Meeting Minutes
November 2, 1999
Present:

Call to Order
The meeting was called to order at 8.10 PM by Steve Hurley
Approvals:
The minutes of the previous meeting(October 5, 1999)were reviewed and approved.
Discussion:
1 Depot Square:
No current issues.
2. Cary Hall:
Bruce Creager did another sketch,with benches and bicycle racks moved,to take
into account heavier use of the Hall as a temporary library The HDC does not like the
proposed bollards or raising of the driveway to be flush with the sidewalk. DAC prefers
not having parking directly in front of the stairs, although putting handicapped parking
there would be a possibility Further discussion at next month's meeting was suggested.
3. Minute-Man/Harrineton Road/Tour Busses:
Re-opening of Harrington Road should be in a few weeks. Removal of two utility
poles is necessary,but not all poles along Bedford Street are committed to being
removed. Stop& Shop is indicated willingness to participate in removal of poles and
putting utilities underground,but not for the full price of about$450,000.
Traffic calming measures appear to be working,although some fine tuning would
be helpful.
Signs have been installed to help control parking of tour busses.
4. Center parking improvements:
Nothing to report.

5 New Members:
Sally Harkness was welcomed to the DAC as a new member.
6. Police Booth:
Updated design drawings were reviewed and discussed in preparation for the HDC
meeting in two days (Thursday 11/4/99). DAC recommended presenting the plan as is to
the HDC.
7 903 Waltham Street:
Landscape Architect Gary Larson presented updated plans for"Patriot's Corner"
with developer Jamie McManus of Fox &Hounds Properties. They seek DAC
recommendations in preparation for Board of Appeals hearing 11/18/99 at which they
will request special permits and variances to construct their proposed 6000 square-foot
building. They seek to locate buffer planting within the residential-zoned portion of the
property in order to increase the amount of available space within the CM-zoned portion,
and they seek relief from building height restrictions(15 feet required, 30 feet proposed).
DAC felt that insufficient information was presented, and therefore approval is not
recommended. It was not clear from the presentation or drawings what the long-term
overall site development would include, since large areas of the site were shown
undeveloped and no clear answer was forthcoming as to future plans for those parts of
the site.
