HomeMy WebLinkAbout1932-03-15 342 SELECTMEN' S MEETING MARCH 15, 1932. out A regular meeting of the Board of Selectmen was held in the Selectmen's Room, Town Office Building, at 7:30 P. M. Messrs. Trask, Custance, Gilcreast, Ferguson and O'Connell were present. The Supt. of Public Works and the Clerk were also present. The Board discussed the application of Mr. Paul Bowser for permission to erect a four car garage with an apartment over the garage for chauffeurs' quarters. In the past, the regulations of the Dept. of Public Safety designated a three car gal.age a public garage and the Board of Appeals have had hearings for all Bowser garages with that capacity. The Dept. of Public garage. Safety Regulations, however, were changed this past week to allow garages with an area of 1000 feet to be built and not designated as phblic garages. The Board therefor decided to advertise the hearing on March 29. The petition of the N. E. Tel. & Tel. Co. to set Pole and remove one pole on Lincoln Streit near Marrett Road location. was referred to the Supt. of Public Works Letter was received from the Middlesex County Extension Service advocating assistance to the unemployed by requesting all persons in town that have Unemploy- apple trees that need to be cut down to have them cut meat• by the unemployed and to give the wood to the Welfare Department, thus helping out in more than one way. The Board read the proposition of Mrs. Caroline A. Harrington in connection with the settlement for the Harrington establishment of the building line across her property. case, The Board agreed to settle for the sum of $3500. Tie agreement was satisfactory to the Board. It was voted to grant an auctioneer' s license to Licenses, Jay 0. Richards and to Arthur H. McLearn of 31 Hancock Street and 1387 Mass. The Board informed him that they felt he , should place the garage as designated. by Mr. Custance. A joint hearing of the Board of Appeals and Board of Selectmen was called on the application of the Standard Oil Co. to increase the capacity of the filling station located at 27 Mass. Avenue, 10 thousand gallons additional. The Chairman of the Board of Selectmen read the notice of the hearing of that Board, and the Clerk protein of the 343 Board pf Appeals read the notice of the Board of Appeals. The representative of the Standard Oil Company stated that they desired to place an additional 1000 gallon tank for gasoline on the premises at 27 Mass . Avenue. They Hearing, would not put in any additional pumps, and the present Standard Oil pumps are to remain where they are at present. Co. No one appeared to object and the hearing was declared closed. The Board of Selectmen voted to grant permission to the Standard Oil Company to install this additional tank. Request was received for an additional street light at the corner of Taft Avenue and Ellis Street. The matter was refer- ed to the Supt. of Public Works Street with the request that he report back to the Board at the next meeting as to the advisability of placing a street light. light at this location. Letter was received from Walter G. Black and also one from Eugene G . Kraetzer both resigning as members of Resignations. the Board of Assessors, to take effect on or before April 1st. The Board again discussed the matter of appointment of new members of the Board of Assessors, and the following names were suggested as candidates for the Bd. of position: William G. Potter, Donald Filson, Eugene T. Buckley, Fred Bartlett, Frank P. Cutter, and Charles Assessors. Marsolais. The members of the Board were not familiar with the qualifications of Mr. Marsolais. It was therefor decided to obtain some further information in regard to his capabilities, and to lay the matter of appointment of the Board of Assessors over for one week. Application was received from Mr. Alfred Pierce Application for for a position on the Board of Assessors and also Assessor and jury requesting that his name be placed on the Jury list. list. Application was reeved from Miss Barbara Davis for the position of swimming instructor at the playground. The Board reported having viewed the Peter Canessa property at 904 Mass. Avenue and felt that the condition of the premises could be constituted a nuisance and Canessa therefor decided to have the Chairman request him to property, clean up the premises. Moloy Webb Street Many names were omitted from the list inasmuch as it was felt that the commissions were not necessary in these cases. It was voted to grant a permit to George W. Bean for Golf License. a Golf Driving Range at his premises at 241 Bedford Street. The Chairman reported that the Building Inspector desired to have a truck provided for him so that he might c inspect the overhanging signs about ttwn. He could not Overhanging make a thorough inspection from the sii-ewalk. signs. It was left with the Supt. of Public Yvorks to provide the equipment