SELECTMEN 'S MEETING
SEPT. 9, 1930.
A regular meeting of the Board of Selectmen Was
l$eLd at the Selectmen's Office, Town Offic.B..,Buildtne at
7r30 P.M. Messrs. BurnhaM, Custance, .Trask, _Blak8° and
Shannon were present. The Supt. of Public Works and
the Clerk were also present.
Public Carriage License for John W. Leary, Pub.
23 Waltham St. , was signed by the Board, a satisfactory Carriage
bond having been received. License.
Return of the Constable, Patrick J. Maguire, on the Dog
dog warrant issued in July, showing the disposal of the warrant
warrant was received and the Board voted to accept the
report and pay the fee of $50.
Invitation was received from the Stanley Hill. Post, American
American Legion #38, inviting the Board of Selectmen to Legion
attend the istallation of officers at Cary Memorial Invitation
Hall, Sept. 14, 1930 at 3 P.M.
The Board acknowledged receipt of the invitation,
and agreed that as many of the Board that could be

The Board voted to accept the resignation of
David F. Murphy, Registrar of Voters, he having been Registrars
appointed to fill a vacancy caused by the resignation of of
Bartholomew D. Callahan, and it was voted to appoint Voters
George H. Lowe, 421 Marrett Road as a Registrar of
Voters, for the term ending March 1931.
A bill of $224. having been before the Board
for some time for services rendered by Metcalf & Eddy Metcalf &
incoonnectien with Vine Brook Drainage, the Board decided Eddy bill.
to refer the bill to Mr. F. L. Emery for his approval,
and when his approval is received, it was decided to request
the Town to appropriate that amount of money for engineering
services.
Invitation was received for the Board to atend the Mass.
conference of the Mass. Planning Boards at the Hotel Planning
Statler, Sept. 30 and Oct. 1st. None of the members of Boards
the Beard could make arrangements to attend the meeting. conference.
Hearing was declared open at 8 P.M. en the application
of Percy A. Weatherby for permission to erect a private garage

on his premises at 42 Carville Ave. Mr. Weatherby appeared at
the meeting, and as there was no objection, the
Board voted to grant the permit.
At 8:05 P.M. hearing was -opened on the ap-
Carr plication of Edwin T. Carr for permission to erect
garage. a private garage on Winter Street.
No persons appeared to object, and it was ti
voted to grant the permit, providing the Building
Inspector approved of the permit being granted.
At 80.0 P.M. hearing was declared open on
Holm the application of John Holm for permission to erect
garage a private garage at 228 Lincoln St.
No persons appeared to object, and it was voted to
grant the permit, providing the Building Inspector
approved of the permit being granted.
At -8:15 P.M., John N. Connors of 512 Waltham St. ,
came before the Board to discuss the matter of garbage
collection. The figure off. Mr. Connors bid on the garbage
contract was 413,350. for three years. Mr. Connors in-
Garbage formed the Board that he felt that he could make the collection
contract in Lexington at the rate of 300 houses in the morning
and 300 houses in the afternoon, and he-could take care of the
1500 being served in that manner. He felt he could do this
with one truck and 2 men,. but if' he could not, he would
put on additional men.
He stated that he would be glad to have the Board
examine his premises at any time, and he felt he was
well equipped to make the collections. He would'
guarantee to kepp the town clean and make collections
at all places twice a weeks
Mr. Robert A. McAdoo submitted a bid far 416,500
for three years. Mr. McAdoo came before the Board to dis-
cuss the garbage contraM4 and brought with him the foreman
tor Mr. Chance who has the garbage contract for the
City of Newton.. Re felt that Mr. Chance could-give the
Board some information regarding the collection of garbage
by a private contractor. Mr. Chance stated that the
City of Newton has had their garbagegcollected by
contract for 51 years. He stated hat there is bound
to be a few complaints anyway, and most of the com-
plaints come from the people who have a small .amount of
garbage to collect, and one reason for complaints in these
instances is that they do not have a regular garbage con4
tainer, and leave the garbage in any kind. of a tin, and the
garbage man misses the collection of it. Mr. Chance
has been awarded the contract for garbage collection
for a term Of 5 years, and he therefore felt that it
must be satisfactory to the City of Newton.
They have 6 or 7 trucks an all the time. Usually
with 3 men and a driver en the truck, the driver acting
as foreman, and responsible for all collections made
and complaints. The 3 to trucks start out at 5:30 in
the morning; and the men collect until they are through,
whether it be 6 or 7 o'clock at night. The 3 men and

