SET,FCTMENT S MEETING
SEPT. 22, 1931.
A regular meeting of the Board of Selectmen was held
at the Selectmen's Room, Town Office Building at 7 :30 P.M.
Messrs . Trask, Custance, Blake, Shannon and Gilcreast were
present . The Supt . of Public Works and the Clerk were also
present .
The return of the Dog Officer, Patri4 J. Maguire, Retuyr of
was received, he having disposed of the list presented Dog
to him for the collection of dog licenxes together with Officer.
his bill for $50.00 for his services which was approved
by the Board.
Mr. Joseph A Goodwin of Pearl St. , Rosemont section,
came before the Board and presented a letter which was
written to him by the Building Inspector informing him that
he was violating the Zoning Laws by living in a
garage without an occupancy permit . The Building Inspector
also refused to -runt him a permit to install a stove in
the garage for his household use. Mr. Goodwin explained .+
that the garage was a metal garage with a concrete floor Mr.Goodwin
over which he had built a wooden floor. He stated that it re violation
was a two car garage with two doors, and he had of Zoning
taken out one door. He was planning to build a house, Laws.
but not being employed continuously wanted to live in
the garage until he could see his way clear to start the
house. He is a carpenter by trade, and would build
the house himself. Mr. Custance explained that this man
has been here from Nova Scotia or Canada for the past
five years, and has not become a citizen yet . He felt
that if he was allowed to live in this garage that many
others would come into town and feel that they were
entitled to do the same thing.
After discussing the matter the Board voted to
uphold. the decision of the Building Inspector in not
granting a permit to install a chimney in the stove, and
to order Mr. Goodwin to vacate the garage by November 1st.
Letter was received from the Supt. of Schools in
which he requested that the school warning signs be
painted and that others be placed up as follows :repaint Warning signs
the warning signs at Adams and Parker Schools ; place at shhools .

at the High and Munroe Schools , also to place warning
signs on Forest St as a protection for the pupils at
the Hancock School. He also sug;rested that warning

already procured some of these warning si:-ns, and he
was requested to follow the request of the Supt . of
Schools, and have the balance of the signs placed.

He was also requested to secure a price on canvas
signs to be placed on the streets warning of the approach
to schools .
Commitment A Commitment of Sidewalk Bette"ments in the amount
signed. of $1301.89 was signed by the Board.
The Board voted to lay on the table the application
for Hairdresser's and Manicurist 's License of
Hairdresser's Mabel V. Thompson and Mary A. Quirk to do business at
and Mani- 1841 Mass .Avenue, until such time as they shall secure
curist 's three letters of recommendation.

Mr. Audick of Tucker Avenue came before the Board
Mr.Audick and requested the estimate of the cost of constructing

LetterAreceived from Mr. Edward H. Fenton, acting
Director of Accounts of the State in which he stated
Letter from that he was of the opinion that money may be appropriated

Assessment Sewer Assessment Fund. He stated that he could
Fund. not find any statute that stated that the Sewer Assessment
Fund must be held for any specific purpose.
The Board decided to request Mr. Fenton for further
information, namely, whether or not the- have authority
to vote transfer from Sewer Assessment Fund to Sewer
Construction Fund without vote of the Town.
Letter from Letter was received from the Town Counsel in which

Letter was received from the Town Counsel in
reference to conveyance of small parcels of land

be deeded. street widenings . He advised that the layout
should be made for highways .
The Board decided to request the Town Counsel
to come before them next Tuesday evening to discuss
the matter of deeds and highway takings.
The Chief of Police reported in regard to the
Chief of verbal application of Warren Timmons . He stated that
Police Mr. Timmons formerly lived in Arlington and Somerville,
re Warren and was a painter by trade. He has been out of
Timmons . employment for some time and that the appointment of
Constable would meet with his approval.
The Board did not believe that it would be
necessary to appoint him a Constable inasmuch as Mr.

