SEIECTMIMS MEETING.
DUNE 170 1932V
A special meeting of the Board of Selectmen was bald
in the Selectmen's Room, Town Office Building, at 7:30 P.M.
Messrs. Trask,. Gi.lcreast, Custanee, Ferguson and OtConnell
were present. The Supt. of Public Forks and the Clerk were
also present.
Mr. James M. Denney of Fairview Avenue came before
the Board relative to old Mass. Avenue above Wood Street
being shut off.
The Board previously had informed Mr. Bashian that they
did not have any objection to his closing the street off
Inasmuch as thestreet was abandoned and the property to the
middle of the read belonged to him. It appears that Ur.
Bashian appagl ei.tly owns the land on both sides -of the: Woad
so that the entire street now belongs to him.
Mr. Denney stated that he -could not use Fairview ue;
that he had to make the tura from Haywood Avenue and that
he had been using this streetsince 1911. In the winter time
he shovelled snow out to Mass. Avenue himself. He stated
that the Town did not plow Fairview Avenue and he objeated
to tbo cutoff being made.
The matter was left with Mr. Trask to take up with
Mr, Bashian.
The Chairman repcirted to the Board -that, the Appropriation
Committee have the suggestion that the Town
contribute one day's pay per month to the Unemployment
-
Relief rather than to ask the Town for ani 'appropriatSon
of the amount requestedin the Warrant. Mr. Mitchell w
to core before the Board at a later date and discuss the matter
with the Boardw
- * Trask also reported that the Appropriation VQvw1ttso
sre" not 3n favor of installing the water in Gr"t-AftrM
and, t Street without a guarantere.
Mrw Custance stated that the figures on hand- show tftt
the Grant Street water main has already paid the guarantee w7A
ban a surplus of $81,.93. Therefor the guarantee on Grant
Street is wiped out. He felt that the water takers on
last Street would soon overcome the seat of. the guarantee
on East Street also.
Mr. Lawnenoe G. Mi.t*htll, Chairman of the Appropriation
CoamrIttee, appeared .and stated that At seemed to be the
opinion of the Appropriation Committee that the appropriations
for the year should have been made in Unodh and they immving
then figured what the tax rate was to be felt that they would
not be justified ingoingbefore the Town and asking for
appropriations for Unamplo 1s * He felt that the
Maturing Debt being $125tOOO, next year, that the Board would
ewe to look into the Cutureo
He stated that the Committee would approve 250 feet
of water main in Kimball Road inasmuch as tlflw was under the
guarantee., but the other work of connecting dead ends they
did not feel should 1be -done. He also gtate+d that tb*T

_that th work
did not fee3/should be done. He also statdd that they
considered Esther or not the Town was going to issue bonds
every year to a certain point. He stated that it was fair
to say that the construction program had been kept up, but
if the appropriations are made that are asked for, the tax
rate will be increased $1.50 or $2.00.
The Board discussed with Mr. Mitchell the amount of
employment that the men would receive by doing the work
bn Grant Street and East Street and informed him that when the
work was done on North Street there would be very little
except some maintenance for the regular men to do and it
will mean that five or six men will have to be laid off.
Mr. Custance explained to him that Mr. Bowser was paying
a guarantee on 800 feet of the water main that was installed
in Grant Street. This left 1300 feet which was not guaranteed.
This was more or less enforcing the system on the hill where
complaints were made of the pressure.
Mr. Custance also -explained that East Street was put
in under the guarantee and there was enough water used in
1931 to pay a guarantee and leave a s%Wpius.
The matter of contributing one dayta pay to the
Unemployed was considered by the Board, and Mr. Mitchell
stated that he based this on a salary list which was over
300,000, and felt tart it would give an income of $700 to
900a a month at the rate of one day's pay. He had been
advised by the School authorities that they were v4pow6le
to giving this amount.

The Board discussed whether or not the day laborera should
pay anything toward unemployment relief inasmuch as they are
now on a five day basis and if the have full time many of
the men are not getting more than 120. or #21r a week.
Mr, Mitchell read the resolution that heā¢had.prepared
to present to the Town.Meeting,' and the Board seed the
matter and decided tq r ecommand that the 3"es0aEMployees
pay two days per month.
The Board discussed also, the construction of Wood
Street, and Mr. Mitchell stated that the Committee were
of the opinion that acid should be received from the State
and County on the street. Otherwise it should not be
constructed.
In regard to the bleachers which were constructed on
the Playground. Mt. Mitchell stated that the Apppopriation
Committee were not in favor of the Town -paying the bill
inasmuch as he felt that we'have done without b4bachers
for quite some -time and if they were to be put up, he, felt
that cditstruction could. have been delayed until after the
Town Meeting.
Yurtiier information in regard to the income .from
water extension on Grant and East Streets was to be given
to the Appropriation Committee so that they may realize
that the extensions are practically already guaranteed
and that -there will be sufficient amount of income.
