Burnham, Custance, Shannon, Trask and Blake were present. The Supt. of Public Works and the Clerk were present. School House The following bids were received on the loan of bids. $120,000. for construction of a grade school on the Old County Road off Allen Street, the same to be paid $12,000. yearly 1931 to 1940 inclusive. Estabrook & Co. 101.063 and accrued interest First Nat., Old Colony Corp.100.94 Atlanti O Merrill Old. Corp. 100.87 R. L. Day Co. 100.899 Lexington Trust Co. 100.703 Harris Forbes & Co.,Inc. 100.96 The bid was awarded to Estabrook and Company. O'Connell Mr. Charles A. Gleason, whom it was decided would property. be favorable to apprAlse the property of Daniel J. O'Connell in connection with laying down the building line and the establishment of the highway to a width similar to that in front of the Rubin & Seligman block, came before the Board to discuss the matter of procedure. Mr. Gleason recommended that the Board establish a ti, building line as far as_Meriam Street. He also recommended that they make a highway layout in front of the O'Connell aid Hunt properties. He felt that if the highway layout was not made taking in the Hunt property, that Mr. O'Connell would have a claim for more damages than he would have otherwise, If the Board established a line only through the O'Connell property, Mr. :O'Connell's new building Would be in a pocket with no assurance that something would be done about the Hunt building�rl t t$ in his opinion the present buildia�g%i9r�� ON -0o erat1ve otheion Bank is located is an obselete building,_ and to his present mind Mr. O'Connell would get a great deal more out of it building for rental in a new building. The Hunt property is also obsolete. Mr. Sydney R. Wrightington was present, and the matter of establishing the building line -and highway layout was discussed with him also. The matter was left with Mr. Custance to follow up so that the hearings may be held, previous to a town meeting at which the Town will be asked to establish a building line and make an appropriation for damages. Runways A representative of the Standard Oil Company came ' Standard before the Board to -call attention to the condition of station. the runways in front of the Standard Oil Station operated by Mr. F. A. Nelles and located just below Curve Street. He stated that many broken springs have been received on account of the condition existing. The Supt. of Public Works reported that it would cost $375s to fix these ramps. The Standard Oil representative agreed to pay the bill, and the Supt. was instructed to have the work done. A Mr. Bigelow and another representative of the Mutaaal Ins. Liberty Mutual Company came before the Board to give their ideas on mutual insurance for the town. Mr. Bigelow stated that their company was the largest mutual company in the country. He stated that the rates for insurance are the same in the stock or mutual companies inasmuch as the rates are established from the past five years experience, therefor the charge to the town would be the same except the broker's com- mission of 17 is saved by paying the same to the company direct. Their company has a surplus of $3,500,000. The town or any of the policy holders are subject to assessment in case of conrlagration, which_ rarely ever happens in compensation cases, to an assessment of 100% of the premium. The town may also protect themselves by a bond insuring the payment to the town by the Liberty Mutual Company of claims without any assessment. He reported that the towns of Gardner, Sterling, Auburn, Mr. were places where they have mutual insurance. The Framingham Water Department did at one time insure with them, but does not now. They stated ' that they did not 'have many towns inasmuch as for political reasons insurance was not placed with them. The Board deeided to invite the agents holding the compensation insuran ce.,in before the Board to talk over the matter on Tuesday evening next. The Clerk was also instructed to secure information from Winchester, and Brookline regarding compensation insurance. The Board signed a certificate relative to the Lyons & Moore, character of John A. Lyons, 1314 Mass. Avenue, and incorporation.I Robert H. Moore of 1445 Mass. Avenue, in connection with their incorporation with the Lands End Beach Association. The Board signed a commitment of water charges Commitments. in the amount of $1783.83., and sewer charges in the amount of $999.70. Letter was received from William J. Leary of Complaint re. Vine Street complaining that the -brook on his premisesVine Brook, was in need of attention inasmuch as the brook is stopped up so that it backed up the ditches on his land, and it was impossible for him to cultivate it. He stated that two members of the Board viewed the premises,' and asked him to write a letter. The Supt. of Public Works reported that upon Mr. Bumham t s request he sent a man down to look at the brook and found that the brook did not need cleaning but it did need lowering, and inasmuch as he had no money in the department for lowering brooks, it could not be done at this time. 244 It was decided to notify Mr. Leary to this effect, and alao that his letter would be forwarded to the committee on Vine Brook Drainage. Lundergan The application of Frederick Lundergan for a application. gasoline filling station on lot owned by him at the corner of