The Minutes
July 6, 1999 Meeting
Present: Steve Hurley (Chairman), Carl Oldenburg, Stacey Bridge-Denzak, John Frey
Karen Bechtel, Bruce Creager, Barbara Hulsizer, Olga Voronlna (Scribe).
1. Approval of Minutes
Minutes were approved with a correction: John McWseney would prefer ”
Committee commented on a nicer page layout,
2. Depot Square
No change in status. The project will go out to bid in September Bob Cataldo would
like to donate a bench for Depot Square ® needs to get an HDC approval.
3. Carry Hall
No change in status,
4. Minute Man Statue/ Harrington Road Tour Bus Parking
Rick White met with HDC members to discuss the first temporary" stage of
proposed Improvements to pavement and traffic regulation HDC required a formal
hearing for this matter Rick will come back to HDC in August.
5. Center Parking Improvements
No change in status. No parking lot survey is done yet.
6. Hastings Park
Steve Hurley contacted HDC for an approval of eight new benches. HDC wanted to
make sure that no old benches currently remain at Hastings Park and that Minute
Men won't trip on the proposed benches. Steve I luriey has to photograph the park
and come back to HDC in August.
7 RCN - Residential Communications Network
The company wishes to provide cable/phone/Internet/network services to the
residents of the town of Lexington. The main hub will be located near Liberty Mutual
on Bedford Street. Existing power lines and underground cables will be used to bring
services from local power nodes/hubs to the customers. No new poles will be
installed. The map with proposed locations of power nodes was presented to UAC
RCN already met with HOC and has to come back in August. HOC was concerned
about proposed placement of power nodes on existing light poles In Historic Districts.
• Steve Hurley recommended RCN to work together with Stop & Shop regarding
the effort to remove existing light poles along Bedford Street.
a Stacey Bridge-Denzak proposed that RCN contacts the town to set the
information about which streets are on the list to undergo reconstruction so the
pavement won't be disturbed twice.

■ DAC members also asked questions about the size of hubs, their locations and
the level of noise they generate.
N DAC recommended that power nodes won't be installed on fight poles in Historic
Districts. Pedestal installation with planted screen should be used instead. The
number of nodes should be brought to a minimum. The underground cable is
preferred over a pale power line.
8. Grace Chapel
Architect Dana Baker presented the project Grace Chapel's Director of Operations
Tim Ponzani was also present The Chapel would like to do the following:
N Enclose the space between existing buildings to improve interior circulation.
▪ Create a new entrance and to update existing facades at Worthen Road.
a Renovate and improve existing parking lots located around the buildings.
The Chapel will seek a variance from the Zoning by-law for FAR increase. The
degree of renovations to the parking lots will depend on the variance conditions if
any
DAC members suggested the following:
■ This is a nice project; no square footage increase is sought.
a The applicant should come back to DAC with proposed elevations (only plans
were presented at this meeting).
• Parking lot at Worthen Road should be pushed close to the new entrance to the
chapel. Large planting strip with trees should be placed at the entrance to that
parking from Worthen Road.
® Irregular shaped parking spots should be used for planting shrubs and trees.
a Number of parking spots should not be brought to a maximum required. Grace
Chapel needs more parking that is available directly at the site and already uses
additional parking lots in the neighborhood.
a Additional planted areas could be located behind the chapel, 'n between jogs in
building plan.
9. LexHab
LexHab acquired a new parcel of land at Sedge Road to build an affordable single
family home. Steve Hurley presented Marshall Derby's proposal to use a LexHab
house at 18 Banks Street as a model.
DAC decision:
• The house at 14 Woodland Road is a preferred mode/.
a The proposed house should be moved forward, dose to the road to create a
larger backyard. The orientation of the house should remain as shown
a Raise the ground and fill around the foundation walls to preserve the house
appearance if a basement is planned.
a The driveway needs to have a back up area for cars. It should also be better
positioned relatively to the proposed house. Stacey Bridge-Denzak will do a
sketch for a driveway
a The houses at 18 Banks Street and 15 Philip Road were not recommended as
models.
