SEIE CTMES S MEETING.
JUNE 17, 1932.
A special meeting of the Board of Selectmen was held
in the Selectmen's Room, Town Office Building, at '1:30 P.M.
Messrs. Trask, Giloreast, Custance, Ferguson and O'Connell
were present. The Supt. of Public Forks and the Clerk were
also present.
Mr, James N. Denney of Fairview Avenue came before
the Board relative to old Mass. Avenue above woad Street
being shut off.
The Board previously had informed Mr. Bashian that they
did not have any Abjection to his closing the street off
inasmuch as the street was abandoned and the property to the
middle of the road belonged to him. It appears that Mr.
Bashian apparently owns the land on both sides of the road
so that the entire street now belongs to him.
Mr. Denney stated that he could not use Fairvies' Aeetue;
that he had to make the turn from Haywood Avenue and that
he had 'been using this street since 1911. In the winter time
he shovelled snow out to Mass. Avenue himself. He stated
that the Town did not plow Fairview Avenue and he obJeated
to the cutoff being made.
The matter was left with Nr. Trask to take up with
Mr. Bashien.
The Chairmen reported to the Bo 'ihat the Appropriation
Committee have the suggestion that the Town hapsloyewsa
contribute one day's pay per month to the Unemployment
Relief rather than to ask the Town for an .appropriatmon
of the amount requested 1n the Warrant. Mr. Mitchell wee
to come before the Board at a later date and discuss the matter
'with the Board.
Mir,. Trask also r►epdrted that the Appropriation .(gttee
are not in favor of installing the water in Gra#tAlaMiNkr
audit/at Street without a guarantee.
Mr, Custanee stated that the figures on hand- show that
the Grant Street water main has already paid the guarantee and
bas a surplus of $81..93. Therefor the guarantee an Grant
Street is wiped out. He felt that the water takers on
Mast Street would soon overcome the east of. the guarantee
on East Street also.
• Mr. Lawrence G. Mitehel1, Chairman of the Appropriation
Com ilttee, appeared .and stated that ,it seemed to be the
opinion of the Appropriation Committee that the appropriations
for the year should have been made in *arab and they having
then figured what the tax rate was to be felt that they would
not be justified in going before the Town and asking for
appropriations for UnemplorjentlMenet. He felt that the
Maturing Debt being $125,000. next year, that the Board would
have to look into the future,
He stated t sat the Committee would approve 250 feet
of water main in Kimball Road inasmuch as tb*s was under the
guarantee, but the other work of connecting dead ends they
did not feel should 'be done. He also stated that they

considered whether or not the Town was going to issue bonds
every year to a certain point. He stated that it was fair
to say that the construction program had been kept up, but
if the appropriations are made that are asked for, the tax
rate will be increased $1.50 or $2.00.
The Board discussed with Mr. Mitchell the amount of
employment that the men would receive by doing the work
An Grant Street and East Street and informed him that when the Water
work was done on North Street there would be very little mains.
except some maintenance for the regular men to do and it
will mean that five or six men will have to be laid off.
Mr. Cuatance explained to him that Mr. Bowser was paying
a guarantee on 800 feet of the water main that was installed
in Grant Street. This left 1300 feet which was not guaranteed.
This was more or less enforcing the system on the hill where
complaints were made of the pressure.
Mr. Custance also explained that East Street was put
in under the guarantee and there was enough water used in
1931 to pay a guarantee and leave a surplus.
The matter of contributing one day's pay to the
Unemployed was considered by the Board, and Mr. Mitchell
stated that he based this on a salary list which was over
$300,000. and felt that it would give an income of $700 to
900. a month at the rate of one day's pay. He had been Contributions
advised by the School authorities that they were sgle
to giving this amount.
The Board discussed whether or not the day laborers should
pay anything toward unemployment relief inasmuch as they are
now on a five day basis and if they have full time many of
the men are not getting more than 11201, or $21. a week.
Mr. Mitchell read the resolution that he had prepared
to present to the Town Meeting, and the Board d#sesseed the
matter and decided tq recommend that the firma. Employees
pay two days per month.
The Board discussed also, the construction of Wood
Street, and Mr. Mitchell stated that the Committee were
of the opinion that aid should be received from the State Wood St.
and County on the street. Otherwise it should not be
constructed.
In regard to the bleachers which were constructed on
the Playground,- Mt. Mitchell stated that the Appropriation
Committee were not in favor of the Town paying the bill Bleachers
inasmuch as he felt that ire have done without bteachers
for quite some time and if they were to be put up, he felt
that e1tEtstncction could have been delayed until after the
Town Meeting.
#rur"ther information in regard to the income from
water extension on Grant and East Streets was to be given
to the Appropriation Committee so that they may realize
that the extensions are practically already guaranteed
and that there will be sufficient amount of income.