one truck collect from about 4 tt+ 500 houses a day.
Residence districts, schools, hospitals .and stores
are collected every day.
Mr. McAdoo stated thathe was inA_ position to
collect garbage in the Town as he had experience
in collecting it before and he intended to run the
truer himself, so that he could see that the work
was done properly. He had a 40 acre farm located in
Concord and he was well equipped to handle the-
garbage on the premises. fie would hire 3 men and
a truck. He also had 4 horses that he could use in
emergency. He at one time collected garbage in Brighton,
and knew how it should be done.
The Board considered the information given, and
also considered the report of Mr. Prentiss on the
piggery owned by Mr. Connors and located in Lincoln.
Mr. Prentiss reported that the piggery was in very
good condition, but Mr. Connors was operating his
piggery without a permit from the Town of Lincoln.
The Beard felt that with the _fo.rm of garbage
contract drawn up, that also required a bond to be
filed for the faithful performance of their duty
in the proper manner, that they would receive pro-
tection if they awarded the contract to Mr. Conners
and he did not comply with their instructions.
It was left with the Supt. of Public works to
present Mr. Connors with a contract proposed to be
drawn up for the collection of garbage to see if it
was satisfactory to Mr. Connors, and if so,te have the
contract viewed by the Town Counsel, and presented to
the Board at their next meeting.
It was decided to hold the regular meeting of the
Board of Selectmen on Sept. 17 rather than on Beptl 16 Selectmen's
oiling to the State Primary. meeting.
Letter was received from 1930 National Convention
Corporation of the American Legion, 602-603 Statler
Bldg. Boston, in which they asked whether or not a contingency
fund was available whereby a prize could be offered in American
the community for the National Convention to be held in Legion re
Boston. fund for
It was decided to refer this matter to the American prize.
Legion inasmuch as they have an appropriation .available
for the Tercentenary.
It was voted to establish a fee for Common
Victuallers Entertainment Licenses as $5.00. It was Fees for
also voted to establish a fee of $25. a year for min- licenses.

Letter was received from the $Idg. Inspector in
which he reported that Mr. Greenblott bad not complied
with the request of the Board that he remove the old cars
located on the Fleming property on Ward St.
It was decided to turn the matter over to the Town

Counsel to proceed against Mr. Greenblott.
The bill of W. G. Black, for work done at the
Public Works Dept. Bldg. on Bedford St. lna:s'- exceeded
W.G. the appropriation and it was decided to refer the matter
Black to the $upt. of Public Works for additional information
bill. on contracts awarded for work on the building.
The Board voted to grant permission for an
overhanging sign at the store Of Mrs . Annie Baker,
1713 Mass. Ave.
The Board voted to adopt the following traffic
regulation:
RULES TO GOVERN TRAFFIC AT THE CORNER OF MASS .
AVENUE AND MAPLE STRRF'T.
All traffic entering Maple Street from Mass.
Avenue shall pass to the right of the island.
All traffic entering Mass. Avenue from Maple
Street shall pass to the right of, the island.

Letter was received from a special, commission on
Commission investigation on limited town meeting system, asking
on Rep. for permission to hold a public hearing in Lexington
Town for the purpose of discussingChapter 44 of the Acts
Meeting of 1930 which provides for an investigation relative
to the operation of the representative town meeting
system and the establishment of standard forms.
It was decided to write the commission that they
were welcome at any time they could a.rrange to have the
meeting, but it was suggested that they have the meeting
in the evening so that the business men of the town could
attend.
Meeting Mr. Custance agreed to attend the meeting at the
at County Commissioners Office, Sept. 13, 1930 at 10 A.M. ,
County at which time it was proposed to discuss highway matters
Com. in general.

