HomeMy WebLinkAbout1932-04-18 381 SELECTMEN'S MEETING APRIL 18, 1932. A regular meeting of the Selectmen was held in the Selectmen's Room, Town Office Building, at 7:30 P.M. Messrs. Trask, Custance, Gilcreast, Ferguson and O'Connell were present. The Supt. of Public Works arra the Clerk were also present. The Board signed the following licenses: Alcohol F. A. Ave. The license of Eva Bornstein to operate at 56 Mass. Avenue was held up awaiting the report of the L'hief of Police. The Board, in viewing the bills for the Police Department, noted bills for services charged to the Colonial Garage for mechanical work. The Board requested the Chairman to give notice to the Police Department that no further garage bills at the Colonial Garage or any other garage except in extreme Garage emergencies, or any bill for gas or oil will be approved bills , by the Selectmen. The Police Dept. should secure the gas Police and oil from the Public Works Dept.nrar1ha,e the cars repaired Dept. by the mechanic at the Public Works Dept. 382 , Discussion arose as to the use of the steam shovel and 4411 whether or not the price paid for excavation included the use of the Town men or men to help move the shovel from one location to another. It *us understood that the shovel was moved back and forth from Oakland Street to Tower Street and that the Town men helped to move it. The Supt, of Public orks was requested to turn in a report in regard to this matter. Mr. O'Connell desired to know about the measuring eP the excavation in trenches and how the figures are arrived at. Mr. Seaman agreed to get the figures from the Engineer- ing Department for Mr. O'Connell. Mr. Walter Allen came before the Board and stated that he had not had any steadv w ork since the middle of November and he had only had thirteen days since the first of this rear. he worked for "vder at one time. he had three ohildred in high school, and he felt that it was rather haed to keep them in clothing, and that he was one month back in his rent. The Board decided to get a report from Mr. Garrity and Mr. Gorman on all the men that have come before them request- ing that they be retained, this report to be ready for the next meeting. Mr. Custance stated that he had studied the matter of the abatement requested by Mr. AcIntosh on the various streets where the water was placed in, and after going over the matter with Mr. McIntosh, Mr. Ross and Mr. Seaman, he recommended the abatement which would bring the price down to the average price during that year for the construction of six inch water main. Abatement therefor was presented in the amount of $58.80 to Mr. McIntosh and $56.80 to Sylvia Aker. Suggestion was made that 4r. McIntosh write a letter to the Board agreeing to this abatement. The Board therefor decided to lay the matter on the table until this letter was received. Bids were received on the specificattons for trees to be furnished to the Town sent out by the Chairman to Breck-Robinson, New England Nursery, Odd Toren Nurseries, Ferr.i's Nursery and Russell Bray as follows: Jos. The Chairil:an reported that a great deal of work has been done for Mr. Bedros Sashimi, and Mr. Bashian felt that the Board should put in a privet hedge for him Bashian inasmuch as the hedge he had in around his place was property. taken out an put 1n back of his house and evidently winter-killed. He stated that so much work has been done for Mr. Bashina taking down trees and planting trees, that he did not believe the Board should favor him by giving him the money to purchase the privet hedge. The Chairman reported that he had been into the hearing before the Public Utilities on the application of the Lovell Bus Line, Inc. to ope ate a line to Bus line Billerica. He stated that the hearing had been postponed. hearing. on the request of Mr. Lovell, he being in the south and had not returned. The Chairman reported that he had also attended the hearing on the proposed bill of the City of Melrose relatilae to Towns and Cities having an opportunity to express their voice of any appropriations suggested to be expended by the County for buildings to be located within the County? Melrose The County Commissioners faaaredd the bill. The bill, bill. however, was very poorly drawn and there would have to be a great many changes in it before it was in proper shape . Supt. of Public Works reported that he had sent two Brook. men down to the Alderman brook to clean it out. Mr. Custance reported that at the Historical Society Police Meeting at the Cary Hall Sunday night there was great need protection, of police protection for the children. He stated with all Cary Hall. the exit* in the building it would be necessary fp have four policemen protect the building. The Board discussed-the matter and it was felt that at affairs Where there is admission charged there is not the necessity for the protection that there is at the free affairs . It was decided therefor to request the Chief to have the proper police protection at any of the free lectures of free affairs that are held in the Cary Memorial Hell. The Chairman called attention to the fact that a fence on Follen Hoad around the gieree property should be removed, Fence on and he had secured permission from Mr. Pierce to have it Fallen Rd. removed and requested the Supt. of Public Works to look after the matter. The Board considered the matter of appointment of Fire Engineers and voted to appoint Edward W. Taylor, Norman C. Fire Hooper and Edward F. Buttrick as Lngineers of the Fire Engineers . Departs for one year beginning May 1st. Mr. Custance called attention of the Supt. of Public Works to the piling of material against side oftthe Public Public Works Building and asked that he have it