( Present: Betsy Whitman, Barbara Hulsizer, Jack Eddison, Tom Coffman, Steve
Hurley, Peg Read, Kerry Brandin. Guests: Dick Perry, Peter Kelley, Gary
Larson
1. Corrections to minutes of October 1 3. 1992 Meeting: #4 Miriam Street should
be spelled "Meriam" and #5 Emory Park should be "Emery" Park.
2. Lowell Street Develonment by Dick Perry and Peter Kelley Presentation by
Gary Larson. This was a follow-up visit after last month's preliminary
presentation of the proposed 80 unit multifamily condominium complex. A
number of changes were made based on DAC member input including most
notably a re-orientation of the three buildings around a central "common" A
further suggestion was made to alter the placement of the buildings so they
are on center for a more balanced effect A more detailed site plan would be
necessary to see if this further alteration would be possible given the location
of the driveway and dumpsters. Our three guests expressed appreciation for
the committee's input and will keep in touch as the plans develop further
3. Board of Appeals: Shin revision for Mobil Station at 647 T.owell Street. This
was a request for additional signage relating to car maintenance services on
the ID sign which had been previously been approved with just the company
name and gas prices. Committee members who were present did not recall any
prior discussions regarding this station which involved any more than the
proposed canopy and landscaping. No one recalled seeing sign elevations or
( any discussions about signage at that time. However, John Frey's letter of
( April 24, 1992 to the Board of Appeals does indicate approval of signage and
landscape plan with modifications. Members felt that the amount of proposed
signage seems excessive and that the decisions about these signs should be in
line with the recommendations made regarding the Mobil station on Waltham
Street and Marrett Road. Betsy will check with Eleanor Klauminzer in this
regard.
4. Board of Appeals: Sign for Mailboxes. Inc on Waltham Street. This item was
not discussed since the applicant did not submit material for review
5. Fm ry Park. Steve Hurley was commended by Betsy for his work presenting
the agenda for the October 27 meeting of the study group. A location of the
Lexpress bus stop is one of the major issues to be addressed prior to beginning
the re-design of Emery Park. On Thursday, November 12, Steve will be meeting
with Barbara Lucas, Sara Arnold and Pauline Burke to discuss testing
relocation options for the bus stop (specifically Mass Ave. and the parking
area in from of Yangtze River and Harvard Video). An additional relocation
possibility suggested was the Edison Way area behind BayBank. Lexpress must
meet ADA guidelines by the end of 1993. Steve will meet with those merchants
who will be impacted by a relocation prior to running any tests.
Site plans have now been completed for Emery Park, the Meriam Street
lot and the Bikeway Still needed is the Edison Parking lot. Peg suggested
using Rick's offer of"seed money" to pay for overtime to get this last area
completed quickly John Vinton and Tom Coffman suggested broadening the
survey to include Mass Ave. It was felt that committee members could donate
their services and divide up the work which will be required to make a good

town meeting presentation. Upon completion of the Edison lot survey, Lance
Neuman will be asked for input regarding parking and Lexpress. Members
commented that they sensed a need to begin the design process in earnest.
6. Benches A notch was cut into the hedge in front of Cary Library to
accommodate two benches. A question was raised as to whether the hedge
material will be replaced behind the benches. Steve will look into this.
7 Tree Committee. Jack has made a proposal for tree plantings in the
commercial areas. Betsy commented on the need for additional trees on
Hancock Street. Perhaps something can be worked out with a new homeowner
in that area.
The Tree Committee met to review the Bikeway plantings between
Meriam and Hancock street. They have recommended developing a view to
Buckman Tavern by removal of some old arborvitae and Norway maples. It was
thought that the Church of Our Redeemer would agree to moving their
dumpster and putting in some additional plantings. It appears that some of the
new landscaping done by the State on the bikeway has been overplanted and
does not allow adequate room for the plant material to grow Jack will see if he
can get some of the plant material moved.
