HomeMy WebLinkAbout1931-01-20 402 a SELECTMEN'S MEETING C`� JAN. 20, 1931. A regular meeting of the Board of Selectmen was held at the Selectmen's Room, Town Office Building. Messrs . Burnham, Custance, Trask, Shannon and Blake were present. The Supt . of Public Works and the Clerk were also present.. The Board viewed the reports of various departments and approved same , to be printed in the Town Report. The reports were as follows Cemetery, Committee Health Inspector Reports Animal Inspector Milk Inspector Building Inspector Moth Department approved. Forest Warden Park Department Sealer Weights & Measures Szpt. of Public Works Supt. of Streets Town Engineer Town Treasurer Town Clerk Water Dept. Wire Inspector Letter was received from Mr. Russell I. Prentiss in which he called attention to B-Coli in the swimming pool. He recommended that a chlorination machine be installed to eliminate the possiblity of typhoid fever, dysentary mid B-Choli in other similar diseases . He stated that the installation would not cost more than $1000.. and the operation $.10 a day. Swimming The Board discussed the matter of chlorination of the Pool swimming pool and also whether or not they would connect up with other wells allowin-" a larger water supply. The matter was turned over to Mr. Trask and Dr. Shannon to look into and make a recommendation to the Board at their next meeting. Letter was received from Mr. George M. Ross in which Estimates he stated that the Appropriation Committee desired to have for 1931. the requests for appropriations in their hands at least ten days in advance of the Town Meeting. The Board informed them that they would endeavor to place the estimates in their hands as soon as possible. Letter was received from Mr Robert L. Ryder in which he confirmed his agreement with the Board at their last meetin. , that Charles W. Ryder would file a bond so that Ryder 's the Board mi7ht apportion the sewer tax on Lincoln Street request as requested by ed him. q for Lette- was also eceive3 from the Town Counsel in apportion- which he stated that he knew of no law whereby the Board ment of Selectmen had any authority to accept a bond of this of sewer kind and to apportion the tax, inasmuch as the tax had tax been legally committed. The Board therefore dedided that there was nothing that could be done in regard to this sewer tax and so notified Mr. Ryder. 409 The Board voted to grant a license for Sunday License II Entertainment to Henry S. Moody to operate a miniature golf course at the corner of Concord Avenue and Pleasant Street on Sundays during 1931. The following licenses were granted Agent 's License, Class 1. F. K. Johnson, 33 Bedford St. Colonial Garage, 1666-1668 Mass . Ave. Agent 's License, Class 2. William G. Murphy, 109 Mass . Ave. Pasteurization of Milk Swenson Brothers , 210 Marrett Rd. Fair Oaks Dairy, 9 Sheridan St. Patrick Shanahan, 60 Pleasant St. Licenses Transportation of Garbage Granted. Cornelius Shea, Lincoln, Mass . Ernest K. Phelps , Concord Ave. Garage The Board considered the fact that at the present time the highway employees were paid double time for Sunday work. It was found that Belmont, Concord, Waltham Double and Watertown do not pay double time. Arlington does pay time For double time for Sundaywork. It was therefore decided to notify the Highway and Water and Sewer Dept . to this effect. The approval of the appointment of Edwird W. It was also decided to abate the Guaranty fiture charges on this guaranty. I4?r. Custance reported that he had made a personal irvestigation of this case and found Mrs Stack almost penniless owing to the fact that this guaranty has not been settled and therefore the estate cannot be settled. Mr. Custance presented plan showing the property proposed to be taken for school house purposes from Miss Stone in East Lexington. Tenney in which he asked what the Beard intended to do regarding the plowing and sanding the ice on the approaches to the Boston and Maine station. Apnroaches The Board replied that they had requested the Supt. to B.&.M. of Public Works to see that the sidewalks and drives station were sanded early in the morning before the Towns people plowed. go to the trains . Letter was received from the Town Counsel in which he .asked, in connection with the claim of Julia M. Roberts against the Town, if the Town was covered by insurance. The Clerk replied that the Town does not carry any general Julia M. liability insurance which would be covered by this case, Roberts but that Rupert H. Stevens was covered by liability and claim. property damage insurance and enclosed a copy of the report to that insurance company holding the insurance. The Chairman, A. H. Burnham, presented varioiAs House Ilouse Bills which were coming before the Legislature for the Bills . attention of the Board. The Town Engineer presented the estimate for his depa-tment for 1331. The Board discussed the Engineering Engineering Dept. considerably and decided to make certain recommendations Dept . to the Town Engineer for efficiency in his Department. He called attention to the exorbitant sum spent for the mot}' work the way it is carried on in this Town. The Board also discussed the advisability of taking steps to employ an assistant to Mr. White to learn how to do the highway work. This idea was produced many years ago but no action had been taken. It was now decided that something definite should be done. 405 The following is the weekly report of the Supt. of Public Works . For the week ending January 17, 1931. HIGHWAY DEPARTMENT Work continued on Hill Street cleaning off ledge , drilling, blasting, removincr material and filling in low spot whereit a planned to straighten the street . Because of icy streets , it was necessary to lay sand every day. Catch basins were cleaned, several suface patches made and other maintenance work attended to. Next week work on Hill Street will be continued, maintenance work attended to and, any necessary snow removal will be done. MOTH & SHADE TREE DEPT . Gypsy moth nests were cleaned and treated with creosote and this work will occupy the department next week. PARK DEPAPTMENT General maintenance work was looked after and will be attended to next week. WATER & SEWER DEPARTMENT Water Maintenance Installed renewal for Emery, Cedar Street ; service for Custance, Harding Road. Compressors and two men have been working for Highway Department on Hill Street . Two men have been painting the Water Department equipment. We have been working on the excavation for gas trench, and have been putting concrete floors 201 square in the warehouse of the Water Dept. section of the Public Works Building. On Friday, January 16, 1931, we turned on the water to the new main on Wood Street. By Saturday, the main was filled, and no leaks were found. Regular maintenance work is planned for the week ending January 28, 1931 . ENGINEERING DEPARTMENT Highways Work on Old Allen Street survey. Appointment with Metropolitan Planning Division regarding highways affecting 1,, xington. Drainage Rough estimate of excavation quantities for lower- 406 —11ing and straightening Vine "?rook from Hayes Lane to beyond , Last Street . Miscellaneous Completed Town Report. Plan and additional: data on O'Connell property for Town Counsel. Completed relotting scheme of Colonial Heights Started topo survey of property adjacent southerly to Adams School.
