SELECTMEN'S MEETING
MARCH 21, 1933.
A regular meeting of the Board of Selectmen was held
in the Selectmen's Room, Town Office Building, at 7:30 P.M.
Messrs. Trask, Giloreast, Ferguson and O'Connell were
present. The Supt. of Public Works and Miss Elinor Moakley
were also present.
Mr. Lawrence G. Mitchell, Agent of the Board of Public
Welfare, came before the Board in regard to Welfare and Un-
employment Relief cases.
He stated that he had received an application for
Unemployment Relief from William O 'Neill, who had just O'Neill
return to Lexington from Texas. He has a legal settlement
in Lexington and is temporarilly living with his sitter.
The Board did not take any action on the case.
He also received application from George T. Rudd,
brother of John Rudd, who is living with his brother Thomas Rudd
on Garfield Street. He is twenty-four years old and single.
He has been out of work for two or three years. Mr. Mitchell
stated that he spoke to Mr. John Rudd about him, and he stated
that he found it impossible to have him work for him.
It was decided to give him one day a week.
Mr. Mitchell reported that Mr. Timothy Kinneen, who
has been working for Page the plumber, is back on Unemploy- Kinneen
ment Relief again temporarily, as was Mr. Stephen Dolan.
In regard to the case of John Keneally, 173 Mass. Ave.,
Mr. Mitchell stated that he had investigated and found Keneally
that the car which he runs was transferred by him to Mrs.
Gale, his landlady, last February, 1932. No action was
taken on the application, however.
Mr. Mitchell reported that he advised Frank Parker
that he could not be given any work until his son disposed Parker
of the car he was driving, and although Mr. Parker claimed
to be in straightened circumstances, he did not agree to
do so.
Mr. George Cogswell wanted more work. He receives
$9. per week on Welfare, has two children and pays $15.
per month rent to his mother-in-law. Mr. Mitchell stated Cogswell
that he has not yet received authorization from the State
on this case.
The Board therefor decided to take no action on the
case at the present time.
The Chairman of the Board was instructed to communicate
with the heads of departments and inform them that in the Purchases
future no purchases should be made without a requisition
approved by the Supt. of Public Works .

The Chairman stated that he had received request to
Waters allow Tony Waters to have his teeth taken care of by the 014
case Tufts or Harvard Dental School under the supervision of
the Dept . of Public Welfare, and the Board voted to grant
the request.
The Chairman brought up the matter of the use of the
Water Dept. Compressor by the Hgghway Dept. for which they
Compressor pay no rent. The Supt. felt that as all labor was paid for
by the Highway Dept. , they should not have to pay for the
hire of the Compressor. The bill against the Highway Dept.
amounts to $1295.
It was decided to lay the matter over for one week,
when Mr. Ross will be before the Board.
We. James J. Sullivan, Chief of Police, came before
the Board in regard to the duties of the officers in his
department.
The Chairman stated that the Board desired to have him
tell them why he felt he could not getalong without an
additional man.
Mr. Sullivan stated that the officer at Oak Street
takes care of the children there. He works eight months on
the motorcycle and in the winter time is sent out delivering
summonses, etc. The officer at Adams School takes care
of East Lexington. The Officer at Munroe School also takes
Police care of the High School and alternates with the officer at
Dept. Clarke Street, who takes care of the Hancock School, in
taking care of the corner of Waltham Street and Mass. Ave.
There was also an officer at Parker School There are
four men on night duty, one man at the desk from six until
morning, two in the prowler car, and one patroling who
also alternates with the men in the prowler car.
After considerable discussion, it was felt that if the
Oak Street situation could be taken care of in some manner,
it would not be necessary to put on another officer. However,
the Chief felt that another officer was necessary and did
not like to recommend not appointing one.
The Board discussed the matter, and it was left with
Mr. O'Connell to draw up a schedule for duties of the
various officers to bring in to the meeting next week.
Cary Hall. The Board voted to grant the free use of Cary Memorial
Hall to the American Legion, April 6th, for a Ceremony.
License The Board voted to grant an Auctioneer's License to
Leslie J. Wood.
Boarding The Board signed the application of Mrs. Marian E.
Infants. Hankard of Garfield Street to board two infants .
Letter was received from the Supt. of Parks and Play-
Shade grounds submitting a list of 800 shade tree seedlings to be
Trees. purchased subject tothe approval of the Board.
The Board voted to approve the purchase.

Letter was received from the British Naval & Military
Veterans Association asking for permission to hold their Parade
Annual Pilgrimage and Pardde in Lexington on Sunday, May
21sty 1933. The Board voted to grant this permission, the
parade not to start until after twelve o 'clock noon.
Letter was received from Russell F. Bailey in which he
stated that on account of the slippery condition of Pleaaabt
Street, his car skidded and was completely smashed. He was
not injured, but a friend riding with him was injured. He
felt that he should receive some compensation from the Town. Accident
It was decided to inform Mr. Bailey that the Board did
not feel there was any responsibility on the part of the
Town and that the Town could not be held responsible for
accidents due to skidding because of slippery streets.
Letter was received from Ernest Cutter in which he called
attention to a meeting in Precinct One to discuss the Town Budget
budget, and asked that the Selectmen consider their suggest-
ions to reduce the budget.
Letter was received from Elmer A. Lord & Co. in which
they stated that Compensation Insurance will expire on April Insurance
lst and the Board therefore requested that they renew the
insurance.
Letter was received from Ronald McIntosh asking for' Police
favorable consideration from the Board in regard to the officer appointment of a new police officer, for which he has
passed the Civil Service examination. No action was taken
on the letter.
Letter was received from the County Commissioners calling
attention to section 3 of Chapter 289 of the Acts of 1932
which states that the Board of Health shall furnish free of Vaccine
charge anti-rabic vaccine, on recommendation of the State
Department, and they shall be reimbursed by the County.
Letter was received from Dr. Bigelow, Commissioner of Rabies
Public Health, enclosing a phamplet on the control and and Dog
prevention of rabies, and also notice explaining the method bites
of notification of dog bites from the Animal Inspector.
Letter was received from the Citizen' s Public Celebration
Association in regard to the April 19th Celebration. They
stated thatthey were calling a meeting of the Chairmen of
the committees in greater Boston, and requested the name April
of the Committee in Lexington so that the might proceed 19th
with arrangements.
The Board considered the appointment of an April 19th
Celebration Committee, and the seleettften of a Chairman was
left to the Chairman and Mr. O'Connell.

