Meeting Minutes
October 2, 2001

Call to Order
The meeting was convened at 8'04 PM.
Approvals:
The Minutes of the previous meeting were approved as submitted.
Discussion:
1 171 Massachusetts Avenue: Eagle Bank - Signage/Soecial Permit

Mr Mitchell apologized for not being present at the previous DAC meeting at which the
original proposal was presented; he indicated that they were not aware of the meeting.
The revised proposal, to replace the graphic panel of an existing internally-illuminated
box sign with a new panel which is externally illuminated with fluorescent strips above the sign,
was found to be acceptable to the DAC
2. 29 Hartwell Avenue— Special Permit

The proposal is for renovations to an existing building for biomedical firms, including
new facade treatments, additional and re-worked entries, re-working of parking, and renovation
of landscaping. The existing building is non-conforming because of slightly excessive square
footage, and the additional square footage required for reconfigured entrances triggers the need
for a special permit.
The DAC has no objections to the proposal as submitted. The applicant was advised that
high-pressure sodium lighting in the parking lot would not be acceptable.
3 60 Westview Avenue— Special Permit

The proposal is for renovations to an existing building for biomedical firms, including
new façade treatments, new and re-worked entrances, new site lighting, and some new
landscaping, although existing trees and plantings in the front will remain. The existing building

is non-conforming due to slightly excessive square footage, and the additional square footage
required for reconfigured entrances triggers the need for a special permit.
The DAC requested more complete design development documents, but Mr. Ladd
indicated that such documents had been submitted to Sheila Marian.
The DAC had no objections to the proposal as submitted, provided documentation is
available which is consistent with what was presented.
4. Water Tower Wireless Communications Antennae

The applicant proposes three clusters of wireless communications antennae on the
existing water tower,which already sports many such antennae. Also proposed are a new radio
dish on the water tower and an equipment shelter on the ground.
The DAC has no objection to the proposal.
5 Other Proiects
Other projects in town that the DAC may want to become involved with in the near future
include:
a. Municipal Parking Lot behind CVS, including the slope up to the bike path and access
between the parking lot and the bike path: Steve will discuss with Rick White getting a survey
completed of existing conditions to facilitate development of improved parking layout.
b. Battle Green: Rick White has expressed his desire to get a master plan completed and
some improvement implemented.
c Plantings around Cary Hall: John Frey will try to find planting plans that were done
previously and will look into means of implementation.
