HomeMy WebLinkAbout1930-02-25MIT Aerial Surveys SELECTMENIS MEETING FEBRUARY 25, 1930 A regular meeting of the Board of Selectmen was held at the Selectments Room, Town Office Building at 7:30 P.M. Messrs. Custance, Chamberlain, Blake and Shannon were present. The Supt. of Public Works and the Clerk were also present. At 7:30 F.M. Mr. Bagley of the Fairchild Aerial Surveys Inc. of New York, came before the Board., and explained and presented pictures showing aerial surveys taken in other places and how the maps are prepared. He stated that as soon as the order could be received he could make a^rangements immediately* to have the work done. Under the Spring flying conditions, it would take about one day to finish the work of taking the pictures; then the pictures would be put together over -lapping each other to make a mosaic maga They can enlarge the pictures of any section when needed, and all of the work is done from the original picture taken. He explained that the Company already has done about 28 cities and towns in Connecticut, and that at the present time they are doing the City of Boston, Brookline has also had a plan made but the conditions when they made the Brookline map were not as satisfactory to the Company as they desire on account of the shadows. The best part of the day to take the pictures is from 11 to one o'clock and they can do about 50 miles an hour. The camera is arranged so that the pictures can be taken automatically.. Mr. Bagley left a booklet showing pictures taken of other places, and stated that he would be'ghd to give any further information the Board desired in regard to the aerial surveys. The estimate of the cost of d6iing the work was already before the Board. 6" v .add' Letter was received from the Town Counsel stating that he had received a'deed from Rubin Deed from Seligman for the land taken on Massaehusetts_Avenue Rubin & in front of his property, and had sent the deed- to 'Seligman. the Registry of Deeds for recording. Tercentenary It was voted to appoint Mr. F. P.MaqAllister Committee retired minister, Edgewood Road, to the Tercentenary Committee. Mr. L. H. Truesdell was before ,the Board Survey giving some ifformati'on regarding a survey of street of Street signs that he had made at Mr. Gustance's request. Signs. It was left to Mr. H. C. Blake to complete the arrangements for the work on the street signs. 67 A telephone call received from D. J. O'Connell ,in which he desired to know whether or not it was necessary for him to appear again nefore the ' Board regarding his application for a gasoline permit. D.J.O'Connell The Board instructed the Clerk to notify him gasoline of their decision that as soon as he presents permit. the proper deed of land to be given to the Town in accordance with the plan of the Town Engineer, the Board will grant him a permit for the location at the corner of Vine and Woburn .Streets. The Supt, of Public Workk was requested to see that the dump at East Lexington on Massachusetts Dump cleaned. Avenue, near the entrance to the Town is cleaned up for the 1930 Tercentenary celebration. The Supt. of Public Works was also requdsted to give an estimate of the cost of constructing Drain a drain carrying water under Massachusetts Avenue under where this dump is located, and to present these Mass. Ave. figures to the Board at the next meeting. A copy of the deed of the Old Colonial Cemetery was presented to the Board inasmuch Colonial as conside able discussion arose as to whether Cemetery. or not Dr. Tilton could prohibit passengers entering the cemetery grounds, he having placed a sign at the entrance for this purpose, although ' it appeared in the deed that the Town of Lexington had a right of way to the Cemetery. It was decided to refer the matter to the Town Counsel for his opinion. Hearing was declared open on the application of the Lovell Bus Line Inc. for permission to operate their busses from Five.Forks over School Street to Massachusetts Avenue and Massachusetts Lovell Avenue to Lexington Center. Coolidge appeared representing Hearing the Lovell Bus Line Inc., and stated that when Mr. Lovell originally made his application to operate busses, he meant to have made his application for operation of busses down School Street and Massachusetts Avenue, rather than down Lincoln Street, but he was not familiar with the highways. Since operating on Lincoln Street, they have not had any passengers, but they feel that they could get passengers if they operated over Massa- chusetts Avenile. Mr. Bedros Bashian appeared at the hearing and stated that he objtcted to the Lovell Bus Line Inc. going over School Street and down