Timmons was of the opinion that he could collect taxes
as Constable .
Mr. Earle requested the Board to appoint a Deptr;ty
Collector who is a resident of Boston and whom he states
can collect taxes under the law. Mr. Earle stated that
a Constable cannot collect taxes .
The Board called a hearing of the Board of Survey Board of
for the approval of plans on Alden Road. The Clerk Survey
reported that the plans were not ready as yet . The Hearing.
Board voted to adjourn the hearing until Sept. 29, at 7 :50
P.M.
Letters received from Mr. F. L. Emery under dates
of Sept . 16, and 17 were read to the Board together
with the replies of the Chairman and his letters directed
to the County Commissioners which enclosed copies of the
correspondence with Mr. Emery in reference to Lincoln
Street.
Mr. Trask directed a letter to the County Commissioners
in which he stated that the did not see any reason for
reopening the hearing on Lincoln Street inasmuch as it Lincoln St.
was evident that the Planning Board would not a-'ree with
the Selectmen on this matter even if it were reopened.
He also requested the County Commissioners to give the
Board a decision before the Town Meeting on Monday,
IISept . 28, 1931.
Information was received from the Chief of Police
relative to the teletypewriter. The information showed
an installation charge of $15.00 and a maintenance cost Teletypewriter
Pf $52.00 a month. The machine is owned by the Telephone
company. Maintenance charged are made without charge during
the hours of 8 to 5 P.M. on week days, all other times a
charge is made.
Mr. Custance stated that Mr. Sisk of the Telephone
' Company would like to come before the Board and give a
demonstration of the operation of the teletypewriter, and
directed that the Clerk get in communication with Mr. Sisk
and arrange to have him come before the Board.
Mr. •Custance called attention to the copies of records
relative to the grade crossing on Grant Street, and stated
that he desired to know the status on the right of way on
the property of Alexander Quinn. He stated that if it was Grant St.
divided into lots it would be necessary to deed to Mr. Quinn
the right of way, and that is why he desired to know the
status .
It was decided to refer this information to Mr.
Wrightington together with whatdver further information
that could be obta ned from the records with the request

Letter was received from the Town Counsel in regard

allowed a person to redeem their land if they would pay
all the expenses of the land court, and he understood that
Frost the Frosts intend to do this , and all he hoped to accomplish
property. would be to have them agree to clean up the property next
to the cemetery.
The matter was again referred to Mr., Blake to
communicate with the Town Counsel to see that the Frosts
are forced to redeem the title, and clean the property up.
Letter was received from the Town Counsel in regard
to the Sewer Assessment on the property of Mr. Blake. The
Board informed Mr. Wrightington that they ag-need to abate
the Sewer Assessment until such time as this property might
be built upon. They have agreed to do this do two previous
Sewer cases, -namely, on the property of Ashburn Kilgour and Smith
assess- & Robbins property, and understood that they were within
ment their rights in doing this .
The Town Counsel advised that this should not be
done even though Mr. Blake is willing to enter into an
agreement, he did not believe that an agreement would be
binding on the future heirs or administrators of the
property.
The Board referred the matter to Mr. Blake to take
up with Mr. Wrightiigton inasmuch as they felt that the
position that they took in this matter should still stand
if it was possible.
Letter was received from Francis E. Burke stating that
Public there was only one public bulletin board in the town where
Bulletin administrations could be »osted, and they were required
Board. to be posted in two public places in the town.
The Board mentioned the Stone Building, but it
was felt that this building wis not open at all times for
the public to enter.
Mr. Custance agreed to talk with Francis Burke about
the matter.
The Supt. of Public Works attention was called to the
fact that he should have a lantern on the street sweeping
cart that i§ out on the highways at night .
The ap-lications for Old Ar,e Assistance of James
Meehan and Mary K. Meehan, at the rear of 20 Woburn Street
Old Age were considered by the Board.
Assistance Mr. Meehan has been in the employ of the Street
Sweeping Dept. for a number of years, and now is unable
to work on account of illness.
It was voted to allow the couple $12 .00 a week
Old Age Assistance until such time as he is able to get
back to work, and if he is not able to get back to work
the amount will be continued to be paid.
Old Age Assistance applica ions of John H. Ready,
25 Chase Avenue, and Sarah Dow of Waltham were referred
to Mr. Gilcreast for his attention.

The Board voted to approve the application of Mrs .
Carlota Brander to operate the Cottage Hospital at 572 License
Mass . Avenue.
The Supt. of Public Works attention was called to
the concrete around the trees in front of the Cary Library,
and also around the trees in front of the Masonic Hall
where the concrete is laid too close to the trees .
The weekly report of the Supt. of Public Works was
received.
The meeting adjourned at 10 o 'clock.
