HomeMy WebLinkAbout1930-03-18 79 SELECTMEN 'S MEETING March 18, 1930. The regular meeting of the Board of Selectmen was held at the Selectmen's Room, Town Office Building at 7 :30 P.M. Messrs . Burnham, Custance, Blake, Shannon and Trask were present. The Board organized with Mr. Albert H. Burnham as Chairman and Helen C. Whittemore, Clerk. The Supt. of Public Works was also present. At 8 P.M. hearing was declared open on the E.E.I. Co. petition of the E.E.I.Co. for permission to permit granted. locate a pole on Massachusetts Avenue near the junction of Lincoln Street. No persons appeared to object and it was voted to grant the permit. Mr. Banks F.Trumbull came before the Board relative to his application to sell second hand B.F.Trumbull cars at the corner of Concord Avenue and Waltham granted license Street. Mr. Trumbull stated that he leased the for 2nd hand cars . garage from Mrs. Fardy and that as long as he paid for the storage space, when business was dull he thought he should be able to sell a few cars. He probably would not have more than four cars in the garage at any time. The Board called his attention to the fact that one tenant at this garage had so many cars outside blocking up the highway that they did not wish to grant a permit if he was going to monopolize 'the highway. He stated that he had no intention of doing this. The Board therefore voted to grant him a license. At 8t15 P.M . hearing was declared open on the application of the Lovell Bus Line Inc. to operate busses from the corner of Woburn and Lovell Bus hearing. Lowell Streets over the Lowell Turnpike to the Burlington line. Mr. Lovell appeared in favor of his petition and stated that they expected to be able to have a large summer trade of people who had camps in Billerica, and he would operate his busses through from Lexington Center down Woburn Street through to the Burlington. line. He stated that he felt a bus line would develop the section of Lowell St. , inasmuch as many times when he has operated busses over a certain section, the section would develop. Mrs . Annie Bierenbroodspot, North Street, stated that the people on the Lowell Street section were very much interested in having the bus line operate over that street; they did not know that the hearing was to be held tonight, therefore it was too late for them to prepare to come to this SO meeting. However, she stated that they were very anxious to have bus service. The Board voted to lay the application upon the t able for one week. Bond, P.J. The bond of Patrick J. Audit for Letter was written to Mr. Theodore N. Waddell, 1950. Director of Accounts of the State, informing him that the Town had voted to make an audit of the accounts for the year 1930. Letter was received from the Town Accountant $150,000 in which he gave a statement of the financial loan. standing of the Town at the present time and advised that a loan of $150,000 be made at this time. The Board instructed Mr. Pierce to arrange for bids on the Temporary loan of $150,000. Abatements Water abatement in the amount of $161.94 signed. and sewer abatement in the amount of $336.01 was signed by the Board; also a list of assessments of the sewer department in the amount of $29.90 was Signed, Application for an overhanging sign was Overhanging received from Edgar F. Thivierge, also a report sign granted from the Building Inspector regarding the sign. A sample form of badge for guides was received from Dorrety of Boston. The type of badge Badges for would be a ribbon badge at the cost of v-0 each. guides . Mr. Blake agreed to go to Dorrety's place of business to see what forms of badges he had,, inasmuch as this year there will have to be about 100 badges to take care of all the guides necessary. 81 Deed was received from Neil McIntosh of land at the corner of Wachusett Drive and 1 Prospect Hill Road, prepared by the Town Counsel. McIntosh deed. Mr. Wrightington stated that the Town should accept the deed of land before recording the same although this has not been customary in the past. However, the Board decided to record the deed and have it accepted at a Town meeting at a later date. Letter was received from the State Fire Marshall, Mr. T. Reth, in which he gave his State Fire Marsha'. decision that he dismissed the appeal from Reth's decision. the decision of the Board of Selectmen and approved the action of the Board of Selectmen in the case of a permit granted to Bertha V. Pichette and Maurice P. Ahern. It was voted that if the parties interested in the garage were to occupy the garage for repairing and housing two or more cars other than for private use, application must be made for a license for same to the Board of Selectmen. Gertrude Martin of the Massachusetts Department of Public Health would be the speaker on a plan for the summer ^Round-Up" for improving the health of pre-school children. A resolution was received from the U.S. H.S.Pulaski Pulaski Sesquicentennial Commission. No action Sesquicentennial was taken on the Resolution. commission. Letter was before the Board from the Scott Tea Company In which they asked if there were any building or sidewalks, installation Scott Tea Co.