Sylvia St. and Mass. Avenue, was placed before the Board. The Board considered the matter, and voted to give Mr. Lundergan leave to withdraw his application. Emery The Board again discussed the sidewalk in front Sidewalk. of property owned by George W. Emery, 42 Somerset Road, The Board discussed whether if the sidewalk was raised Mr. Emery would be satisfied, or the lawn was fixed. The Board discussed taking the sidewalk out completely and leaving the gravel sidewalk, they -also discussed whether in similar instances the Town Engineer would have to consult with the Board before establishing the grades. Mr. Blake suggested that if persons knew of the change that would be made on their property when a sidewalk is laid, they would perhaps hesitate about laying it, inasmuch as it might mean an additional cost to them to grade their lawn. He suggested a form of notice or letter be drawn up to be han ded.to or mailed to all persons making application for sidewalks, and having had this notice, it would then. be up to the applioaft to accept the grade established by the town. This notice should also be given to all parties when new streets are laid down. It was finally decided to request Mr. Emery to come before the Board next Tuesday evening at 8 P.M. to get his, opinion on what would be most satisfactory to him. The Town Engineer was instructed in the meantime to prepare a profile of Somerset Road, and the clerk to bring in proposed notice to applicants. Mr. T. ^. Viano Proposal Mr. T. A. Custance reported a proposal received Bow St. from Frank E. Viano in connection with the layout of Bow Street. Mb. Viano stated that he would grant to the Town the ten foot strip 'of land running parallel with the line of Bow Street, from the railroad tbaek to Mass Ave., provided the Town:would.tear down the shed at the end,of his garage to the ten foot line, and finish the building by boarding it in and clapboarding it to match the main building, and to put a door in the center of the shed, and put back tMe brick chimney on the side toward the railroad. The main building and shed to be painted one coat on the front so that the.two buildings will match in color. The Town to put in a granite curb from the railroad track to Mass. Ave. and also lay a granolithic sidewalk five feet wide, and Mr. Viano not to pay one—half of the cost as is usually doan. The Town also to put in a ramp to the garage entrance on Bow Street, he also asked $300, fob the loss of the slab and ten foot strip of land provided that he is not assessed any betterments. 1 n 1 The Board voted to notify Mr. Viano that they would be agreeable to accepting the terms in his letter, and decided to proceed to prepare the widening of Bow Street. The Town Engineer presented the intended line Valley Rd* laid down by him for Valley Road, and stated that he line, would have the stakes on this street by Sa.tiurday morning. Mr. Custance stated that he had the figures on Figures on the East Lexington Fire Station. E. Lex.Fire It was decided to have a meeting of the full Station, committee on Tuesday evening next. Mr. Blake called attention to the fact that a Police light should be placed at the entrance to the Police Station Station owing to the fact -that in the evening itis light* very hard to find the station. The Town Engineer called attention to the fadt Bow St. that although the order has been filed in the sewer. Registry covering the installation of a sewer in Bow.Street,that he could not locate the.sewer there inasmuch as there would have to be a pumping station installed. He stated that he would take the matter up with the Metropolitan sewer board and report to. the Board of Selectmen at a meeting four weeks from ' tonight. HIGHWAY DEPARTMENT During the past week Lincoln Street between Marrett Road and Middle Street and at the corner of Marrett Road has been graded, gravel dressed and rolled and the surface treated with asphaltic road oil;'a part of Mass. Avenue between Hastings Road and Lake Street has been graded, rolled and oiled; Abbott Road has received the same treatment. Surfaces of a number of streets have been patch and gutters and catch basins cleaned. The construction of the extension of Clarke Street into the playground has been started, a 48 inch reinforced concreteculvert fifty-two feet long has been laid and ' also the excavation of loam. Next week the regular maintenance and construction of new streets will be carried on. 29 MOTH do SHADE TREE DEPT Trees in Hastings Park and Lincoln Street have been trimmed and some have been_•removed. ' Next week will continue the work on trees. PARK DEPARTMENT Grading at Hastings Park and regular maintenance. Next week regular maintenance work. WATER & SEWER DEPARTMENT Water Construction We have laid 7501 16" pipe in Mass. Avenue from Bow Street northerly. Dne hydrant is being installed about opposite Bow Street. Sewer Maintenance A sewer service has been installed for Loring at 55 Bloomfield Street. The continuation of Mass. Avenue 4ob is contemplated for next week, also regular maintenance work. ENGINEERING DEPARTMENT Highways Grades for granolithic sidewalks. Grades for culvert at Clarke Street Extension. Reset Mass. Ave. stone bounds opposite Oak Street. Grades for Lincoln Street sidewalk.at Hastings Park, Sewers Plot profiles for 1930 construction. Water 1 man (full time) with Mass. Avenue 16" main.
