A regular meeting of the Board of Selectmen was held at the Selectmen►s Office, Town Office Building on Tuesday, August 15, 1933, at 8:00 P. M. T,' Messrs. Trask, Ferguson and O'Connell were present. The clerk was also present. T V Hearing was declared open upon the application of Bessie A. Johnston of 72 Jason St., Arlington, for permission to maintain a two car garage at 16 Percy Road, Lexington. No person appeared in regard to the application, and it was therefore decided not to take any action on the application. Water Commitment of sewer rental charges for the third section of & the town in the amount of $219.80 and commitment of water 'Sewer charges in the third section in the amount of $3382.01 were sign - Charges, ed by the Board. Lothrop Letter was received from the Supt. of Old Age Assistance of 'Old Age. the State in which they advised that the reimbursement paid on account of assistance rendered to Agnes J. Lothrop should not have been paid owing to the act that the board was paid to an incorporated institution. It may be that the town will have to reimburse the State for this case. N. E. T. Joint location on existing poles was granted to the N. E. T. & T. CO. & T. Co. on two existing poles on Hastings Road and on six poles Poles on Lincoln Street, joint with the Edison Electric Ill. Co. Loans The Town Engineer and Supt. Of Public Works came before the for Board in reference to getting further information relative to Trunk making the applications for loans under the Federal Emergency Line Administration of Public Works, inasmuch as the town meeting Sewer voted to authorize the Selectmen to apply for the loans and ap- and propriated $46,000 for the construction of a trunk line sewer Standpipe and $40,000. for a new standpipe. In regard to the trunk line sewer job it was suggested and the Supt. of Public Works was requested to get figures on the construction of the sewer in three different ways so that the Board could decide in which way the work should be done. It was felt that an out of twon man should be foreman on the job if the work was done by the town. Bids were to be requested from the Contractors fob the whole,job:•with the understanding that they would employ local labor up to twenty men. Also bids from Con- tractors with the provision that the town do the back filling, and also what it would cost for the town to do the entire job. The Chairman stated that Mr. Raymond of Metcalf and Eddy might be available for the foreman at a salary of possibly $50. a week, and the town could then avail itself of excellent supervision. The construction of the standpipe was also discussed and the Chairman explained that there were three distinct jobs to this construction work, namely, the erection of the steel tank, the construction of the base and the demolition of the old tank. The Board discussed whether or not the services of an en- gineer would be needed on the construction of the tank. It was felt that'the only thing they would have to do would be to tap µ 1 1 1 ' the rivets. The Chairman presented a letter from the office of Hollis French, Consulting Engineers, offering services at $5. ' per hour. It seemed to be the eoncensus of opinion of the Board, and the recommendation of the Supt. of Public Works, that with a written guarantee from the Co. building the standpipe the town could use their own engineers for that work. It was felt, however, that engineering services should be had on the construction of the base of the standpipe. The Chair- man was therefore requested to write to Metcalf and Eddy, J. R. Worcester, Fay, Spofford and Thorndike and Charles T. Main, ask- ing them for n price on checking the specifications we have on the construction of the tank and to submit specifications on the base. L 1 339 The Supt. of Public Works submitted bids on sidewalks as Sidewalks follows; Custance Bros. $635.00 Hervey F. Armington 702.43 William A. Cann 669.03 Simpson Bros. 623.92 Edward Dacey 608.51 It was voted to award the bid to Edward Dacey the lowest bidder, after checking up and finding matters satisfactory. The Supt. of Public Works stated that he was going to maple St, change the white line at Mass. Avenue and Maple St. inasmuch as lines there have been accidents there and if the line was changed it Traffic would probably help strangers not familiar with the town. The Supt. of Public Works was requested to put up the Stedman Road sign inasmuch as .the town voted to change the name of that road from Marrett Road to Allen Street. The Supt. reported that the traffic-light:at 4althdm Traffic Street was being rebuilt. Light The Supt. reported that he is now using second hand brick - for building manholes instead of cement brick that he used to purchase for $12, a thousand. Mr. Fred Longbottom came before the Board with -Piss Mona Holland who owns property on Hillside' A#enuew,,r a-rc :: was Mr. Longbottom explained that he received complaint from Mr. Melody that a building that Miss Holland had on her pro- perty was built without a permit some six or seven years.ago. When the Building Inspector checked up the records he found that there never was a permit for the building. Miss Holland explain- ed that when the building was built by a man who worked for her, bhe.whs:away but she told the man he could build the building if he got a permit, therefore she thought it had -been taken care of. She stated that she recently rented her house, she supposed to a good family, but recently there was a raid and it was found that liquor was being sold there, and she felt that this was the reason 340 Cn *hy this family were being disagreeable to her., She also men- ' tioned a feud of years ago. Mr. Longbottom stated that he informed Mr. Melody that the man who used to live in the building was ordered out and that the building was not used as a dwelling and that Miss Holland could get a permit for a hen house if she desired, but he in- sisted that the building should be taken down as it was erected without a perglit. Miss Holland has another building that she moved away from her house in which she stores her tools and having rented the house she could not touch this building until Oct. lst when she came back to town, but at that time she stated that she would take that buBlding down. Miss Holland pays $700. taxes each year and stated that she had no intention to doing anything that was not lawful. The Board agreed that she should take this building down October 1st and that she could have a permit for the other building for a hen house. Parker The Building Inspector stated that Frank Parker had moved ordered into a house on Fremont Street owned by Angus McDonald after he to Move. informed him that he could not move in there as the house could not be used for habitation. The Board informed the inspector that he should order Parker to move out of the house. Common Common Victuallers License was granted to Mrs. Minnie J. ' Victual- Carr of 1839 Trapelo Road, Waltham, Mass. to do business at lers 1835 Mass. Avenue. License. The Chief of Police reported that Officer Neal investigat- Sheffres ed the complaint of the conditions at the Sheffres property on Property. Lisbeth Street and found the place inside and out in a clean, orderly condition. Mr. Sheffres had a small amount of metal that he kept in his cellar because he was afraid of it being stolen from the storehouse. Mr. Dooley complained that Mr. Sheffres was storing and selling junk from his premises and he felt he should not be allowed to do so in a residence district. It was decided to notify Mr. Dooley that there was no evidence of violation of the Zoning Law. Perkins Mr. Frank W. Perkins of 536 Mass. Avenue came before the Agent's Board relative to securing a permit to sell automobiles at his License. repair shop at 536 Mass. Avenue and at the Mohawk Garage. The Board informed him that he was refused a permit as they did not want to have too many second hand cars parked around his premises and also that they could not grant a permit to do the business at 536 Mass. Avenue as the matter should come before the Board of Appeals. They would, however, grant him a permit to sell cars at the Mohawk Garage on Marrett Road. Mr. Per- ' kins stated that he had proof that cars were sold at 536 Mari. Avenue and that he would bring in...that__prooi. In__the meantime the Board voted to grant him a permit to sell cars under Class 1. Agent's License at the Mohawk Garage. Report of the inspection of milk was reveived from the Milk Inspector. Report of the inspections made of back yards was also re- ceived from the Health Inspector. Sam Lippa of Fottler Avenue appeareld before the executive session of the Board and asked if he could receive additional funds for the labor paid out when Fottler Avenue water pipe was installed.
