Trask, Custa nee, Blake and Gilereast were present. The Supt. of Public Works and the Clerk were also present. Adams School The Board signed the notes for *60,000. for the notes. addition to the Adams School House. Letter was received from the Town Accountant in which he advised securing a loan of *175,000. dated Loan. Jttly 15, 1931 and payable April 15, 1932. The Board voted to issue this loan subject to advice from Mr. Gilereast. Warrant was issued to the Dog Officer, Patrick 3. Dog Maguire, to kill or caused to be killed, all dogs not Warrant . duly licensed and collared in accordance with the provisions of Chapter 140 of the General Laws. An Auctioneer's License was granted to William F, License. Morang, 11 Highland Avenue. Letter was received from the Middlesex County County Extension Service inviting the Board to attend the picnic. County picnic on jhsday, July 16th, at the Wayside Inn, Sudbury. The airman stated that he intended to attend the picnic. Letter was received from the Health Inspector McHugh and in which he stated that he has taken action against Phalen cases.Francia McHugh of Concord and John Phalen of Burlington in the District Court for transporting garbage in leaky trueks. The cases will be held on July 10th. In accordance with the instructions of the Town Counsel the Board, acting as a Board of Park Commissioners, adopted the following order: VOTE OF THE BOARD OF SELECTMEN ACTING AS A BOARD OF PARK COMMISSIONERS. VOTED: That the Town of Lexington, acting by its Board of Selectmen as a Board of Park Commissioners, pursuant to a vote of the Town at a meeting held April 27, 1931, hereby takes by eminent domain for park purposes, title in fee to the land of E11en Stone, Trustee under the will of Ellen ".,,Stone, late of Lexington, shown as parcel 2 on a Plan of Land in Lexington, Mass. for Park and Playground Purposes, June 23, 1931, J. T. Cosgrove, Town Engineer" , to be recorded in Middlesex South District Registry of Deeds I� L 111 and also as a Board of Selectmen hereby takes the same interest in the same land for school and playground purposes. The said land is bounded and described as follows: Beginning at a stone bound on the property line between land of Charles R. Joy and land of Ellen A. Stone, Trustee, said stone bound being northeasterly and distant 105.01 feet from the intersection of said property line with the northeasterly line of Massachusetts Avenue, thence running by said land of Joy by several courses as shown on said plan viz: northeasterly distant 23.50 feet to a point, thence southeasterly distant 22 .80 feet to a point, thence. northeasterly distant 17.50 feet to a point, thence southeasterly distant 34.10 feet to a stone bound, thence southeasterly distant 71.88 feet to a point, thence southeasterly distant 40.30 feet to a stone bound, thence southeasterly distant 52.80 feet to a point, thence southeasterly distant 30.0 feet to a point, thence southeasterly distant 136.00 feet to a stone bound; thence southeasterly by land of Dennis J. Healey distant 97,91 feet to a point; thence northeasterly by land of Donald Shea distant 327.52 feet to a point in the southwesterly line of the Boston and LoAe11 Railroad Corporation right of way; thence northwesterly by said southwesterly line of the Boston and Lowell Railroad Corporation right of way distant about 212 feet to a poht; thence southwesterly by the southerly side of parcel number 1 as shown on plan hereinafter described distant 37.70 feet to a point; thence northwesterly by parcel number 1 distant 179.28 feet to a point; thence northwesterly by parcel number 1 distant P24 feet to a point; thence south- westerly by land Of the Town of Lexington distant about 28 feet to a point; thence southwesterly by land of the Town of Lexington distant about 9 feet to a point; thimmoby other land of Ellen Stone, Trustee South 14° 51' 30" East distant 213.00 feet to a point; thence South 46° 15' 30" West distant 186.49 feet; thence South 30° 17' West distant 1,9.40 feet to the point of Beginning. Containing about 4.76 acres, all as shown on a plan entitled, "Plan of Land in Lexington, Mass. for Public Park and Playground Purposes, Scale 1 in. - 50 ft., June 23, 1931, J. T. Cosgrore, Town Engineer," Any trees or structures upon the said property are included in this taking. The Board awards as damages for the taking to Ellen A. Attest: Helen C. Whittemore, Clerk of the Board of Selectmen of Lexington. A copy of this order was mailed to Hr. Holt, Attorney for Miss Mien A. Stone. The order will not be recorded until Mr. Holt reports satisfactorily in regard to same. Letter was received from Daniel J. O 'Connell in which he enclosed copies of two bills for work done in the garage formerly occupied by the Town. He claimed the repairs were made necessary by the damage done while the Town was a tenant. The total of the bills amounted to $40.38. This letter was referred to the Supt. of Public Works. Letter was received from the Town Engineer in reference to the widening of Independence Avenue. He asked for the Board's opinion of his suggestions IIrelative to the widening. He stated