HomeMy WebLinkAbout1934-05-15SELECTMEN'S MEETING MAY 15, 1934. A regular meeting of the Board of Selectmen was held at the Selectmen's Office, Town Office Building:, on Tuesday, May 15th, at 7:30 P. M. Messrs. Trask, Ferguson, Gilerease Lyons and O'Connell were present at the meeting. The Clerk was also present. The Town. Treasurer presented bids on temporary loan of 4175,000. loan to be dated May 16th, 1934 and parable March 28, 1935: First of Boston Corporation .77 Discount Faxon Gade 1.18 " New England Trust Co. .575 " R. L. Day .80 " Whiting, weeks, Knowles .73 " Lexington Trust Co. .69 " It was voted to award the bid to the New England Trust Co. Abatement of $508.08 Old Age Assistance was signed by the Board. This bum will be paid'by the Town of Old Age Arlington and City of Everett but was.also billed to the Abatement ' Commonwealth of.Masshchusetts. At 8 P.M. hearing was declared open upon .the ap- plication of Minnie H. Ricker for permission to maintain a one car garage at Eaton Road, Lexington. No one appeared on behalf of the applicant and it was voted not to take Ricker any action on the application Garage At 8:05 P. M. hearing was declared open upon the application of Hobart N. Crocker for permission to maintain a one car garage at 22 North Han"ek Street. Mr. Crocker appeared and presented the plan of the Crocker proposed. garage. No persons appeared to object'and it Garage was voted to grant the permit to maintain the garage sub - feet to the approval of the Building Inspector. It was voted to grant the following licenses: Common Victualler's Alice F. Avenue Public Carriage John W. Leary 23 Waltham Street Hans Sorenson 92 Woburn Street Sunday Sales Licenses Hugh McIntosh 442 Marrett iniad. Letter was received from John J. Callahan' of 3*Shirley Street claiming damage to his house by blasting in thiat section. The Asst Town Engineer reported the: following damage necessary to be repaired: Kitchen ceiling: new plaster and calcimine: Bath Room Walls: Patch cracks Blasting and paint. There having been several claims for damage it was Damage decided to request Mr. Dacey to get bids on the three jobs that are now pending and have him get the work done. The jobs pending now are the Brown House, 57 Bedford St., E. Partridge 2 Shirley St., and the Callahan house, 3 Shirley St. Bid was received from John Dacey of $3.00 for fix- ing the flashings on the Spellman house. No bid having as pet been received from George Jaynes, it was decided Spellman to award the bid to Mr. Dacey. Flashings Bill of $293.48 was received from P. F. Dacey for the work done on replacing the brick steps at the Cary Memorial Building. The Chairman explained that it was not possible to get a contract price on this job'inas- much as Mr. Dacey could not give a figure as he did not Cary Mem. know what he would run into on the job. The price, how- Steps ever, seemed to be reasonable to Mr. Trask and Mr. Ferguson and the job appeared to be a good job. It was voted to approve the bill of $293.48 for the work done. Bill of $2298 was received from P.F. Dacey for the contract foundation for the steel standpipe. Standpipe It was decided to refer this bill to J. R. Worcester Foundation do Co. for their approval. Bid was received from Louis W. Bills of $110 for installation of 2 inch pipe running from the manhole ' in front of the Town Hall to the Police Station to in- stall a cable from the fire alarm box -to the Police Station for a fire alarm tapper. Report was received from the Health Inspector in which he stated that he did not recommend the acceptance of the dumping place offered by Mrs. Annie Lampron on Dumping Place Waltham Street almost opposite Wachusett Drive, and she Waltham St, was so notified. Report was received from the Health Inspector in reference to inspections made by him. He stated that the Ryder piggery was not yet whitewashed, therefor no action. was taken on the granting of the permit. He also called attention to the fact that he has to use his oar all the time on health inspections and asked for some gasoline. The Board considered the matter and voted to allow Mr. Stevenson $50 for gasoline from Health June lat for the balance of the year the same to.be paid Inspector from the Health Department Account. Letter was received from Donald Tucker of 47 Grant Dumping Street complaining about dumping on the vacant lot next. 21 It was decided to find out whether or not the Police Fire Alarm Dept. have sufficient funds to pay for this improvement Tapper It was voted to approve the bill of the Town Counsel Counsel's of $40 for services in the Beaudreau case. Bill Beaudreau Casa Invitations were received from the Minute Man Sportsman's Association to attend the Field Day at the Sportsman's