HomeMy WebLinkAbout1933-06-27 309 SELECTMEN'S MEETING 1 JUNE$7„1933. w A regular meting of the Selectmen was held at the Selectmen's Room, Town Office Building at 7:30 P.Y. Messrs. Trask, Gilcreast ' Ferguson, O'Connell and Lyons were present. The Clerk was aljo present. State Aid pay roll in the amount of $27. was signed by the Board. Report was received from the Health Inspector in which he stated that Mr. James F. Moran of Pleasant Street had now Moran, white-washed his buildings and could no, be granted a permit pig to keep pigs if the Board so desired. permit. It was therelfor voted'to grant Mr. Moran a permit to keep 250 pigs at ,his premises on Pleasant Street. It was voted to appoint Patrick J. Maguire as Dog Dog Officer and the dog warrant Was also signed by the Chairman. Officer. Statement of the amount of relief furnished for January, February and March for aid was signed by the Aid & Board. This return is made to the Dept. of Corporations Relief. and Taxation of the State and they in turn will report to the Federal Emergency Relief Administration. Application was received from George W. Clark of 17 Lakeview Terrace, Waltham, in which he requested Lunch permission to operate a lunch cart at the corn$r of Cart Depot Park and Mass. Avenue on land owned- by the Scott Tea refused. Company. After donsidering the application it was voted not to grant a Common Victualler's License at this location. Letter was received from James J. Carroll in which he requested permision for the use of the band stand owned by the town for .he band of the Lexington Community Recreation Assoc#ation when they have band concerts for Band the benefit of the people of the town. The first concert Stand. is to be held on June 30, 1933. The Chairman stated that the chairs that were used by the band cane from the Cary Memorial Building and should not be used outf doors. The Board intend to purchase some folding chairs and will loan them for this purpose from the Pari Department. It was voted to approve the transfer of the Peddlers License. License issued tO Ernest J. Collins to James C . Collins M' his son. Applic tionof Old Age Assistance for Mrs. Alice Old Age, Wlnelox of 6 Sp ing Street was referred to Mr. Giicreast Winslow. for his attesntiou. . 310 emi Audit. The report of the audit of the town accounts was received by, the Board. Busa The Chairman stated that he would report later in application.regard to the application of Mary Busa for -admission to the Middlesex County Sanatorium. Letter was received from the Emerkency Planning and Architects Research Bureau, Inc. in which they requested that the Shop. Board give publicity to their shop called the Architects' Shop at 19 Bromfield Street featuring handicraft of unemployed architects and their families. $1548. was spend in relief wages to residents of the Town of Lexington and they feel that they should be patronized. It was deoided to give publicity to this shop _through the local paper. Letter was received from the Mayor of Quincy in which attention was called to enacting legislation making it possible for cities and towns to receive the benefits Public of Federal aid under the provisions of the Public Works Works Bill recently passed by Congress, and asking that the Bill. Board communicate with their Senators and Representatives relative to the opportunity. The Chairman stated that he had already communicated with the Senator and Representatives in regard to the matter. Letter was received from Charles A. -Vaughan, Waffle Traffic Engineer of Medford Hillside, Mass. in which he offered light, Mass.a suggestion in regard to the traffic signal at Waltham Ave. & Street and Mass. Avenue. Waltham St. The Board felt that change could be made that would be more feasible than his suggestion. The Supt. of Public Works was also requested to communicate with Mr. Bills to have nim change this light so that the approval of the Department of Public Works may be had. Letter was received from C. A. Bingham, of the Municipal Mr. Bing- Management and Research Company, in which he requested ham on an opportunity to appear before the Board to offer business town methods on the operation of town affairs . Letter was received from the Town Accountant in which he inquired what was to be done about Helen Ready's Salary and also about the pay of Walter Holman, Gabriel Brucchi and Cam Cuccinello who are paid 65i an hour. Salaries. In regard to Miss Ready's salary, it was decided to hold her job open for her, but to allow the two weeks salary already paid her and without further payments until beer return. Dwyer who operates the Jay Nay Restaurant at the corner of Merrett Road and Waltham Street came before the Board and requested that he be granted a permit to sell 314 Cmg beer. The Board stated that they would consider hie application and after he retired they discussed