that on the southerly side is the brick block of Pichette and Ahern having a depth of 35 feet along the southerly side of Independence Avenue. Independence On the northerly side is an old two family house which Avenue. is within three feet of the street line. Widening on either side would necessitate removal or repair of existing buildings. He believed that we could dispense with the grass border and have on either side, a five foot granolithic sidewalk with curbing when the street was improved. That would leave between the curbs, twenty-two feet of travelled way. He suggested considering the establishing of a building line on the northerly side of Independence Avenue, and a taking of radius ten feet at the corner of Mass. Avenue. He believed that the taking might be delayed until a request for a granolithic sidewalk or other improvement is requested. The Board decided to accept the recommendation of the Town Engineer and requested that he have in mind the establishing of a building line on that side of the street. Mr. Custance read a piece from the Boston Traveller Accidents. relative to automobile accidents. This statement recommended 'tarts-way roads or four-way roads or wide one-way roads and clear intersections to reduce the accidents. 113 Letter was received .from John H. Hurley, attorney for Anthony J. Lima of Waltham Street, complaining about water running onto his gardens and causing con- siderable loss, especially during the recent heavy rains. He' stated that he was of the opinion that the damage was due to improper drainage Over which the Town should exercise control. The Chairman replied Lima to his letter in which he informed him that Waltham property. Street is properly drained and that the water from the street does not flow onto Mr. Lima' s property. He called attention to the brook running through Mr. Lima 's property which drains the area above on the other side of the street and that this brook requires dredging to cause sufficient flow to take care of the drainage of the property. Letter was received from Morris McWalter, attorney for Mrs. Catherine Herbert, calling attention to the fact that the driveway to her premises was not finished Herbert up. Some time ago the Board wrote a letter to Mr. property. McWalter informing him that this would be done when the construction was done on Wood Street, and the Board decided to notify Mr. McWalter that the condition still exists. The Towh Engineer presented a sketch showing what might be done to take off the corners of the triangle located at the corner of Mass. Avenue and Woburn Street. Triangle, All of the edges might be taken off and a circle made. cor.Mass.Ave The Board discussed the matter and decided to wait & Woburn St. until the bushes had been trimmed and the tree removed to see how the triangle looks before taking any further action. Mr. Custance stated that he conferred with Mr. Sabin and Mr. Dalton, engineers of the State, on Thursday last, and in addition to discussing Mass. Avenue, they also discussdd the proposed route over East Street through the McIntosh land to Bedford Street. Mr. Nell McIntosh came in to the meeting and viewed the plan and suggested that the street be laid out further back than where he had laid out his lots. The Board viewe the other end of the proposed layout, and the Town ngineer suggested that another study of the layout be made taking some other layout East St. than East Street. He also suggested that in doing the Layout. work of making another study, if he had some large air maps that would cost approximately $100. he could do the work of this study without making any outside survey. He did not have any funds in his department to pay for the maps, however and the Chairman was re- quested to consult with the flown Accountant relative to obtaining $100. from the Unclassified Account. Mr. Custance also stated that he felt a survey should be made and a layout of a street going across from Wood Street through the Bashian and Martin property and along the Cambridge Water Basin making a connection 114 'Fak oc with the town of Weston He felt that all of the main routes through the Proposed Town could be laid down through virgin territory and layouts. then the streets connecting could easily be laid out. He felt that the Planning Board should be making a study of all of these territories with an idea of a definite layout. Mr. Custance also suggested that a Board of Survey layout be made extending from Winchester across the Wheeler property. He stated that Mr. Wheeler has in mind to do something with this property. He did not know whether it was to be house lots or not. However, he felt a study should be made of this section and a definite Board of Survey layout. He felt the Planning Board should study this and give their recommendations as to what they felt is a proper layout. Gavin Mr. Custance agreed to communicate with Mr. Gavin settlement. in regard to the settlement of damages for the property taken from him. Supple. The weekly report of the Supt. of Public Works Report. was received. Letter was received from Helen A. McCaffrey in which she