club grounds on May 20th. Association Four copies of the Standpipe Foundation Contract Contracts were signed by the Board for the P. W. A. authorities. P.W.A. Request was received from William Roger Greeley that a circle proposed at the end of Belfry Terrace be approved by the Board of Survey. In looking up the records it was found that Belfry Terrace' itself -was never approved by the Board of Survey and it was felt that the lay out could. not be approved of the circle un - ,less the entire street was laid out. The Chairman stated that he had taken it up with the Chairman of the Planning Board and he stated that the only hitch there in the approval wa:g to find how Mr. Webster would feel about the lay out. It was decided however, to Belfry Terrae® advertise the hearing on the layout of the street from Forest Street. Letter was received from the Alcoholic Beverage Commission in which they asked for information relative to the permits already issued for liquors under Chapter 376 of the Acts of 1933, and also calling attention to Alcoholic the fteext to the law requiring that all licenses have Beverage the approval of the commission before being granted by Commission the local authorities and the commission must also approve the licenses now issued. Verbal complaint was received from Mr. Englund of Crescent Hill Avenue of the neighbors putting the cess- pool material on their lawns. It was decided to ask the Health fnspector.to cheek Cesspool up the situation to find out who was doing it and to have Dumping this practise stopped. The Clerk reported the increase in contagious diseases over 1933 as follows: For the whole year 1933 - 327 eases Contagious were reported; up to May 15th 1934 - 504 cases were reported as against 140 cases up to May 15th in 1933. Cases Letters of thanks.were received from Edward Readel Playground and Florence Caswell for their appointments to positions Asst. at the playgrounds. Mr -`Frank W. Perkins of 536 Mass. Ave. came before the Board in reference to obtaining a second hand dealers license at 536 - 542 Mass. Avenue. He stated that a permit had been granted to Lucy and Biciano at that address in 1925, and that the building had been moved back because of the fact that they were F.W.Perkins to sell automobiles there. He stated that he had been re trying to get a living there to care for his family. The Chairman explained to him that even if a permit 2nd Hand Auto had been granted in 1925 the Town Counsel has stated that Permit the permit should be continuous if the Board desired to grant a permit now. He informed him that there were othe..r,:4, cases of a similar nature and the Counsel ruled in this manner. Mr. Perkins was informed that the Board had talked the matter over and voted unanimously not to grant a permit. Mr. Perkins stated that it was his intention to sell cars without the permit under the circumstances, as he wanted to make a living for his family. Letter was received from M. Bowman Judkins of Spring Sto in reference to the damage done by boys in the vicinity of his houses being constructed on Old Colony Road. He stated that he received the cooperation of the Chief of Police, but the boys were not found and the Chief informed him that it would not be possible to catch the boys who were doing the. Damage by damage. He was not critising the police department, but he Boys did feel that sone way should be devised so that damage of this kind by boys would not be done. The Chairman stated that he would take the matter up with the Chief to see if he could assign some officer to this special duty. Clerk. 23 A written report was received from the Chief in which ' he stated that Mr. Judkins wanted him to use some as a stool pigeon to find out -who was doing the damage, and he informed him that he would not do that. The Chairman reported that John W. Duff talked with him about having an appraisal made of.the town buildings. He stated that he would not make a charge if he could not reduce the rate. Mr. Ferguson suggested that it was rather a poor time to have an appraisal made as c 1 odities were going hi**er Insurance in price and it would be better to wait until prices wwre Appraisal stabilized. It was decided to lay the matter on the table for the present. Memorandum was received from the Town Accountant calling attention to the expenditure of the Forest Fire Account, and showing a balance of $37.47 to the Account. The Chairman stated that it would be necessary to call a town meeting to appropriate funds for the Forest Fire and Welfare Accounts and suggested that the meeting be held on June 25th. Town The Board voted to set aside this date for a town Meeting meeting. The meeting adjourned at 9:15 P.M. A true record, Attest. Clerk.
