Minutes

1. Minutes:
The meeting was called to order by Jeanne Krieger, who chaired the
meeting in Hank Manz’s absence. Massport will email the March minutes to Hank Manz.
2.Monthly Noise Report:
Sara Arnold presented the monthly noise report for March
2009. In response to questions, S. Arnold explained that:

The economy is one reason for the decline in jet traffic.

There were some military operations and MIT aircraft run-ups that contributed to
some noise complaints in March.

The monitor at Site 34 in Bedford was hit by a truck for the 3 time in recent
years.
The equipment is being evaluated to determine if it can be recertified.

Massport has serious reservations with re-installing the equipment at this
o
site because of the problems.
There are certain criteria used in selecting a site for a noise monitor such
o
as being under the flight path, accessibility for maintenance, accessibility
to electrical and telephone connections, and being away from vegetation
or non-aircraft noise sources.
Massport is researching the next steps and will work with the Town of
o
Bedford and others to find an appropriate monitor location.

There was contamination of noise data from monitor Site 32 that is probably
attributable to a software problem. The vendor is assessing the extent of the
problem and is correcting the situation.
3. Hanscom Projects:
Massport staff updated attendees on the status of various
Hanscom Field Capital Projects including those approved for Federal Stimulus funding.
In response to questions Dorothy Steele informed the group that:

The contractor selected for the Echo Taxiway reconstruction is French Co.

There have been no discussions with commercial or cargo carrier operators.
4. Next meeting:
The next HFAC meeting is set for May 19, 2009.
