HomeMy WebLinkAbout1931-07-21 124 ,gh C4 SELECTMEN'S MEETING 't *14JULY 21, 1931. I A regular meeting of the Board of Selectmen was held in the Selectmen's Room, Town Office Building at 7:30 P.M. Messrs. Trask, Custance, Shannon, Blake and Gilcreast were present. The Supt. of Public Works and the Clerk were also present. Mr. Russell I. Prentiss, Health Inspector, came before the Board and stated that he had received a letter from Dr. Shannon about complaints of the Ballard piggery on Wood Street. He statedthat he had been up there and Ballard found that this time of year Mr. Ballard has not paid piggery quite as much attention to the piggery as he should inasmuch as he is busy with his crops and the place was not clean. Mr. Prentiss stated that he has always had cooper- ation from Mr. Ballard and that he would go up there again within a day or two, to see if he has cleaned up the place. Mr. Prentiss stated that he had been in communica- tion with Mr. Nicholas Shea dnd told him that the Board intended to pass an order for him to vacate the premises and asked him what he intended to do. Mr. Shea informed him that he communicated with Shea his brother James in Boston and was told by him that he case• would give him his share of the property if he tore down the old house and built a new house. He stated that Mr. Shea realized the place could not be cleaned and that it was not much good, and fir. Prentiss advised him to take a room down town. The Health Inspector thought that by persuasion he could get Mr. Shea to move out of the place without any further action. Mr. M. Bowman Judkins came before the Board to explain his application for the Board of Survey layout of Alden Road as shown on sketch plan submitted by him. Mr. Judkins He requested that a Board of Survey hearing be held at re Bd. of as early a date as possible to that he could get started Survey on the lots shown on the sketch. This street is to Layout. run from the junction of Francis Street and Woodland Road. The Board voted to submit Mr. Judkins' request for approval of his plan to the Planning Board to sudy, and also to hold a hearing for the approval of the plans on August 11, at 8:15 P.M. Hearing was declared open on the application of Garage Hallie C. Blake, 50 Meriam Street, for permission to hearing. maintain a two car garage of wood construction at 77 Hancock Street. The Board voted to grant the license to Mr. Blake. 125 Permission was granted to the Edison Electric Ill. Joint Co. and the New England Tel. & Tel. Bo. for a joint location location on Pollen Road to set and remove one pole. Letter was received from the Commissioner of State Aid and Pensions in which he advised that Veterans of Letter re the Indian Wars were entitled to State Aid, Military State Aid Aid, and Soldier's Relief. Mr. Custance reported having attended the meeting at the Public Works Dept. , State House on July 15th at which time the County Commissioners and Selectmen of Winchester were present. He stated that Mr. Lyman presided, and the County Commissioners explained their Meeting at position, and they referred the matter back to the State House. Lexington and Winchester Town Engineers and the County Engineers to study to see that they recommended. The County is not ready at the present time to put in their money. The Board voted to adopt the following orders for the construction of granolithie sidewalks:- Granolithic William Hunt et al, 1628 and 1632 Mass . Ave. sidewalks. Edgar J. Thivierge, 1620 Mass. Ave. Everett M. Mulliken, 2013 Mass. Ave. Alice M. Hurlbutt, 9 Winthrop Road Annie Harrington, 11 Winthrop Road. Letter was received from Emma L. Hovey in which she asked for an opportunity to servd at elections. Election The Board acknowledged receipt of her letter and officers. informed her her name would be considered when the appointments were made. • Letter was received from Walter C. Wardwell, Chairman, County Commissioners, in which he enclosed two orders which were conte-plated in 1925 when the matter of relocating Bow Street was being considered. He enclosed the orders for examination and stated Bow that he felt the matter should be taken up with the Street Boston and Maine Railroad. Mr. Custance dictated a letter in reply to Mr. Wardwell 's letter in which he explained that a new description has already been made by the Town Engineer and a new plan showing a different layout, and this plan has been submitted to the Boston and Maine Railroad, and regretted that it had not been submitted to the County. He asked the County Commissioners to consider issuing a decree on this new description and plan. The Board was informed of the application for Soldier's Relief from John Lyons, 61 Woburn Street, who had been discharged from the Water Dept. job. 126 The Chairman reported that Mr. Lyons had not shown . the proper spirit of cooperation and he did not work on t°; John Lyons the job and he took up the time of the other men by re Soldiers talking to them and he did not take orders. Relief. Dr. Shannon reported that Mr. Lyons' wife had been sent to him by the Mass. General Hospital for the exam- ination of her teeth and he felt that she was in poor condition. Mrs. Lyons is suffering from kidney trouble and has treatments at the Mass . General Hospital. The Board decided not to grant Soldier's Relief to Mr. Lyons, but felt that he could appeal to the Soldier's Relief Commissioner from the decision. Miss Small Letter was received from Evelyn M. Small in which re resig- she tendered her resignation to take effect on August nation. 