� of sewers, establishment of building lines or VV betterment assessments against the property of the Scott Tea Company at 1833-1853 Massa- chusetts Avenue. The letter was forwarded to the Town Counsel for his reply. Letter was received from the Supt. of Public Works in which he recommended an increase in pay of the two janitors of the Town, recommending $35. per week for Mr. Charles E. Moloy and $30 for Mr. Phillip P. Leaf. Increases in The Board after considering the matter, and pay. 1 considering the long hours that Mr. Moloy was present at the Town Office Building, decided to increase Mr. Moloy's pay to $37. per week and. Mr. Leaf's to $28. per week, both increases to be effective for the week ending April 6, 1930. Letter was received from the Middlesex County Extension Bureau of Agriculture and Home Economicw Middlesex in which they asked for the use of the Cary Memorial County Ext. Simonds 8 Adams St. Letter was received fry the Supt. of Public Works in which he explained that a petition for the extension of water in Hinchey Road had been received. Water Main, He also gave the information that the water Hinchey Rd. used by the consumers in Hinchey Road for the year ending December 31, 1929 amounted to $213.81 and that it would not be necessary to have any guarantee on the 8" main to be laid in Hinchey Road for the sum of $4000. 83 After considering this project, it was voted to install a water main in Hinchey Road to the property of the Lexington Sand and gravel Company. Mr. Scamman explained that �' F the Sand and Gravel Co. desired to have water so that they could wash the sand and gravel and when they obtain this they will use a great' deal more water than they have in the past, In this connection the Boaril discussed the laying of a water main in Lowell Street. Water main, Although this is an accepted street, the return Lowell St. on the water received would not be sufficient to warrant construction of a water main costing approximately $16,000, although at some near future date, water mains should be dgnstructed in Lowell Street. Mr. Blake submitted pamphlets showing the treatment of trees by the F. A. Bartlett Tree Expert Co. , Stamford, Connecticut, and suggested that the trees on the Common should have some sort of treatment to fertilize them. The cost of doing this work would be $200, and the Board recommended that it be done to save the trees that are now in fair condition. It was also decided to remove two trees that are in a very dangerous condition, one opposite the Masonic Hall on the Triangle and another on the Common. Mr. Blake also called attention to a tree inthe rear of the Buckman Tavern property that should have attention. The following appointments were made: Inspector Chester L. Wheeler The weekly report of the Supt. of Public Works ' is as follows : For the week ending March 15, 1930. Highway Department Work of widening Hill Street was continued. The ledge has been drilled for blasting which will be done during the present week. The drain across the low land 'from Mass. Avenue towards the B. & M. R.R. near the Arlington Line has been completed. As soon as the frost is out of the ground, the dump will be cleaned up. A large number of holes in the street surfaces were patched and several of the outlying gravel surfaced streets were scrapbd'and graded. A quantity of snow fence has been removed and packed away. Next Week the department will be occupied with the Hill Street job and regular maintenance. Moth & Shade Tree Dept. Gypsy moth nests were treated with creosote in Wood Street, Shade Street and Spring Street and this work will be attended to next week. 85 Park Department The regular maintenance work was attended to and also the work of levelling the gravel dumped in Hastings Park Next week the Department will be occupied with the regular maintenance. Water & Sewer Department. One sewer service has been installed for Mclsaac on Charles Street . Men have been flushing sewers. Regular maintenance work is planned for next week. Engineering Department. Highways. Lines at Hill Street. Staked out radius corner Meriam Street and Somerset Road. Sewers. Lines and grades for Charles Street service. Miscellaneous. Survey and plan showing houses at Lisbeth Street. Started topo survey at "Colonial Heights" and other properties located between Wood Street and Mass . Avenue. Study of proposed Vine Brook drain to show sections of same .including; a parallel sewer outlet. Completed field work for topo easterly of Pleasant Street. Completed eight standard sized plans of Wood Street, ( entire ) . Work on Bow Street descriptions . Work on Lincoln Street topo plan to establish ownership of all parcels.
