A special meeting of the Selectmen was held at the Select-
men's Room, Town Office Building at 7:30 P. M. Messrs. Trask,
Gilcreast, Ferguson and O'Connell were ppresent. The Clerk was
not present, and the Chairman acted as glerk Pro -tem.
The Chairman and Mr. Ferguson reported that they had vi-
sited the farm of Mr. Carroll and found it to be in a very unsan-
itary and delapitated condition. Tnat while he may have had 250
pigs, they were not at all in evidence and more than one half
of those that were there were very small pigs which could not
make much impression on the ten or twelve yards of garbage per
day which the town furnishes. Mr. Carroll admitted to them that
he was in the habit of selling most of his garbage he did not
feed to his own pigs. He further admitted that he might not be
able to be on the truck at all times and that he had other help
which he expected to use. It is apparent that the kind of help
which he had around the place were not the kind of men that the
Selectmen would care to have collecting garbage from Lexington
homes. The only truck which he had was an old machine which
would not be good enough to do the work, and he did not seem to
be sure how he could get the funds to buy a new one. When
asked if he had made arrangements for his bond, he stated.that
he had not done so, that he did not know how to go about it and
that he thoughhe 'town would take care of that.
Mr. OtConnell stated that he had visited the plant himself
and corroborated the statedents made by'the Chairman",and Mr.
Ferguson.
Mr. OTConnell and the Chairman had learned from parties who
know Mr. Carroll that his business reputation was not such that
the town could depend upon his carrying out the contract.
The Chairman and Mr. Ferguson further stated that they had
gone from Mr. Carroll's to the farm of Mr. Robert A. McAdoo in
Concord and found there a remarkably clean place where he had
been feeding from ten to fifteen cubic yards per day. He gage
every appearance of being the type of man who would carry out
a contract, and we met the men who worked for him and they ap-
peared to be very high type.
It was voted to notify Mr. Carroll that the Board did not
consider him competent to carry out his contract, and that the
offer made to him would be withdrawn.
They then voted to award the contract to Robert A. McAdoo
of Concord, provided that he could furnish a bond satisfactory
to the Board.