Letter was received from the Supt. of Public Works in
which he stated that he had examined the chimney at the old Pumping
pumping station in East Lexington and did not feel that station
there was an immediate danger from this structure as far as

could be seen by walking around it . He stated that when
the weather was better, he would like to go downarid view
it more closely, however.
Letter was received from the Supt. of Public Works in
which he stated that Mr. Ross, Supt. of the Water and Sewer
Water Dept . reported that Stanley E. Cliff applied for an extension
Extension of the water main in Simonds Road, and he suggested that an
article be placed in the Warrant asking for an extension of
350 feet and that $1200. be appropriated.
The Chairman stated that this article was placed in the
new Warrant.
The Chairman read a letter he received from a taxpayer
stating that he had seen a town employee, John Wood, intox-
John lusted and working at the high school. The Chairman stated
Wood that he had asked the Supt. to report on the matter, and
letter was received from the Supt. stating that it appeared
to him that Mr. Wood had been drinking on the day in question.
The Board discussed the matter and decided to dispense
with Mr. Wood's dervices on the highway department.
Report was received from the Supt. of Public Works
giving the printing needs of the various departments for
PriAttra the year. He stated that he had not been able to get
needs. information in regard to the Seleotments Dept. owing to the
illness of the Clerk, but would do so as soon as she
returns.
The Board requested that the Supt. get bids on the
printing for the Board at their next meeting.
The Supt. of Public Works was also requested to bring
Bids in bids on sand and gravel for the next meeting.
Warrant The Board signed the Warrant for a Town Meeting to be
held April 3, 1933.
Water List of outstanding water rates was received from the
list Water Department.
Dattoli Old Age Assistance application of Edwardo Leo Dattoli
Old Age. was Deferred to Mr. Giloreast.
Mr. Gilereast reported in regard to the Old Age
Collins, Assistance case of Mrs. Elizabeth Collins that he would
Old Age. recommend $6. per week assistance in this case, and the Board
so voted.
In regard to Charles Stephen McEnroe, Old Age Assistance
McEnroe, applicant, he stated that Mr. McEnroe had been a registered
Old Age. voter in the Town since 1884, and he recommended $5. per
week assistance in this case. The Board voted to grant
Mr. MeEnroe $5. per week assistance.

The Board discussed using some of the unemployed on the
IIwork of constructing the trunk line sewer, and felt that Trunk
this was a good suggestion. It was felt that a 30 inch line
pipe would be sufficient for the trunk line sewer. sewer.
The Board considered the use of therader and the Supt. Grader
stated that it took too long to start it in the morning. p
However, when the weather is warmed, it can be left outside
on a job as it will not be difficult to start it in the warmer
weather.
Letter was received from the Town Accountant in which Revenue
he stated that the Town should borrow $175,000. Revenue Loan, Loan
dated March 31st., 1933 and payable December 5th, 1933.
The Board voted to authorize the Treasurer to borrow
this money.
Letter was received calling attention to the fact that
there were two gambling machines in the pool room which should Pool
be done away with. This matter was referred to the Chief of room
Police to report back to the Board next meeting.
Letter was received from the Commissioner of Civil Service
stating that the eligible list has now been established for Police
Police service in Lexington, and enclosing requisition blank. Officer.
The Board decided to lay this matter on the table for
one week.
Mr. Ferguson presented an article on setpic tanks for
the Health Regulations. It was decided to refer this to
the Town Counsel for his opinion to be adopted in connection Health
with the Health Regulations. Regulation:
The Board also decided to hold a hearing on the Health
Regulations on April 4, 1933.
Application was received from the position of Wire
Inspector from Edward B. O'Connor.
The Board considered the matter, and voted to have Mr. Wire
O'Connor and any other applicant appear before the Board at Inspector
their next meeting to discuss with them his qualifications
for the position.
In regard to Mr. AlexanderQuinn, employee of the Highway
Department, the Board considered the matter and felt that
Ir. Quinn's services in this department should be dispensed Alex
with inasmuch as he is an alien and has refused to become Quinn
naturalized, and has no family dependent upon him.
Mr. Quinn was therefore invited to resign. The Supt.
of Public Works was requested to invite him to present his
resignation to take effect April 1st, 1933.
The Board considered the appointment of the Supt. of Supt . of
Streste Ind decided to lay the matter on the table for one Streets.

The Board considered the appointment of a Town Forest
Committee as authorized by vote of the Town Meeting, March
20th, and voted to appoint the following:- Edgar F. Scheibe,
Chairman, John J. Garrity, and Roland Greeley.
The weekly report of the Supt. of Public Works was
received.
The meeting adjourned at 9:55 P.M.