suggdsted the following names for A, B, and C Streets: Jean Road, Morgan Street, and Bernard Redd. At present there is a Bernard Street and it was thought that probably this should not be duplicated by Bernard Road. The Board did not know the significance Names fcr of Morgan Street and desired to communicate with Miss streets. McCaffrey about why she suggested this name. In regard to Jean Road, it appeared that this would be the main street that would eventually extend to Lincoln Street and the Board felt that probably one of the side streets should be named Jean Road and the main road some other name. It was left with the Chairman to communicate with Miss McCaffrey. Mn. Custance called attention to the fact that Parking, parking in front of the Pichette and Ahern block in E. Lex. East Lexington, the trucks back out into the street and the street is narrow there making a very dangerous condition and this should be called to the attention of the Police Department . Extension Mr. Neil McIntosh requested the extension of the of main, water into another house on Ivan Street while the Ivan St. extension of °this main is being carried into this street. The Supt . of Public Works was to take care of the matter of extension. Attention was called to the fact that two young unmarried men are working on the highway department. The Board felt that they should be removed and married Rs 115 '' } men should be employed. 1 The Supt. of Public Works was reqiested to have Brush to bb the brush cut at the corner of Somerset Road mid cut . Hayes Avenue. Mr. Custance reported that Mr. Bishop who owned the property oh Summit Road, has sold his property and Summit Rd. he would communicate with the new owner relative to sewer. the installation of the sewer. The Supt . was requested to place a green arrow on the traffic light at Clarke Street so that traffic Traffic coming up Clarke Street can come into Lexington center lights. without waiting. The Clerk reported old age assistance applications having been received from Mary O'Toole, 1843 Mass . Ave. , John Hanson, 16 Franklin Ave . , East Lexington, and John T. Buckley, 136 Vine Street. Old Age Mr. Gilcreast reported having talked with Mr. Assistance. Henry A. Jenks and he would approve old age assistance given to Mr. Jenks in the amount of $8. a week, and the Board so voted. Mr. Gilcreast agreed to see both John T . Buckley and John Hanson, and when evidence is given that Mary 11 OrToole is a citizen, he will also visit her. Commitment of sidewalk betterment in the amount of $44.61 was signed by the Board. The following regulations were adopted by the Board: OFFICE OF SELECTMEN TOWN OF LEXINGTON MASSACHUSETTS July 7, 1931. Acting under the provisions of Chapter 40, section 22 of the General Laws all Traffic Regulations adopted adopted by the. Board of Selectmen are hereby repealed and the following orders to control the parking of vehicles are hereby given by the Board of Selectmen BUS STOPS Easterly side of Massachusfatts Avenue just northerly of cross walk opposite Waltham Street. Easterly side of Massachusetts Avenue just northerly of the most northerly end of Depot Park. Easterly line of Massachusetts Avenue about forty feet northerly of northerly side of Mariam Street. 116 Westerly side of Massachusetts Avenue in friint of ►•C A. A. Marshall & Son property. Westerly side of Massachusetts Avenue at the southerly side of Waltham Street. ELM AVENUE No parking on the most southerly side of the street. INDEPENDENCE AVENUE No parking on either side for a distance of one hundred feet westerly`from Massachusetts Avenue . MASSACHUSETTS AVENUE, EAST SIDE Diagonal parking forty-five degrees from Grant Street to the c ross walk opposite the northerly side of Waltham Street, unlimited. Parallel parking from opposite the northerly side of Waltham Street to the Southerly end of Depot Park, limited to one hour, from nine A.M. to six P.M. Diagonal parking forty-five degrees from the southerly end of Depot Park to the northerly end of Depot Park, unlimited. Diagonal parking forty-five degrees from the northerly end of Depot Park to Meriam Street, limited to one hour, from nine A.M. to six P.M. MASSACHUSETTS AVENUE, WEST SIDE Parallel parking from opposite the northerly side of Grant Street to Waltham Street, unlimited. Parallel parking from Waltham Street to opposite the northerly side of Meriam Street, limited to one hour nine A.M. to six P.M. Parallel packing from opposite the northerly side of Meriam Street to Clarke Street, unlimited. MAPLE STREET All traffic entering Maple Street from Massachu- setts Avenue shall pass to the right of the island. All traffic entering Massachusetts Avenue from Maple Street shall pass to the right of the island. MUZZEY STREET parallel parking from Massachusetts Avenue to 117 Forest Street on the northerly side. For a distance of 150 feet from Massachusetts Avenue limited to one hour from nine A.M. to six P.M. No parking on the southerly side between Mass- achusetts Avenue and Forest Street. OAK STREET No parking on the westerly side a distance of three hundred feet from Massachusetts Avenue southerly.
