HomeMy WebLinkAbout1931-09-221 17'9 SELECTMENT S MELTING -- SEPT. 2230 1931 A regular meeting of the Board of Selectmen was held at the Selectmen's Room, Town Office Building at 7:30 P.M. Messrs. Trask, Custance, Blake, Shannon and Gilcreast were present. The Supt. of Public Works and the Clerk were also present. The return of the Dog Officer, Patriclr J. Maguire, Retuirn of was received, he having disposed of the list presented Dog to him for the collection of dog licenxes together with Officer. his bill for $50.00 for his services which was approved by the Board. Mr. Joseph A. Goodwin of Pearl St., Rosemont section, came before the Board and presented a letter which was written to him by the Building Inspector informing him that he w.^ s violating the Zoning Lavers by living in a garage without -an occupancy permit. The Building Inspector also r efused to :-rent him a permit to install a stove in the garage for his household use. Mr. Goodwin explained that the garage was a metal garage with a concrete flocr over which he had built a wooden floor. He stated that it was a two car garage with two doors, and he had taken out one door. He was planning to build a house, but not being employed continuously wanted to live in the garage until he could see his way clear to start the house. He is a carpenter by trade, and would build the house himself. Mr. Custance explained that this man has been here from Nova Scotia or Canada for the past five years, and has not become a citizen yet. He felt, that if he was allowed to live in this garage that many others would come into town and feel that they were entitled to do the same thing. After discussing the matter the Board voted to uphold -the decision of the Building Inspector in not granting `a permit to instill a chimney in the stove, and to order Mr. Goodwin to vacate the garage by November lst. Letter was received from the Supt. of Schools in which he requested that the school warning signs be painted and that others be placed up as followstrepaint the warning signs at Adams dnd Parker Schools; place new si*ns at the Franklin School, and additional si;-ns at the High and Munroe Schools, also to place warning signs on Forest St. as a protect.on for the pupils at the Hancock School. He also sugi_rested that warning of v s 1>e painted on the roads apnroachinr each school. The Supt. of Public 'Works stated that he had already procured some of these warni.nv si7ns, and he was requested to follow the request of the Supt. of Schools, and have the balance of the signs placed. Commitment A Commitment of Sidewalk Betterments in the amount signed. of $1301.89 was signed by the Board. The Board decided to request Mr. Fenton for further information, namely, whether or not the,, have authority to vote transfer from Sewer Assessment Fund to Sewer Construction Fund without vote of the Town. He advised that the layout should be made for himhways. The Board decided to request the Town Counsel to come before them next Tuesday evening to discuss the matter of deeds and highway takings. The Chief of Police reported in rerard to the Chief of verbal application of Warren Timmons. He stated that Police Mr. Timmons formerly lived in Arlington and Somerville, re Warren and was a painter by trade. He has.been out of Timmons. employmentfor some time and that the appointment of Constable would meet with his approval. Mr. Earle requested the Board to appoint a Depaty Collector who is a resident of Boston and whom he states can collect.taxes under the law. Mr.'Earle states that a Constable cannot collect taxes. 1 1 --� The Board called a hearing of the Board of Survey Board of for the approval of plans on Alden Road. The Clerk Surve7 - reported that the plans were not ready as yet. The Hearing. Board voted to adjourn the hearing until Sept. 29, at 7:50 P.M. Letters received from Mr. F. L. Emery under dates of Sept. lo, and 17 were read to the Board together with the replies of the Chairman and his letters directed to the County Commissioners which enclosed copies of the correspondence with Mr. Emery in reference to Lincoln Street. Mr. Trask directed a letter to the County Commissioners in which he stated that the did not see any reason for reopening the hearing on Lincoln Street inasmuch as it was evident that the Planning Board would not a._,ree with the Selectmen on this matter even if it were reopened. He also requested the County Commissioners to give the Board a decision.before the Town Meeting on Monday, Sept. 28, 1931. Lincoln St. Information was received from the Chief of Police relative to the teletypewriter. The information showed an installation charge of $15.00 and a maintenance cost Teletypewriter. Pf $52.00 a month. The machine is owned by the Telephone Company. Maintenance charged are made without charge during the hours of 8 to 5 P.M. on week days, all other times a charge is made. Mr. Custance stated that Mr. Sisk of the Telephone Company would like to come before the Board and give a -demonstration of the operation of the teletypewriter, and directed that the Clerk get in communication with Mr. Sisk and arrange to have him come before the Board. Mr.•Custance called attention to the copies of records relative to the grade crossing on Grant Street, and stated that he desired to know the status on the right of way on the property of Alexander Quinn. He stated that if it was Grant St. divided into lots it would be necessary to deed to Mr. Quinn the right of way, and that is why he desired to know.the status. It was decided to refer this information to Mr. Wrijrhtington together with whatdver further information that could be obtained from the records with the request that he decide what the status of this right of way is. The Board informed Mr. Wrightington that they agreed to abate the Sewer Assessment until such time as this property might be built upon. The Town Counsel advised that this should not be done even though Mr. Blake is willing to enter into an agreement, he did not believe that an agreement would be binding on the future heirs or administrators of the property. The Board referred the matter to Mr. Blake to take up with Mr. Wrighti:gton inasmuch as they felt that the position that they took in this matter should still stand if it was possible. Letter was received from Francis E. The Board mentioned the Stone Building, but it was felt that this building was not open at all times for the public to enter. Mr. Custance agreed to talk with Francis Burke about the matter. The aD-lications for Old Are Assistance of James Meehan and Mary K. Meehan, at the rear of 20 Woburn Street Old Age were considered by the Board. .Assistance Mr. Meehan has been in the employ of the Street Sweeping Dept. for a number of years, and now is unable to work on account of illness. It was voted to allow the.couple $12.00 a week Old Age Assistance until such time as he is able to get back to work, and if he is not able to get back to work the amdunt will be continued to be paid. Old Age Assistance applica'ions of John H. Ready, ' 25 Chase Avenue, and Sarah Dow of Waltham were referred to Mr. Gilcreast for his attention. I 1 1 183 The Board voted to approve the application of Mrs. Carlota Brander to operate the Cottage Hospital at 572 License Mass. Avenue. The Supt. of Public Works attention was called to the concrete around the trees in front of the Cary Library, and also around the trees in front of the Masonic Hall where the concrete is laid too close to the trees.
