HomeMy WebLinkAbout2002-06-04-DAC-min.pdf Lexington DESIGN ADVISORY COMMITTEE The Minutes June 04, 2002 Meeting Present: Steve Hurley (Chairman), Carl Oldenburg, Barbara Hulsizer Betsy Whitman, John Frey John Davies (Planning Board Liaison), Olga Voronina (Scribe) The meeting was convened at 8:05PM. May minutes have not been sent to the DAC members. Presentations • 40-B Housing proposal (32 Units) 536-540 Lowell Street Rising Tide Development LLC had submitted a set of drawings after reducing the number of units from 48 to 32. DAC reviewed the submission and found that it lacks significant information. The recommendations cannot be completed without this information. DAC respectfully requests the following; Site • Detailed Planting List • Electrical lights location info, catalog cuts, performance info, ft/candle calculations • Fence along Lowell Street appearance and materials • Exact beginning and end of the stockade fence shown on the drawings • Driveway circulation—is it one-way or two-way? • Explanation of the parking plan showing numbered parking spots. How was the parking space calculated? ( • Designated location for the plowed snow • Location of the trash containers • Exterior signage —location, dimensions, materials • Location of pedestrian walks. How will be the triplex units along Lowell Street accessed by foot? • Walk and patio materials Exterior Elevations& Units Planning • Exterior building materials and colors • Are presented plans in compliance with the building code requirements for the second means of egress? DAC had made the following recommendations based on the limited information: • Two large honey locust trees are present at the site. Only one of these trees will be saved according to the plan. It would be beneficial to move the units along Lowell Street to save the second tree. Breaking the symmetry of the units in this area will also help to make the design less monotonous. DAC is looking forward to providing a complete set of recommendations upon submission of the requested information. • Walgreen's Pharmacy— Drive-up pharmacy windows Bedford Street Walgreen's Pharmacy is looking to add a ramp and the drive-up windows for dispensing prescriptions to customers. Drive-up pharmacies are not listed in the town by-laws as a use, and Walgreen s is seeking either a variance or a special permit to do the work. Pharmacy renovation is also planned. 1 DAC reviewed the submission and found that it lacks significant information. The recommendations cannot be completed without this information. DAC respectfully requests the following: • Remaining parking summary for the buildings at the plaza after the parking spots in the rear (along the new ramp)are eliminated. • Does this site currently conform to the zoning by-laws? If it is, the new canopy and ramp are adding to the coverage of a non-conforming site and could require a formal Site Review • Plans regarding Good Will trailer How will the trailer maneuver if it stays at the current location? Are there plans to move the trailer to another location? • Building material and colors of the proposed canopy railing details, retaining walls etc. • Electrical lights location info, catalog cuts, performance info, ft/candle calculations. The area in the rear where the drive-up windows are proposed is currently very dark. • Existing photos of the building and the site • Exact details of the renovations to the exterior of the building, including materials and colors DAC had made the following recommendations based on the limited information: • Make the parking lot to conform to the town by-laws: add trees, islands, and pedestrian walks. For example, Stop&Shop across the street had implemented a very successful renovation of it's parking. DAC is looking forward to providing a complete set of recommendations upon submission of the requested information. The next DAC meeting is on Tuesday, July 2, 2002 at 8:00 PM in Room 111 K' 2
