HomeMy WebLinkAbout1931-02-244e38 SELEC77 N'S MEETTN^ FEBURARY 24, 1931 A regular meeting of the Roard;of Selectmen was held at the Selectmen's loom, Town Office Building, at 7:30 P.M. Messrs. Burnham, Custance, Trask, Shannon and Blake were present. The Supt. of Public Works end the Clerk were also present. Building Application was received for the position of Building Inspector Inspector from Walter 11. Kew, 16 Cliffe Ave. The position. application was acknowledged and placed on file until a later date. Town Clerk The Chairman approved the bond of Helen C. Whittemore bond. as Town Clerk in the amount of 01000. Notice was received from the County Gommissioner's O='fice of a hearing to be held at 10 A.k. March 27, Highway, 1931 on the petition for a street connecting Winchester Winch. to and Lexington at a Point on Lowell St., Lexington. Lexington. Letter was received. from F. L. "-mery in which he mentioned si7ns ov-rhanging the sidewalks and. stated that some regulation should be adopted that would oroh!hit such simns. He also asked. that w,ien licenses for the main - Letter of tenance of filling stations were renewed, that the Board complaint require the licensees not to utilize their places of from business as legalized bulletin boards for the display F.L. After discussing the matter, the Board felt that Mr. Emery was asking them to do what they had no authority to do. The lsoard has already adopted regulations covering overhanging signs but the Zoning La,v and By - Law does not seem to include anything that authorizes them to have jurisdiction over the advertising on a persona premises. The Roard decided to acknowledge receipt of his letter and place:3the same on file. Letter was received from Edward W. Taylor in regard to the removal of pole in front of his house on No. E.W.Taylor Hancock St. air. Scammaq reported tr,at it would be time enou:rh to have the pole removed when the weather is re removal warmer so that the granolithic sidewalk could be repaired of Pole. when the pole was removed. 1 J Letter was received from the Town Counsel in regard to the resignation of George N. Davis as a Reg-.strar of Voters, in which he st{ted that he was not clear as to the effect of General Laws, Chapter 51, Section 25, 'nut he would not declare the election invalid if Mr. Davis did not resi>cn. The Board discussed whether or not giving him as license at 139 Cliffe Ave. would be' in violation of the Zoning Law inasmuch as this is not a business district. It was decided, therefore, to ;ive him a license but not to do business at 139 Cliffe Ave. Letter was received from F.N. Viano asking what he could do in regard to his renewal of a permit for gasoline tangs on his premises at 16613 Nass. Ave. He stated that he did not know that a renewal of the permit had to; be made each year. The Board discus -e(3 the matter and the Clerk read the notice of the original grantin of, the license for the garage at 1668 Mass. Ave. The Board decided therefore, that inasmuch as the s7arage has been in existence for some time that this garage would be included in those that they voted to confirm and would renew the license in the usual way. Mr. Timothy Leary, 16 Muzzey St. came before the Board and asked if he could Ret three or four days work, inasmuch as he has a sick wife and three children. kr. Scamman reported that the water department are laying off some of their regular men and he had n6 work in tea"ao department. Some of the regular hiThway employees are now on vacations and he had no extra work on any of the departments. The Board felt that possibly Mr. Scamman could set Mr. Leary cleaning; ice off the sidewalks and scraping off the sand from Buckman Tavern down Mass. Avenue. Mr. Scamman aTreed to set him to work on this job. Mr. Scamnan presented a plan showing,- the property owned by Mr. James :t. Peirce at the corner of Pollen Road. and it showed that the Tower 'Estate owned a piece of property along Pollen Road and the Peirce property does not run Lip to Pollen Road. State Aid. Scamman felt that; it wo zld be better to fill in the hi Thway at this point rather than pat in a fence as it would. be less expensive, and he felt that when they were working in that section this could be taken care of. HIGHWAY DEPARTMENT The entire we -k was spent on snow removal and cleaning out catch basins. Next week the department will attend to regular maintenance, patching holes in street surfaces and any necessary maintenance. MOTH & SHADE TREE DEPT. Moth nests in Munroe Cemetery and School grounds were treated with creosote. Next week the work of treating moth nests will be continued. PARK DEPARTMENT Trees on the Center Play7round were trimmed, cement seat hosts for settees made and other maintenance work attended to. Next week the regular maintenance work will be cared for and any other work that weather permits. WATER & SEIN1 1'R DEPARTMENT Men working on cement floor in Highway Section of the Public V�orks Building; one man painti.n* equipment; two men reading pit meters; regulAr maintenance work. 1 Mr. T. A. Custanee presented a plan showing a different study made by the Town Engineer relative to the corner owned by Mr. H.C. Blake Corner, at }Franklin Rd. and Meriam St. This would allow Franklin Rd. the trees to remain. Mr. Custanee was to take Blake property. the matter up with the Town Engineer and hu ve ot�er changes studied at the four corners where Meriam St. Abbot and Franklin Roads and Somerset Rd. come together. Mr. R.P. Trask reported a telephone message O'Connell received from D. J. OfConnell thit he has decided request to build on the Aldrich land at the corner of for drainage Fletcher Avenue and 'Woburn Street and would like of land. to have the Town take the water out of his land. Mr. Scamman reoorterl that it was a storm drainaTe proposition and he would. look into it. The following is the weekly report of the Supt. of Public Works.