3, inasmuch as hhe had been offered a better position. The Board accepted the resignation. The Chairman reported that after talking with Mr. Garrity he refused the use of the field to the Minute Boys for baseball, but then later, after talking with Baseball Mr. Garrity again, he decided that the injury to the field. field would not be serious and allowed the Minute Boys the use of the field on August 2. The Board also voted to refer the matter to the Chairman of working out the use of the ball field where the large diamond is located for foci ball games. Mr. Custance reported that MissCaffrey called him about the names of the streets on her property and she was quite insistent that the name of Jean Road Naming be used for the street marked A on the plan. In regard proposed to Bernard Road, she was not quite so insistent inasmuch streets. as it was reported to her that a Bernard Street was now in existence. This name was for her father. The Chairman was to communicate with Miss McCaffrey further in regard to the matter. Message was received from Mr. Vincent of Mr. Wrightingtonts office in reference to the matter of the Board of Health order sent to Mrs. Delia Mulvey ordering changes made on her property. Mr. Vincent stated that he thought the Board had authority under the regulations Mulvey and under Chapter ill to order toilets in the property. property. He did not think that they had a right to order bath- rooms. Since looking up the law more definitely he was not quite sure whether they had the right to order toilets in when there was no swwer connection in Vine Street. The Board awaits further instructions from Mr. Vincent about the matter. Letter was received from Robert H. Holt, Attorney for Miss Ellen A. Stone, in which he stated that the boundaries shown on the plan of John T. Cosgrove Town Engineer, for Public Park and Playground Purposes, showing trcel 2 was satisfactory to Miss Stone. He also stated that as far as he could see, the proposed 127 vote covering order of taking submitted to him in the letter of July 6, was consistent with the plan. Stone The Board therefor voted to record the order p adopted by them under date of July 7. roperty. The Chairman reported that he directed that Mr. O'Connor give special attention to the collection of water rates. He stated that section 2 was entirely cleaned up and section 1 was almost cleaned up. The water was turned off in the house of John Rose, Muzzey Street, where there are many children Water in the family. They had promised to pay the water rates. bill last Thursday on Monday, and the bill was not paid. The Chairman reported that he was now working on section 3 and hoped to have that section cleaned up. He called attention to the fact that Walter Black has not paid for water services to his house in 1928 and 1929 and that bills were paid to Mr. Black during that time and he felt that the money should have been withheld. Ryder's Stock Farm has not as yet paid their water rates. The Board commended the Chairman for getting the water rates in and hoped he would continue the good work. Mr. Gilereast reported that he had visited John Old Age T. Buckley at his sister's home, and he felt that assistance, Mr. Buckley was entitled to Old Age Assistance. Buckley. He recommended that he be given $7. a week cash for Old Age Assistance, the sum to be paid to his sister Mrs. Katherine Kinneen. Mr. Gilereast called attention to the bushes on the curve on Vine Street in front of #134 Vine Street, and requested that the Supt. of Public Works Bushes, have the bushes cut back inasmuch as this was a dan- Vine Street. gerous curve. Mr. Gilereast also called attention to the fact Sign, Vine that the sign for Vine Street is in Mr. Hans Sorenson's Street. yard and should be placed properly. The Chairman reported having talked with Mr: Fales, of Metcalf & Eddy, about the sewer survey, and that the Town Engineer had not furnished the data necessaryfor the survey, and Mr. Fales suggested that he send out his Engineers at a cost of approximately Sewer Survey. $500. to do this job. The Chairman talked with Mr. Cosgrove and was informed by him that there was no reason why he could not put his men on this survey work for the next two weeks and complete it. The Chairman informed Metcalf and Eddy that it 1213 kph would be done by the Town Engineer. The Chairman 30. therefor requested that all other requests for the engineering department be set aside so that the Town Engineer could complete this sewer data. The Board viewed the property of Alexander Quinn Grant Street, with the view of giving Mr. Quinn some Quinn grades on the Board of Survey street which has been property established. It was left with Mr. Custance to communicate with the Town Engineer about the *atter. The Supt. of Public Work' s attention was called Catch to the fact that the catch basins at Elm Avenue and basins. Bedford Street and on Hancock Street should be cleaned. Mr. Custance called attention to the walks along the Buckman Tavern property and suggested that if Buckman the Park Department appropriation could stand the Tavern expense, about 25 ton of crushed stone dust be put walks. upon the walks. He thought it could be done for approximately $1.25 a ton delivered, and that. it would cost approximately $30. It ;was voted to have the Supt. of Public Works have a switch put in at the traffic light at the corner of Elm Avenue and Bedford Street so that the radios in that vicinity will not be troubled by the clicking of the lights flashing on and off.