Another letter was received from the Suburban Land

Co. in which they asked for information regarding the
water pipes placed in Fottler Ave. , that the Town
might purchase the pipes from them. The Supt. was Fottler Ave.
requested to get information and give the Board his water pipes.

Bill of $414. had been received from Dr. Roy
D. Young for medical services rendered to Joseph Dr. Young's
Langley whose settlement is in Lexington. The Clerk bill.
was authouized to settle the till for $100:
The Clerk was authorized also to pay $50. on the
bill for funeral services to Hartwell
Company, for burial of Joseph Langley of South St. ,
Bedford.
Mr. Custance stated that he had a request made
to him to sell to a private corporation the Westview
Cemetery and he asked the opinion of the Board.
The Board was unanimous in its decision that
the Cemetery should be kept in its present condition
and not sold to a private corporation.
The Board viewed the plan of the proposed re- Lincoln
location of Lincoln St.,. and voted to approve the tentative St. plan
plan as presented by the County Commissioners, showing the

layout from its junction with Mass. Ave. to Marrett.Rd.
The Board discussed the widening in front of the O'Connell &
O'Connell & Hunt properties, and Mr. Custance reported Hunt
that the appraisers, namely, Mr. Charles A. Gleason, appraisal
Charles E. Howe agreed upon Mr. Walter Channing for the thirf
appraiser.
He stated that their figure for appraising the
O'Connell property is $600. a half of which is to be
paid by Mr. O'Connell, and the figure for the appraisal
of the Hunt property was $400. .
They agreed to have their report to the Board at
their meeting Sept. 17, 1930. •
It was decided to notify Mr. O'Connell of the price
agreed upon for the appraisal.

For the week ending September 6, 1930.
HIGHWAY DEPARTMENT
Sidewalk in Locust Avenue at the top of the hill was
Ca
leveled and rock removed to give a proper grade.
The department has started the work of repairing
'Mass . Avenue between the Arlington line and Station Street
where the sixteen inch water main was constructed.
Fottler Avenue is under construction. Excavation
with steam shovel is about completed.
Surface patches were applied to a number of Streets .
Next week the work of constructing new streets will
be continued and the maintenance attended to.
MOTH & SHADE TREE DEPT.
Trees in Bedford Street were trimmed and bru8h cut
in Bowman Park.
PARK DEPARTMENT.
The department attended to the regular maintenance
work, grading in Robbins Park and work on the tennis courts.
Next week the regular maintenance Work will. be cared for.
WATER & SEWER DEPARTMENT
Water Maintenance
We have installed a water service for Tibbetts,
North Hancock Street, and repaired a leak on Oak Street.
Water Construction
The extension of the 8" main in Fottler Avenue has been
completed with the exception of Crossing under the railroad
and the connection with the 10" main in Mass . Avenue which
will be done as soon as the Highway Department has repaired the trench.
Two hydrants have been installed in this line; one near Brandon
Street and the other near Sam Lippe's house._ An 8xx 6 tee
has been left in the line half way between Brandon Street
and Lippa's house for the installation of a hydrant in
the future. We are working on lowering the 6 ' main in
Fottler Avenue near Oliffe Ave.
Sewer Construction
The .Fottler Avenue sewer has been completed with the
exception of crossing under the B. & M. track. This work
is temporarily delayed until such time as the permit is
received from the railroad.
Regular maintenance work is planned for next week.
ENGINEERING DEPARTMENT
Highways
Fletcher Avenue not bounded so we have started to
relocate it according to Land Court Survey.
Relocation stakes set for study of Lincoln Street.
Line and grade stakes for Taft Avenue.

Sewers.
Study of Bow Street section for sewer design- includes
Bow Street, Fottler Avenue, Theresa Avenue, Leighton Avenue,
Oxford Street, and Lee Avenue.
Half a day spent on Town Sewer Study.
Miscellaneous
Made plan of "Sunnyfield" showing location of homes
and lotting system. This plan was requested by the
Metropolitan Division of Planning regarding 1931 construction
work.
Tracing block plans .
Grades for granolithic sidewalk at Locust Avenue.
Checked 1930 granolithic construction for individual
bills.
Work on Webb Street topo plan.