for the Inspector to make this inspection. Mr. O'Connell reported that the occupant of the other half of the Coolidge house in East Lexington would a vpea r Old P . nt before the Board at the Board's next meeting in regard to Shop the Old Paint Shop. He stated that he would "ake a further property• report in regard to the property. Mr. O'Connell stated that Mr. John T. Starrett of Wayland would probably be willing to purchase a pair of Sale of horses from the Town. He requested the Supt. of Public horses. Works to get in touch with Mr. Starrett. Letter was received from E. W. Taylor, Chief of the Fire Department in regard to the fire that occurred at the home of Cornelius Lyons on Cottage Street sad explained Hydrant, that the Fire Dept. was handicapped by the lack of a Cottage St . hydrant in this vicinity. He suggested that a hydrant be placed there to protect this locality. This matter was referred to the Supt . of Public Works to investigate and bring in his recommendation. Mr. John N. Connors of Lincoln came before the Board Connors in regard to the instructions of the Board that he get rid pigs. of his pigs some time in the middle of the winter. He 345 stated that he intended to move all the pigs and the buildings over into Lincoln and would probably have this done by the middle of May. That was agreeable to tae Board. The Board also inquired of Mr. Connors why he did not remove the garbage from houses posted for Scarlet Fever. He stated that he always understood that nothing was to be taken from a house where there was Scarlet Fever and that was why he instructed his men not to collect the garbage. The Chairman informed him that the matter had been taken up with the State Dept . of Public Health and with Garbage other towns and it was found that collections were made collection. and they stated that there was net any day ger. Mr. Connors stated that in only one case of a party on Bedford Street were they disagreeable about his request to burn the garbage and in that instance they stated that they would throw the garbage out on to the street. Letter was received from the Town Counsel in which he stated that there was nothing to prevent a party Weighers. living out of town from being appointed as a weigher of the Town. Letter was received from Francis E. Burke in which Appropriation he suggested the reappointment of Lawrence G. Mitchell Committee. on the Appropriation Committee this year. Letter was received from the Boston and Maine R. R. B. & M. R.R. in which they stated that the work of cleaning up the remains of the freight house in East Lexington would soon be completed. Letter was received from Dr. Alton S. Pope, Director of the Division of Tuberculosis in reply to the letter of the Clerk of the Board relative to allowing subsidy of $5. per week for patients that might be sent to the Central N.E. Sanatorium rather than to my of our State Sanatoriums. Tuberculosis The Central New England Sanatorium have arrangements patients . that will allow the patients to earn their own board. They charge the Town either $5. or $6. for the board and charge the patients according to the amount that they are able to do as work. They tutor the patients so that they will be able, when they leave the Sanatorium, to get work at some trade and in the meantime they are building up their health while learning_ the trade. The State Div. of Tuberculosis are entirely in accord with the arrangements at the Central New England Sanatorium and would be willing to allow subsidy of $5. per week for patients cared for at that location. The Board therefor approved of the Clerk sending patients to the Central N.E. Sanatorium if there are any patients who can take advath#age of this. In regard to the petition of the residents of North Lexington which was laid on the table at a former meeting �4Vit was decided that it be referred to the Chief of Police 0y V with the request that he give this petition the best consideration that he can give it with the appropriation on hand, 0.4 The Board voted to make the following appointments ; Board of Appeals Arthur N. The Clerk called attention to the fact that Dr. Hardcastle reported on the mental condition of Mrs. Eva Yanushkis of 19 Curve Street . For some time she has been calling the Police Department four and five times a night, talking in a rather peculiar manner. It has also been reported by her son to the Police Department that she was drinking heavily. Yanushkis Mr. D'Connell reported that he obtained her divorce matter. for her from her husband and there was a settlement at that time of his share of the property. She has a house which is assessed at 0910. Dr. Hardcastle felt that she was not safe to be left with the two children. The Board therefor voted to instruct the Police Department to take Mrs. Yanushkis to the Psychopathic Hospital for amination. The weekly report of the Supt. of Public Works was received..
