A regular meeting of the Board of Selectmen was held at the Selectmen's Room, Town Office Building at 7:30 P.M. Messrs. Burnham,Custance, Trask, Blake and Shannon were present. The Supt. of Public Works and the Clerk pro -tem were also present. A schedule of vacations of the women clerks was presented and referred to the Chairman. Pasteurization of milk license:, was granted to John A. Sellars, Concord Avenue,, Lexington The Board signed abatement for interest on Hattie M. Page sewer assessment in the amout of $18.85. At 8 P.M. hearing was declared open on the application of Brooks, Skinner Co., Inc., Quincy, for permission to erect a one car garage on premises owned by Margaret F. & Harriet S. Collins, 4 Oakland St. No persons appeared in opposition and it was voted to grant a permit. State Aid payroll in the amount of $28. was signed by the Board. Mr. T. A. Custance reported that he had had a conference with Mr. J. E. Dwyer, Inspector of Outdoor Advertising, State House, and he was informed that the State has been in litigation for some time on the subject of billboard, and he felt that until a decision is rendered by the Supreme Court it is not advisable to proceed further in the matter. 1 J It was therefore decided to await an application for a renewal of the permit of the John Donnelly & Sons company, and when same is received the Board will ask for a hearing. Letter was received from Mr. F. L. Emery in regard to Travelaide sign on Shell station at the corner of Mass. Avenue and Maple Street in which Travelaide he complained that numerous signs were_e?ected which sign. did not relate to the business. Mr. Emery was present and suggested revising the Building Laws to cover the regulation of these signs. No action wqs taken on the matter. At 8:15 P.M. hearing was declared open on the relocation of Lincoln Street and Marrett Road, Fiver- known as Five Forks. Mr. George W. Sarano, Mr. Forks. and Mrs. Edgar F. Scheibe and Mr. Peter J. Nelligan, 1 J representing the Harvard Trust Company were present. ' Mr. Scheibe stated that he objected to having the tYees"city down and if it were possible to change the layo ,! slinhtly so teat the trees would not be cut down, he was agreeable to to layout. Mr. Sarano asked whether or not the radii of the corners could not be changed. Mr.'Nelligan entered his protest against taking any land from the triangle inasmuch as he considered it valuable for a building. The Town Engineer explained that according to the Zoning Law of the Town, a buJBing placed on this triangle would be very small. The Board felt that this triangle should be kept open and maintained as a park, if this were done, a strip of land could be taken from the triangle thereby saving the trees on the other side of the street. It was decided to lay the matter on the table until further study could be given to the layout. 1 C Bill from the To%�rn Counsel relative to Bill of expenses for the purchase of the Middlesex & Boston Town Counsel. Street Railway Company property was approved in the amount of 0120.00 by the Board. Mr. T. A. Custance reported that he had received notice from the County stating that $800. would be approved for Woburn Street. Verbal complaints were received from F.L. Emery relative to the golf practice which is being carried on in the Town. The Building Inspector stated that he ordered the practice stopped on the Bean property, Bedford Street on June 7, 1930. The Board decided to lay the matter on the table. Daniel J. O'Connell appeared with Mr. William Bean to represent his interests. The following vote was passed by the Board relative to the carbarn property on Bedford Street: Voted: That the town is satisfied to have the Boston & Maine Railroad if and when,it fills that part of its location situated in North Lexington formerly used as an un6erpass by the Middlesex & Boston Street Railway place in such fill a galvanized iron conduit for the discharge of water of not less than thirty-six inches (36") in diameter with or without win; walls and at the option of said Railroad to construct a conduit of other suitable materials instead of thirty-six inch (36") galvanized iron pipe, provided, however.. Letter and sketch were presented by the ' Supt. of Public Works in regard to changing the Street street lights at Follen Road, Pleasant Street Ligh