HomeMy WebLinkAbout1930-10-28eL 1 SELECTMEN'S MEETING Oct. 28, 1930. A regular meeting of the Board of Selectmen was held at the.Selectments Room, Town Office Building at 7:30 P.TI. Messrs. Burnham, Custance, Blake, Shannon and Trask were present. The Supt. of Public Works and the Clerk were also.present. The Board signed the warrant for a Town Warrant Meeting to be held November 7, 1930: signed. At 8 P.M. hearing was declared open on the application of the Watertown Cooperative Bank for permission to erect a one oar garage on Garage 5 Spencer Street, Lexington. permit. Mr. Tibbetts, the Building Inspector, appeared and stated that he approved of the permit being granted. No persons appeared against the petition, and the Board voted to grant the permit. Letter was received from the Chief of Police regarding police protection for school children at Fletcher Ave., Woburn St., and Mass. Avenue, in response to a letter received from the Supt. Letter re of Schools. police The Chief reported that he did not have protection* sufficient officers to place one at Woburn St. and Fletcher Ave. and that he had not had any complaints regarding the lack of an officer at this location. The Board decided to write to the School Committee and state that they did not have sufficient officers at this time to place one at this location, and ask the opinion of the School Committee in regard to the matter. Letter was received from the Lloyd -Thomas Company regarding the scientific valuation of the Town. Taylor calling attention to the report of the Committee on the Demolition of the Peat Factory Building, East Lexington, and asked whether or not any- tFiing had been done regarding the building. Hood of the Real Estate Dept. of the , E. Letter was received from Mr. M. E. S. The Supt. of Public Works reported that he had not received from them a copy of the letter which they stated that they had received from the former Water and Sewer Commissioners agreeing; to pay them this amount, and the Clerk was therefore instructed to advise ' them that until this letter is received, no action will be taken. Letter was received from Mrs. Effie M. Chapin, Alms House, 193.Hill Street regarding the tearing down of the Alms Afrs.Chapin. House building. Mrs. Chapin has lived on the Town 32 f property for several.years without pa- ying any rent. Inasmuch as the Town voted to authorize the Selectmen to remca+ve the building on the Town Farm property and notice has been given to Mrs. Chapin to vacate the premises, the Board considered -the matter and voted to allow her to remain there until April 1st, then she would have to secure a place fo^ herself. . It was decided to send to the County Commissioners the following statement of appropriations to be appropriated by the Town of Lexington for highway construction in 1931. Highway Mass. Ave., Lake St. to Parker St. $8400.00 Appropriations. Mass. Ave. Woburn St. to Waltham St. 6000.00 Lincoln St. from Mass.Ave. westerly 16600.00 $31000.00 At 8:30 P.M. an informal meeting was held with the residents of Wood Street so that they might have Wood St. an opportunity to review the plan of the proposed meeting. relocation as studied and recommended by:the Gbunty Commissioners. A large number of property owners were present at the�e viewed the plan. They expressed ''. the opiriio�t�e exception of Edward Gavin, Jr. His objection was of the land taken in the front of his lots. Mrs. Sefton stated that since Mass. Avenue has been relocated, if Wood Street was relocated it would leave her without any entrance onto the main highway unless the entrance was fixed. She was assured that this matter was being studied and at a later date an entrance would be given onto the main highway. Letter was received from Arthur H. Fatle Wood St. regarding the water supply on the Allen place on Wood water Street which is fed from the Katandin Spring. He supply* stated that this water supply furnishes water to five houses and has been running for about ten years. At present the pump and motor are in poor condition and the water pipes have been so clogged with rust that it is impossible to use the water for washing or bathing. They have requested Mr. Prentiss to have the water tested as they doubt whether or not it is fit to drink. They therefore requested that an article be inserted in the Warrant asking for the installation of water on Wood Street. Mr. Custance called the attention of the meeting to this letter of Mr. Earle's and wanted them to decide whether they wished to have the water installed at the usual guaranty of 6%. In taking the roll call, it appeared that all of the owners of property present desired to have the water installed. The Supt. of Public Works presented figures 328 showing the cost of the installation of 73001 of water pipe on Wood Street as $2500. Mr. Allen felt that the guaranty of 6, was high, and stated that in most places it was not over 3j if any percentage was charged. After discussing the matter the persons present urged that the article be inserted 'in the Warrant. The matter of reducing insurance rates in having the water located in the street for fire protection was also discussed by the residents of the street and they agreed that it would be a considerable saving in their Inenrance. The Board finally voted to insert the article in the Warrant. Mr. Burnham reported receiving a letter from Mrs. Franklin P. Simonds asking that Alfred E. Emerson of Grove Street be appointed Game Protection Warden without pay. Mr. Burnham communicated of quail, with the Fish and Game Commission of the State House,. requesting that the appointment be made so that Mr. Emerson could protect the large number of quail in that section of the woods. The following is the weekly report of the Sdpt. of Public Works.. For the week ending October 25, 1930. This,department has completed the construction of Pottler Avenue, has attended to the regular maintenance work and has done some work at the Public Works Building. Next week it is planned to'finish the construction of Taft Avenue and attend to the regular maintenance work. MOTH & SHADE TREE DEPT. Treating moth nests with creosote, trimmed a large Elm tree in North Street and repaired and sharpened tools. Next week the work of treating moth nests will be continued. PARK DEPARTMENT The department attended to.the regular maintenance work and will be so occupied next e,eek. WATER & SEWER DEPARTME7it Water Maintenam", r 1 11 29 ' Water services have been installed as follows: - Nickerson, 48 Outlook Drive; Leary, Hayes Lane; -,Grey, Gleason Road.' Water Construction We.have laid 6501 of 8" water pipe in School Street from the Marrett Road end. The hydrant which was damaged at the Five Forks has been replaced. The extension of the water main in Taft Avenue has been completed_ and one hydrant has been set. One carload of 12" pipe has been shipped, and it is expected that it will be here this week. Work will be started on the Lowell Street job as soon as pipe arrives. Sewer Construction Work was started on the extension of the sewer In Hillerest and Theresa Avenues. ' Work contemplated for next week:- Lowell Street extension; water and sewer services, etc. ENGINEERING DEPARTMENT. Highways Plan of Hunt & O'Connell properties. Plan -of Sherman Street extended from Fletcher Ave. to Woburn Street. Continued plotting of Lincoln Street Survey. Boston appointment with Mr. F9*1er of E. N. I. Co. and Mr. Hinds, Town Engineer of Winchester regarding Wildwood St. Extension. Four tracings'and descriptions made of O'Connell & Hunt properties. Started survey of Old Allen Street. Sewers Completed sewer record plans and. assessments for Masa. Ave. & Bowker Street. Lines and grades for construction in Hillcrest Ave. & Theresa Ave. Water Work on water main plans.
