DESIGN ADVISORY COMMITTEE (DAC)
Minutes of May 12, 1998
Present: John Frey,Chairperson;Barbara Hulsizer,Stacey Bridge-Denzak(Planning Board
Liason),Betsy WhitmanySteven Hurley,Bruce Creager(scribe), Members.
1. Approval of Minutes of April 14, 1998.
2. Cary Library.Walter Pierce,Chairman,Library Building Committee,Reported to the DAC
that the Library trustees had put the project on hold pending 1)Outcome of legal action by
the abutter,Jewel Douglas, and 2)resolution of issues raised by the Historic Districts
Commission(HDC). The Design Development(DD)construction estimate will not be
available until issues 1)and 2)above have been resolved. A package of site plan,plans,
elevations and building sections will be made available to the DAC.
3. Board of Anneals Gulf Station. Bedford Street Canopy, Landscaping,Lighting etc.
Representatives presented drawings of the proposed site improvements and canopy design,
with existing conditions photographs per DAC request(see minutes April 14, 1998).
Recommendations;
a. Lighting:
1. Replace existing peripheral site lighting with new"cut-off'type fixtures in
compliance with new Town By-laws on SIte Lighting,with consideration of lamp
wattage and type. Recommend `quick' continuance be arranged with HDC for lighting
( fixture review *
2. Canopy Lighting; Recessed flush lighting fixtures with cut-off and wattage in
compliance with By-laws.
3. `Gulf'sign existing to remain.
4. Relocate internally lit beverage machines to north exterior wall of the service
station.
b. Landscaping:
1 Deepen 5' planting strip fronting on Bedford Street and consider open joint stone
paving to edge of service apron(this location only)to allow natural watering of street
tree root system. Extending present planting strip is a positive improvement.
2. Substitute Red Maples, "Red Sunset"or"October Glory' ,for Tartarian Dogwoods
shown at the street front location. Dogwood Shown at South side planting to remain.
c. Signage: no change.
d. Curb cuts: no change.
4. Board of Anneals: Sign: `Robert DeRegis-Dentist' 183 Bedford Street Dr.DeRegis
presented his proposal for a new 26"ht X 36"wide carved sign with reveal carved lettering
and beveled edges,both in gold leaf,with"forest green' painted field. Sign will be
suspended from existing wrought iron bracket and wood post. Photographs of existing and
adjacent signs were presented.
Recommendations:
Approval of the proposed replacement sign with recommendation that edge be in-set
reveal with gold leaf instead of bevel edge. (Dr. DeRegis to check with Ms. Greenway re:
necessity to go before Board of Appeals, since this is a replacement sign. If so,John Frey
win write a recommendation to the Board of Appeals.

( 5. Board of Anneals: Sign"Mail Boxes Etc.".Charlene King Proposal for a secondary sign.
Drawings reviewed by the committee in absence of Ms. King,who could not attend.
Recommendation:
Proposed sign and Iocationnit recommended for approval. DAC discussed issues and
options and would like an opportunity to discuss them with Ms.King.
6. Board of Anneals:Artisan Way"oven"signs Liz Stevenson presented her proposed
redesign for the"open"sign(see DAC recommendations minutes April 14, 1998)along
with photographs of the shop entry showing the previous temporary sign in place vertically
oriented on brick wall adjacent to shop entry The previous sign was a 10"wide x 48"high
rectangle.The proposed redesign is 8"wide x 40"high with beveled edges and shaped
ornamental design top and bottom,which embellishes and reduces the apparent size. The
sign will be positioned to align with shop entry door glazing muntin. The sign will be de-
mountable for use during"open"hours only
Recommendation:
Proposed sign be recommended to Board of Appeals pending HDC approval.
7 Board of Anneals:Nextel at Fallen ChurcluPmposal to allow hidden use of
communications equipment within wood frame steeple, proceeds to benefit church in
annual payments.
Recommendation:
As no apparent visual concerns were perceived, proposal is recommended for approval.
8. Ston&Shoo:New Plans DAC received reduced updated drawings on site and elevation
design development for information and review Stop&Shop representatives were not
present at this time. Previous recommendations by DAC to Stop&Shop(see minutes of
( March 1998)were referenced in reviewing these new documents.
Recommendations:
a. Architecture: Although various architectural devices have been applied to the existing
structure to focus and articulate the entries, roof monitors to bring natural light to interior
spacesand articulate the roof,the overall impression is still of a large supermarket with
primarily inward focus that could take better advantage of opportunities for exposure to
and interaction with the general public and customers. DAC notes that the HDC has made
some headway by recommending roof fmish treatment and signage tone-down. The new
elevation shows a raised"pavilion' at the termination of the arcade at the corner of
Worthen Road,however,the corner is shown to be solid masonry DAC still feels that
Stop&Shop could gain from the opportunity to open this pivotal corner to the interesting
activities within,such as the Cafe' Bakery and Specialties. An"eye"to Worthen Street
would be an asset to the community as well. There was also a recommendation to
articulate the arcade piers and bring in lighting fixtures for interest and scaling. The
existing wide arcade presents an opportunity for extending glazed space as bay windows
into this space. DAC suggested consideration of Cafe' spillage to exterior seating along
the arcade with brick open paving extending beyond the present canopy edge with benches
and street tree plantings(Much as the successful treatment in the "center"and as planned
for Depot Square).
b. Site Conditions: Curb Cuts; There is still a need to investigate the potential hazard of
leaving the second curb cut on Bedford Street open,due to its proximity to the gas
station curb cut. DAC would like to see this access issue studied.
c. Landscaping: DAC notes that its March 1998 recommendation for a cross site
pedestrian 'alld"between Bedford Street and the entry arcade has been implemented.

Due to the amount of potential pedestrian access to the"alias'from the sheet sidewalk
and the adjacent parking,DAC recommends that the"alle"be surfaced with open joint
paving perhaps with planted joints for visual appeal, practical wear and allow surface
rainwater seepage to tree roots. Again,the 'alit could be in the same manner as the
Cafe/arcade landscaping recommendations above and linked in spirit to the"center"
9. Resignation of Tom Coffman The members of the DAC and Liaisons wish to thank Tom
for his considerable contributions in service to this committee's work over the years-thank
you Tom.