is . and Massachusetts Avenue. The Board approved the change, but decided" to refer the matter to the Supt. of Public 'Works to take up w th the East Lexington Menst Club. The following bids were received on sewer pipe: Kelly Coal CO. 77% off list less 5% cash discount. Lexington Lumber Co. 77% with 2% cash discount, 15 days. Portland Stone 'Hare Co... 77% discount, cash discount 2% 15 days. Sewer bids. Waldo Bros. Company, Discount of 76%, 2% cash discount. Arlington Coai & Lumber Co., 75% with 5% cash discount, 15 days. E. G. Chisolm & Co. 6" $.1215 per ft. 8" .189 per ft. 8 x 6 Yls $.756 each. 6" Stoppers.12 each. 2% cash discount. Bay State Builders Supply Co. Less 75% and 5%. The matter was referred to the Supt. of Public ' Works to award the bid. Mr. R. P. Trask presented a vote on Vine Brook drainage to be brought up before the Town Meeting; the vote being as follows: Voted: That the Moderator appoint a committee of fifteen town meeting members representative of all sections of the Town to review the reports of Metcalf & Eddy and McClintock & Woodfall, and the Vine Brook. studies of the Planing Board and the Board of Selectmen relative to Vine Brook drainage, said committee to have access to all of the records of the Selectmen and the Planning Board, and to be at liberty to consult with any Board, Committee or individual and secure any additional Engineering data which they may deem essential to a decision on this project, and that they submit their recommendations at the next Town Meeting. Trask brougbt up the fact that the people Cross Walk. of the Unitarian Church desired to have a cross walk to the Com, -,on, and the matter was left with Mr. Gus tanc e/the Chairman. apd " ' Public The Supt. of Public Works Pre sent ed a plan Works of the new public works building on Bedford Street, Dept. and after discussing same he was instructed to incorporate on the plan some sug;estions of the Board. 187 It was felt that the insurance on this property should be increased from $20,000 to $40,000. Mr. Custance presented specifications for alteration of the building and it was felt that a bond should be furnished by the contractor which provision was not stated. in the specifications. The following is the weekly report of the Supt. of Public Works: For the week ending May 31, 1930. Supt. Public Highway Department, Works Report. Grading and levelling East and Adams Streets pre- paring the surfaces for a covering of bituminous material. Mass. Ave. between Marrett Road and Percy Road given a covering of tar and pea stone and rolled. Surface patching done in Shade Street, Adams Street, Lowell Street, Independence Ave., and Charles Street. Catch basins and gutters cleaned in several streets. Next week maintenance work on Lowell Street and Concord Avenue. Moth & Shade Tree Dept. Tent caterpillar nests were treated with creosote. Tree on Muzzey Stbeet removed and the work of spraying the trees in the streets and public grounds was started. Next week will continue the spraying. Parks & Playgrounds. Regular maintenance work carried on, construction work on the new tennis courts, construction of a pipe fence and grading at the Center Playground. Next week the department will be occupied with the regular maintenance. Water & Sewer Department.. Water Maintenance. Service installed for Lamont on Baker Avenue. Water Construction We have laid approximately 5001 12" pipe in Pleasant Street, and approximately 10001 of 10" pipe in Walnut_ Street. Sewer Maintenance. Installed two services opposite Childfs garage. Sewer Construction Completed sewer extension in Mass. Avenue, opposite ChildIs garage. The work contemplated for the week ending. June 14th is as follows: extension of water main for hospital, water and sewer service:, etc. Engineering Department Highways. Lines and grades for curbing and granoaithic. Locust Avenue lines at Wyman property. Completed and recorded acceptance plans*of Fottler Avenue. Taft Avenue and Bertwell Road, May 26th. Sewers Completed sewer plans of Fottler Avenue, Theresa Avenue, Cliffe Avemue and Bow Street and recorded same May 28th. Miscellaneous Lincoln Street survey at.Marrett Road. Attended Planning Board Meeting May 26th and it was decided to study Oakland Street Extension and layout between Pleasant Street and Liberty Heights at next meeting.
