Meeting Minutes: 3/10/1992

1 Minutes of last meeting were approved.
2. NTW/National Tire Wholesale has applied for a Special
Permit for the use of a free-standing and internally
illuminated sign. The DAC advised them that internally
illuminated signs on the building or on the street in the
company colors of yellow and black would not blend in with the
the rest of the street. NTW said that a free standing sign
illuminated from ground level would be acceptable and not 5'1 (A
illuminate the sign on the building. Glenn Moms, architect, , AgR
presented the revised scheme for the building using the
suggestions that he heard from the DAC at an earlier meeting.
The proposed building has a green, pitched, steel roof an
improvement over the company's proto-type yet not as
responsive to the street as it could be. The issues of scale of
the roof and the entrance as well as the yellow trim of the
entrance and the grey color of the building need to be
addressed.
Suggestions were: a building in keeping with the spirit of New
England and Lexington such as a New England barn; use
materials that reflect those used in the rest of the town such
as brick; reduce the entrance and reduce the height of the roof
by using a hipp or gable roof.
3. Mobil Gas Station on Lowell Street requesting a 20'
variance for a canopy Michael Peirce presented plans for for
canopy and alternate landscape plans. Increase dispensers
from 2 to 3 Phase in vapor recovery system. Put 24'x58'
canopy over pump island.
Suggestions on canopy look at relationship of canopy to
road, relocate island closer to building.
The owner wants to screen area behind the station still
leaving room for neighbors to play games.

Suggestions: keep area on side street open to invite people in,
put screen of evergreens behind building, plant shade trees (�
with a tall canopy on Lowell St. such as green ash, red maple,
red oak or Sophora japonica.

4 Chadwick's requesting a special permit for a neon sign.
It creates a precedent. In that particular location, it did not
seem offensive. The issue is really a By-law one, out of our
jurisdiction. If Board of Appeals were to rule in favor, from
a design point of view, we would suggest a better placement-
in the center of the window
5 Emery Park/Depot Square: Ed Barsmian put Steve Hurley in
touch with the president of Depositor's Trust, Steve Crowe.
Steve Hurley, Steve Crowe, and John Frey met together
They felt a spirit of cooperation. The bank owns parking
spaces: 14-16 spaces north of "Warm Heafs and Cold Noses",
4-6 spaces parallel in front of their build, 6 piggy back east
of bank. Mr Crowe understands the need to reduce asphalt.
He does not want Lexpress in front of the bank. He is
concerned about liability to them regarding the Bikeway He
wants a drive-up window Is there some trade-off? Tom
Coffman pointed out the problem of queues as a result. It was
suggested that pneumatic tubes are now used many feet away
from buildings.
6. Review plans for HDC submittal on the benches in town.
The Lexington Square ones will be put on hold until needs
of all parties can be satisfied. Proposed will be 2 at
Mass. Ave. bus-stop near Library John Frey will speak with
Bill Dailey, chairman of the Board of Trustees.

4 in front of the Giroux Building
4 for Emery Park
2 at the Visitor's Center
Unfinished business will be held over until the next meeting.
