HomeMy WebLinkAbout1930-03-11 74 -11 SELECTMEN'S MEETI'\'G March 11, 1930. A regular meeting of the Board of Selectmen was held at the Selectmen's Room, Town Office Building, at 7:30"P.M. Messrs. Custance, Blake, Shannon and Trask were present. The Supt. of Public Works and the Clerk were also present. At 8 P.M. hearing was declared open on the application of the New England Tel. & Tel. Company for permission to construct a conduit in Massachusetts Avenue , from Elm Avenue to the Lexington-Lincoln line. N.E.T.&.T. Mr. Henry Valliere, 2287 Massachusetts Avenue hearing on was present and inquired if that meant that all un'?erground of the wires now existing on the poles were to be conduit. put underground. Mr. Kent of the New England Tel. & Tel . Co. was present and explained that this conduit was simply to take care of the additional lines that were going through to Fitchburg. They were not going to remove any of the present lines, and if they did, it would not make any difference inasmuch as the Edison wires are now on the poles and the poles could not be removed. He stated that as soon as the Edison Company took their wires down, the conduit that is to be installed would take care of telae wires now on the poles. Mr. Bedros Bashian inquired whether it would destroy any of the trees. He was informed that tis was simply an underground proposition and would not destroy any of the trees inasmuch as it would be in the street. At 8:05 P.M. hearing was declared open on the E.E.I.Co. petition of the E.E.I.Co. for permission to locate petition one pole on Lincoln Street, approximately 130 feet granted. southwest of Massachusetts Avenue. No persons appeared to object, and it was voted to grant the petition. Geo. A.Warner It was voted to appoint George A. Warner Slaughter Inspector of Slaughtering, term ending March 31, 1931 Inspector. providing his nomination is approved by the State Department of Public Health. Petition was received from the Lovell Bus Line Inc . for permission to operate busses frau Lovell the corner of Woburn and Lowell Streets over the Bus Lowell Turnpike to Bedford. Petition It was evident that this was apparently an error and that the petitioner meant to petition to operate busses to the Burlington line. The petitioner was to be so notified, and if the proper petition came in, the Clerk was instructed to advertise a hearing. 75 Letter was received from Edward P. Merriam enclosing copy of two petitions of residents of Street from Winchester and owners of property requesting that Winchester to a street be laidout across private lands from Lexington. Cambridge Street, Winchester through to Lexinavton. A report of the Town Engineer on this petition was that the Town Engineer of Winchester informed him that Winchester was not interested in a layout of a street across this territory. It was decided to notify Mr. Merriam to this effect. Notice of a suit against the Town of Leonard L.K.Dunham' s K. Dunham, Woburn Street, was received and notice suit against was forwarded to the Town Counsel. Town. Letter was received from Elmer A. Lord & Co. in which they stated they had placed $20,000 insurance on the Public Works Department Building, Insurance the same to be held binding until such time as the building is taken over by the Town. They stated also that they would check up on the sprinkler system. Letter was received from Charles A. Peavy, Request for 45 Batterymarch Street, Boston, requesting that Insurance. he be given some insurance to place for the Town. The Board acknowledged receipt of his letter. Letter was received from the Planning Board Status of in which they stated the status of the study they proposed street have made of the relocation of a street from Hancock Street to Woburn Street. Letter was also received from the Planning Board Status of in which they stated the status of the change in the Five Forks. business area at Five Forks. Application was received from Mr. Banks F. Trumbull for permission to sell second hand cars Application at the corner of Concord Avenue and Waltham for 2nd hand Street . cars, Mr. Letter of recommendation from John A. Sellars Trumbull. was received as to Mr. Trumbull's character. The Board decided, however, to have Mr. Trumbull come before them next Tuesday evening, and talk with him personally. Application for an over-hanging sign was Application for received from Ernest C. Martin. The Board voted over-hanging to grant the permit providing the proper insurance sign, E.C.Martin, policy was filed, and the Building Inspector approved of the permit being granted. Letter was received from the Box 52 Association inviting the Board to attend a meeting to be held Invitation from March 19, 1930 at 8 P.M. at the Huntington Chambers Box 52 Assoc. on "The Boston Survey-Its Significance" . 