removed, and that Works 'Instructions be given not to pike the materials side of the Bldg. building. Mr. Custance presented plan showing the lots on Pinewood Street where application has been received for the extension of water from James G. Robertson. Re presgnted figures on tae estimated cost of extending this water to lot 43 as $560. and to extend from Summit Road to Pollen Road, $1500. he questioned whether or not the Board would desire to have Pinewood dead ends or if they would extend the water to beyond Pollen St. Road compiteting the circuit. He also called attention t*lthe figures estimating sewer line in Pinewood Street from Summit Road to lot 43, same being $414. and extending from the present end in bummit hoad to Pinewood Street costing $2400. Mr. Custance felt that some money could be saved by putting the sewer and the water in the same trenches, and felt that it might be advisable to make this extension of 230 feet of water and sewer at the sama time. The guarantors would pay back six per cent on the water; but at this time the ewer would not be used. After considering the matter, it was voted to install the water in Pinewood Street a distance of 230 feet subject to the usual guarantee. It was also voted that an eight inch Akron pipe for future sewer services be installed in the same trench in Pinewood Street for approximately 230 feet northerly from summit Road and that both ends be sealed. Application for peddlers license was received from Peddlers Lorne Harper of Waltham. It was voted not Ao grant the license. permit inasmuch as Mr. Harper was from out of town. Letter was received from the British Military and Parade, Naval Veterans Assoc. asking for permission to parade British in Lexington on May 22nd. It has been customary for Mi1.& many years for th*lsonggn1aation to parade at Lead. ngton Aaval on the Sunday prior to Memorial Dary. Assoc. The board voted to grant permission and also to request the Chief of Police to extend to this organization the courtesy of phoviding police protection on this day. Letter was received from Frederick L. Emery in which he asked why something had not been done about the dead Removal tree in back of the filling station at the corner of Mile of dead Street and Mass . Avenue. tree. Supt. of Public Works reported that Mr. Gorman asked the owner of the property if he desired to have the tree removed and he stated that he was not interested, There would also be some liability on the part of the Town if this tree was taken down and any damage occurred as a result of taking the tree down. The board decided to notify Mr. Emery 6f the conditions and inform him that they did not feel that there was anything that they could do. Mr. Custance reported having talked with Mr. Morey 385 in regard to a land taking at Burlington Street. Mr. Morey felt that there aere some land damages that he was entitled to. Mr. Custance explained to him the Town Engineer' s point Burling- of view and Mr. Morey wanted to have the Board put their ton St. proposal in a definite for. He thought that there was a damage land of from ten'-to fifteen cents a foot for land that he should taring• get from the Town. It was decided to have Mr. Morey come before the Soard and talk the matter over. Mr. Gilcreast reported that Mr . J. L. Douglass, owner of the Master Service Station Inc. stated that he paid $1432. taxes to the Town and did not get any of the repair work or have any opportunity to sell any tires to the Town. The Board discussed the matter of purchasing a Police car and the Supt. of Public Works reported that Calvin W. Childs offered $240. for last year's car. The Board felt that the Supt. should bet bids on the Chevrolet, Ford, Police Plymouth, Essex and any other cars that were in the market rah. in Lexington that would compare with these cars, and the Board would have an opportunity to reject any or all the bids. The Supt. of Public Works was also requested to secure binds on tires. Last ydar bids were secured and Mr. Ross was the lowest bidder and has furnishedt tires since that time. Discussion was had in regard to the building of manholes by Mr. Dacey. Mr. Custance called attention to the fact that he had two helpers with him who hand Manholes . him the bricks. Although his bind was $1. per foot, he felt that with the Town furnishing the help, it still cot considerable to have the manoles built, and he desired to try out the building of one manhole with Mr. Cam Cuccinello and to keep track of the cost of building the one manhole, Discussion was had in regard to the drain pipe laid near Reed Street across Bedford Street running a 22 inch pipe Drain. to a ten inch pipe and whether or not the trench would be blocked up. It was felt, however, that with the funds on hand that was all that could be done. Supt. of Public Works reported that the Highway Dept. welt in rnd took out the gravel that was put in on the Folger Folger property on Tucker Avenue. Mrs. Folger objected property. to it being done. Application for Old Age Assistance of Elizabeth Adams Old Hge was referred to Mr. Gilcreast for investigation. "ssistance. The Chairman called attention to the fact that Mrs. McCarthyCushman of Chase Avenue was contintiilly reporting in regard to the cesspool on the McCarthy property. sewer, Mr. Custance stated that he looked the situation over and found that there is a bad condition there of the cesspool, but that the McCarthy family had done everything possible, even held the water in the set tubs for a week at a time to avoid having this overflow. He stated that as soon as the family could, they would connect with the sewer. At the present tine they were financially unabli to do so. 386 The meeting adjourned at 11 o'clock P.M.
