Minutes of Aprill 10 1996 Design Advisory Committee Meeting
Present: John Frey-Chair, Robert Ossman, Betsy Whitman, Betty Eddison, Torn
Coffman,John Vinton, Bruce Creager,Jackie Davison,Jack Nolan,
Barbara Hulsizer,Gerry Whiting(Friends of Emery Park).
1. John Frey noted that a letter has gone from the Planning Board to the Board of
Selectmen on April 1 indicating support for Scheme A of the Depot Square
redesign.
2. The minutes of the 2/29/96,3/12/96,and 3/13/96 meetings were approved.
3. The committee reviewed a sketch submitted by Mr. Dan Ferullo indicating
the planned installation of a projecting sign for "Flit&Run" at its new
location on Waltham Street. The committee endorsed the plan for the sign
placement, subject to attention to adequate supporting wires and mounting
plate for the brick facade wall.
4. Proposed revisions were reviewed for the lighting plan for the modified Shell
Oil station at the intersection of Lincoln Street and Marrett Road. These
revisions were submitted in response to the committee's concerns about
excessive illumination. The revisions included removing the light pole on the
south boundary,which adjoins property currently being convened to
residential zoning, and reduction of the curb light poles to no more than 175
watts. These changes were approved.
The committee is still concerned about the proposed use of 400 watt down-
lighting in the canopy area,which appears in excess of foot-candle standards
shown in the engineering reference materials submitted by the petitioners. It
appears that the proposed canopy lighting might be appropriate for open
highway locations but not for the neighborhood location in Lexington.
Bob Ossman offered to make some comparative foot-candle measurements at
other station locations in the town This topic was put on hold until such
comparative field data is reviewed.
5. Chairman Frey reviewed the recent actions by the committee resulting in our
response and recommendation to the Board of Selectmen on the possible
redesign of Depot Square. He reiterated that, contrary to some public
misconceptions, the Design Advisory Committee is fully committed to
protection and enhancement of Emery Park as part of any redesign of the
Depot Square area that may occur.
The committee continues to be interested in the development of this
important town center and,having responded to the Board of Selectmen's

request for recommendations, looks forward to the Board's action as the next
step.
6. The town Department of Public Works has suggested an alternate and
somewhat less expensive standard teak bench for public use.The committee
reviewed the comparative design data for the current (Barlow Tyrie) standard
bench and the proposed (Kingsley Bate)bench. The committee recommends
staying with the current bench since it has been determined to offer the best
combination of economy and durability
7 Betty Eddison inquired about the status of the State Highway Department's
plans for a new bridge at the crossing of Maple Street and the bikeway John
Frey indicated that to his knowledge plans have been prepared for a new
bridge design,to replace the unpopular culvert design they originally
proposed,but these plans have not yet been made public. It was suggested
that a follow-up letter be sent to the State DPW to request a status report on
the project.
8. Jackie Davison noted that discussion with the Planning Board of the Town of
Lincoln indicate they are reviewing plans for a sign for the Minuteman
Regional High School at its rear entrance in Lincoln. We are aware that the
current sign at the main entrance in Lexington will be replaced when Route
2A is widened. There is a need to coordinate the approved design of the signs
with Lincoln
9 John Frey reported that the correspondence with the Historic District
Commission on the Sign Design Standards was in process.