Massachusetts ' Avenue, inasmuch as he felt that School Street was too narrow for busses to travel through, and also that previous to the_Lovell_Bus starting operations in that territyry; she circulated the petition' and the petition was to allow busses to travel over Massachusetts Flowers, It was voted to order flowers for the funeral F.D.Peirce. of Frank D. Conference Curley of Boston to attend a conference on Industry Industry & and Commerd.al Development at the Boston Chamber Commercial of Commerce on February 27. Development. The Supt. of Public Works was delegated to represent the Board of Selectmen at the meeting. Mosquito Notice of a hearing to be held February 28, control 1930 at 10:30 A.M., at the Arlington Town Hall meeting, on Mosquito control was received from the Arlington Board of Health. Harriman, Chairman, Metroplitan Arlington & Commission, which is to go through Arlington and Lexington Lexington and to come out on Bedford Street, giving. to Bedford an estimate of the assessment. on the County for this St. highway. Mr. Custance stated that he was informed of a ' new plan to take care of the cost of construction of this highway. Mr. Coolidge informed Mr. Bashian that there ' were only five houses in that section that would be accommodated, and the bus lime could.~not operate where the line would not pay. ' The PSI. &. B. St, Rwy. Co. having been advised of the opportunity to protest aginst the revocation M&B. St.Rwy. of their permit for operating busses over Lincoln Co. licenses Street to the Five Forks and on Marrett Road; revoked. also on Woburn and Lowell Street, and they having not appeared to protest,_the Board voted to revoke these licenses. The Clerk reported an error in the closing Error in time of the polls in the Annual Town Warrant as Warrant. printed, and reported also that corrections had been made in the postedcoples and thtice sent to the Town Meeting Members running for office so that there would be no confusion about the closing time of the polls. Letter was received from Lorna Milne, recording secretary of the -Lexington Historical Tablet on Society, in_which_.she_ asked. the o-inion..of_ the'` Cary Memorial Selectmen in regard to placing_a_tablet__or Building boulder suitably inscribed -on `the .`grounds.of_the grounds. Cary Memorial Building to commemorate_ Parson Estabrook, the first minister _of_Lexington, _and also Prince Estabrook, colored,. who was. wound.ed in ' the battle of Lexington, Inasmuch as the Cary_ Memorial Building stands on the site of, the_dwelling..o_f Parson Estabrook. The Board decided to.inform the Historical Society that they would..turn_this _matter over to the Trustees of the Isaac Harris_ Cary_ Memorial Fund to obtain their opinion, and also to turn the matter over to the Tercentenary Committee. Plan of the layout of the Public Works building was considered by the Board, but.noth ing Building of definite done inasmuch as the negotiations for the Public'Works purpose of the building had not been completed. Department. The following is the weekly report of the Supt. of Public Works: For the week ending February 22, 1930. Highway Department. The Department was occupied with.the work of removing snow from streetssand sidewalks..and cutting ice and opening so far as possible_.the ice on Massachusetts Avenue caused by surface drainage Supt.ts Report. water from Concord Hill overflowing the street ' because of nothing except a gutter to carry it. Rol Work on the widening of Woburn Street has been stopped until later, when the surface can be properly finished. The department patched a great many holes in the streets with bituminous material. A number of places show the effects of frost action on poor construction in various streets that have been built without removing poor material to a sufficient depth before applying filling. Next week the regular maintenance work will be attended to and work on Hill Street continued. Moth & Shade Tree Department. The Department has treated the moth nests with creosote in Concord Avenue, Walnut Street and Pleasant Street and will be occupied with this work next week. Park Department. The regular maintenance work has occupied the department during the .past week and will be attended to next week. Water and Sewer Department. Water Maintenance. Service_irstall_ed for Watertown Cooperative Bank on Waltham Street; two, men cutting down brush at carbarn property, two men overhauling service boxes; general maintenance work. General maintenance work is planned for next week. Engineering Department Sewers Work on 1929 construction plans. Water Work on plans of extensions from 1925 to date. Miscellaneous.