whgther or Jay Jay not they would grant licenses to roadside stands. It was Beer felt that .each individual case should be considered, and License. Inasmuch as Mr. Dwyer had only a restaurant business, it was decided to grant him a permit. He stated that his investment rdpre ented $11,000. and he had lost some of his customers owing to the fact •that he did not hail -beer to sell them. He also promised to conducthis place in an orderly manner. The Board considered all applications tor beer pe is and after considering the matter of charge for permits and the length of time to grant permits voted to make acharge of $100. until May 1st, 1934. It was also voted to allow the sale of beer on Sundays with no restriction as to time of sale to those having Common Victualler and Innhol ders permits. He therefore recommended the purchase of a Type D. Single Stage Centrifugal pump made by the Chicago Pump Company at a price of $290. The Board authorized the purchase of this pulp. 315 Letter was received from the Town Counsel in which he called attention to the unpaid bills of Walter Biaok aggregating $159.60 for work done on the Public Works Building prior to March 31, 1931, and a bill received recently for work en Wood Street after blasting operations. Letter was presented by the Supt. of Public Works stating that the bills due Mr. Black for the public Works building were being held up for the reason that more than this amount Black was owed to the town by Black for water service and rates. Bills. In regard to the bill for blasting damage alleged to have been caused to the property of Andrew Bacigaloupe on Wood Street by the breaking of windows, the Supt. stated that the town Mas not liable for this bill inasmuch as it was not authorized by any employee of the town, and Mr. Black should Look to Mr% Bacigaloupe for his money. It was therefore decided to notify the Town Conneel that this bill would not be an off set to the charges made Teen against by the T wn Black. The Supt. of Public Works was requested to poet the ' le* on the Phelps property inasmuch as complaints were Dump. received of the smoke when the dump is set on fire. The Supt. stated that he would post the dump and advise dumping at the Public Works Building. the Supt. reported that he had given enough time to IIthe Lexington Flag Staff Co. to have the flag raised And Flag painted but it has not been done; it 'was therefore voted Staff. to ahehorize the Supt. to secure someone else to do the work. • Mr. 3eamman stated that he would start work on Clematis Drainage Brook as soon as he finished the Curve Street drainage job. Suggestion was made that the Snpta secure a hoist to be Tractor used on the town tractor, but he stated that it Could not be used on the 5 ton tractor. The Supts rias authorized to remove a tree on Him Ave. near Dr. Tilton's house, which should have been removed Trees. before. He was also authorized to remove a tree on Curve Street near Walter Kew*a house. The Supt. was requested to communicate with the school authorities relative to removing the white birch tree on the Hancock School grounds. The Supt. stated that the catch basin at Seeley's Catch corner would be cleaned tomorrow and the condition there basin. was not caused by ice cream ice being thrown there. The Supt. reported that he had changed the sign at Allen Street. Sign. •r 316 Application was received from H enry Nutt, Jr. again for work. He had been working at Mr. Bailey's Farm on- mast Street and desires to have the services of the ;gown Physician inasmuch as he had sores on his knees from weeding. Be also stated that his wife was sick and he Nutt would like the services of the Physician for her. case. Mr.. Mitchell informs& him that as long as he was net receiving aid, he could not receive the services of the Town Physician. He informed Mr. Mitchell that he mobibly would go back to Mr. Young 's to work again next fall as he was laid off last summer in the same manner that he was laid off this year. It was decidea to take no action on this case. In regard to the application of Charles A, Burbidge who 1177es with his father-in-law at 5 Banks Avenue, L. Mitchell stated that the mortgage on his property had been readjusted, and the man had not had any permanent employment for a year. Mr. Mitchell recommended that he be given two days. The Board decided to give him two days and that he watch his activities for one month and report to the Beard regarding him at the end of one month. Application was received from Norman H. Brown, F Parker Street. He was formerly employed as a State Police Officer and Mr. Mitchell was requested to find out more ii42ermation about him. In regard to John O'Brien who was refueled to one day on account of his refusal to go to a foreOtratian campy it was decided to give him two days for the present. The meeting adjourned at 9:47 P.M.
