of $10. In- P. W. A. asmuch as the P. W. A. regrired this bond after the contract was Labor entered into with Anthony Ross & Son, it was voted to approve Bond. the payment of the cost of the bond by the Town. Letter was received from the Town Clerk giving the names of the Lecture Committee for the ensuing year as handed to him Lecture by the Moderator, Robert H. R Eliot Marshall, Rob Certificate of Incorporation relative to the character of Certificate Haskell Reed, one of the incorporators of the Eastern Mass. of Inc. Milk Distributors, was signed by the Board. It was toted to grant the following Licenses: Pasteurization of Milk John A. Sellars Concord Avenue Alcohol License Standard Oil 789 Mass . Avenue Licenses. Co. of N. Y. II " " Standard Oil Cor. Waltham Street Co. of N. Y. and Marrett Road Hearing was declared open on the application of the Lexing- ton Co-operative Bank for permission to maintain a one car gar- Garage age at 94 Shade Street. Mr. Couette, representing the Bank, an- Hearing. peared with the plans and there being no objection, it was voted to grant the permit subject to the approval of the Building In- spector . Hearing was declared open on the application of John F. and Eleanor M. McCullough for permission to maintain a one car Garage garage at Valley Road. Mrs. McCullough's son appeared and pre- Hearing. sented the plans. No persons appeared to object, and it was voted to grant the permit subject to the approval of the Build- ing Inspector. Report was received from the Board of Appeals in reference to their action on the applicat.on of Susan A. Spencer for a permit to maintain a gasoline filling station at 16 Waltham Street. The Board of Appeals votedto deny the petition. Decision of the Board of Appeals was received on the ap- plication of Mary S. Valentine for permission to maintain a gas- Board of oline filling station at 1689 Mass . Avenue. The decision denied Appeals the application. Decisions. 1Eecision was received from the Board of Appeals on the pe- tition of J. F. Browne for permission to maintain a riding stable at the Kelsey Ranch, so-called, on Concord Avenue . The Board of 126 CD Appeals voted to grant the permit to maintain the stable for a period not later than October 1, 1936. In regard to the application of Mary S. Avera/e be granted. Mr. O'Con- nell 's motion was not seconded. Mr. Ferguson moved that the Board concur with the action of the Board of Appeals in deny- ing the application, and the Bdard so voted. Letter was received from Mr. Ross of the Water Department in which he explained that although Mr. J. 0. Richards of 31 Hancock Street stated before the Board that he had never re- Richards ceived a bill of $179.18 for laying a sewer service to his Water property, the records showed that the Water Department has Bill. mailed bills to him several times and also that the State Ac- countants had mailed bills to him when they viewed the out- standing accounts. The Board felt that Mr. Richards should have to pay the bill of $179.18. Letter was received from the Town Clerk attaching letter from Steadman and Thompson, Attorney's at 145 Milk Street, Boston, calling attention to the accident to the son of G. Jameson Leonard Jameson of 202 Lincoln Street on August 20 at 10 A. M. Claim. when the said Graham Jameson received personal injuries when a steel drill was pushed over. It was felt that this claim should be acknowledged inasmuch as no coverage on insurance is carried covering the accident. Supt. of Public Works came before the Board and the Board informed him that there was a meeting before the County Com- missioners on October 4th at 2 P. M. to discuss street consbruc- Lincoln tion work for 1935. The Board discussed the matter, and felt and Water- that they should request funds for the construction of Lincoln town Sts. Street under Chapter 90 and also Watertown Street, and asked that the Supt. of Public Works bring in the figures at the next meeting of the Board showing the cost of the construction of these streets so that the figures may be presented to the County Commissioners on October 4th. York Letter was received from the Supt. of Public Works giving Street. a report in regard to the conditions of York Street. Letter had been rece_ved from Mr. Frothingham in which he explained the condition of the street claiming that the street on the lower end is washed with the water from the upper end of York Street making it dangerous for travel and the eight inch water 127 main covering is so thin that it is in danger of freezing if not covered over before winter. The Board decided to inform Mr. Frothingham that they would have some gravel put in covering the water main on this highway, but inasmuch as the street was an unaccepted street they could not do any work on the street, but they would invite the resi- dents of the street to request the acceptance of the highway so that it could be put in good condition. Mr. O'Connell called attention to the fact that the car tracks on Mass. Avenue and Bedford Street should be removed and felt thett request should be made of the Railway Co. to have this done. Car Tracks The Supt. of Public Works was requested to look into the on matter and find out what it would cost to repair both of these Streets. highways when the tracks are taken up. Supt. of Public Works reported that there was not sufficient money in the Department this year to do this work but it was felt that the work could be planned to be done as early as possible next season. The Chairman reported that Chief of Police James J. Sulli- van was ill with diabetes and the doctors claim that he needs a complete rest over a period from six weeks to two months. He felt that under the circumstances a temporary Deputy Chief should be Temporary appointed in the absence of the Chief and recommended that Ser- Deputy geant Rycroft be appointed to this position owing to the fact Chief of that he has had experience in Court. Police. The Board therefor voted to appoint Sergeant Rycroft as Tem- porary Deputy Chief in the absence of Chief James J. Sullivan. The Chairman reported that request was received from the Bedford Band for the use of Cary Memorial Hall free of charge for six free concerts on the second Wednesday every other month. Free Use of The Board voted to grant the free use of the hall to the Cary Hall. band providing that none of the local organizations are desir- ous of the use of the hall on said evenings. Mr. Gilcreast offered the motion that Old Age Assistance in the amount of $4. per week be granted to Mrs. Rose Malloy, Malloy 25 Farmorest Avenue. Old Age Assistance in the amount of $6. Old Age. per week is now being given to her husband. The Board voted to grant $4. per week to Mrs. Malloy. Mr. Gilcreast reported several letters having been received from the Old Age Assistance Bureau of the State recommending reductions on Old Age Assistance cases. The Board voted to adopt the recommendations of the State Old_Age Department, which were as follows: Assistance. Elizabeth J. Collins reduced to $4.00 per wk. Florence Mann, TT 5.00 Flora A. Ware TT 4.00 T' Julia O'Leary TT 6.00 t/ 128 u' Cd C: The Clerk called attention to the fact that Mr. Nathan Bidwell was complaing of the traffic on Adams Street of heavy Trucking trucks and felt that if the Board made regulations prohibiting on Adams & trucking that they should be enforced not only by those outside Hancock St. trucks but also local trucking. He felt that Mr. Stevens ' trucks were operating on Adams and Hancock Streets. He felt that if the Board ignored the local trucks using the highway in violation of the regulations, that other companies would have no excuse to collect damages for being stopped travelling over these highways. Letter was received signed by George B. Gosbee, 85 Gosbee, Simonds Road, Kenneth Clark, 91 Simonds Road and William Pierce, 123 Blake Road, in which they claimed damages from blasting on Blake Road. The Water Department did some construction work on Blake Road where blasting was done but it was a considerable Blasting. distance from these properties and the Board felt that they should deny any responsibility in the matter. Attention was called to the fact that Gabriel Brucchi, who , s employed by the Water Department to do the blasting, has no permit to blast from the fire Department under Chapter 148, General Laws, and there is a requirement that a bond be filed before a permit is granted to do blasting. It was decided to inquire of the Town Counsel whether or not Mr. Brucchi being on the regular pay roll of the Town, it was necessary for him to apply for a permit and file a bond.