76 The Board decided to send the invitation to the Chief of the Fire Department and ask him to attend the meeting to represent the Board. The Board called the Board of Assessors before them to find out if they were willing to serve another term. All of the members seemed to be favorable toward serving. Mr. Walter Black was Appoint not present, but the other two members of the Assessors . Board, Mr. Eugene H. Kraetzer and Mr. Charles E. Berguson expressed their willingness to serve another term. The Board therefore voted to appoint Walter G. Black, Eugene G. Kraetzer and Charles E. Ferguson as the Board of Assessors. Inasmuch as the Government officials at Washington declared that the flags on public Flags at buildings and other places should be at half mast half mast. for the period of 30 days after the death of Chief Justice Taft, it was decided to have the Town flags displayed also. It was voted to increase the pay of the Sealer Increase pay of Weights and Measures $75.00 for the year. This Sealer of will increase the appropriation as already arranged Weights & with the Appropriation Committee. Measures . Mr. Trask was requested to take the matter up with the Appropriation Committee for their approval. Reduced. rate, It was voted to grant the Teacher 's Club Teacher ' s the reduced rate of $25. for the use of Cary Club. Memorial Hall on April 3, 1930 for a coracertand dance. Mr. Custance reported a request from Mrs . M.A,Walsh 2243 Mass . Avenue, for the abatement of the sewer assessment against her property. 'the Assessors abated Abatement the taxes upon the property inasmuch as her income Mrs . Walah:s'had been reduced by her son's removal to a Tuberculosis sewer sanatorium. assessment It was decided to notify Mrs . Walsh that she should apply to the Sewer Department for apportionment of the sewer assessment and each year this would be apportioned on her tax bill and each year it may be abated when the taxes are abated as long as she owns the property. It was decided that the Town Engineer be instructed to lar out the corner of Hayes Avenue and Layout Hancock Street at the property of E.C.Stone, corner, make the proper curve so as to make easy access to Hayes Ave. Hayes Avenue. The sketch of the corners at Franklin, Mariam Streets, and Somerset and Abbott Roads was presented. Mr. Blake stated that he wanted to give a parof the land at the corner of Somerset Road and Meriam Street. 77 It was voted to approve $500 for the April 19th celebration, although this amount was not included in the appropriation prepared by the April 19th Appropriation Committee. It was understood Appropriation. originally that the Tercentenary Committee would include this appropriation in their account, but the April 19th Committee desired to get started sooner than the Tercentenary Committee, and it was therefore decided to give the April 19th Committee the appropriation of $500. The following is the weekly report of the Supt. of Public Works; For the week ending March 8, 1930. Highway Department The work of widening Hill Street was continued. A large amount of ledge has been encounte-ed and is slowing up the work to some extent. The construction of a culvert across the low land opposite Sylvia Street was started and will be finished during the present week after which the dump, at this place, will be leveled and kept as clean as possible. Catch basins were cleaned, holes in roadways were patched and other maintenance attended to. Next week the widening of Hill Street will be continued and the regular maintenance work . Moth and Shade Tree Department. Gypsy moth nests were treated with creosote in Grove Street, Robinson Road and Burlin{rton Street and this work will be attended to next weak. Park Department The Department attended to the regular maintenance work and next week will be occupied with this work and also the levelin of material dumped in Hastings Park. Water & Sewer Departments . Sewers have been flushed and one hydrant has been relocated on Curve Street. Regular masntenance work occupied the department the balance of the week. Regular maintenance work is contemplated for the week ending March 22 , 1930. 78 Engineering Department Sewers , Work on Construction plans. Water Lines for Curve Street hydrant. Highways . Staked out Hill Street lines . Miscellaneous . Completed plan of Cedar Street Survey. Continued work on Lincoln Street topo plan. Topo easterly of Pleasant & Watertown Streets.
