Roger Kallstrom, Bob Ossman plus two guests Paul Gilman and an assumed abutter
of the old Lawless Dealership as well as two presenters, Steven Larkin of NTW,
and Glenn Morris of Morris Architects
1 Mr Larkin and Mr Morris made a presentation concerning their desire to
build a 9500 square foot building for National Tire Wholesale at the site of
the Lawless car dealership on Marrett Road near the intersection with Lincoln
Street The two structures currently at the site would be demonished This
meeting was of a preliminary nature to find out the concerns of the DAC Mr
Larkin has yet to go to the Board of Appeals to apply for a variance for
change of use Mr Larkin described the business as primarily tire sales and
service as well as alignments and brake jobs His estimate was for 25-30
vehicles per day The shop would be open until 8PM.
A brochure of the protype building as well as the plot plan ellicited much
concern about how this structure given its size and materials could possibly
fit into the residential context of Marrett Road There were questions about
landscaping, screening, the amount of paving and parking, and street trees -
issues which Mr Larkin will need to address as he develops his plans further
(Mr Larkin, Mr Morris, Paul Gilman and the assumed abutter left the meeting
at this point )
2 The minutes of the October 8, 1991 meeting were approved There was a
request that, in the future, minutes be distributed to members at least a
week ahead of the next meeting
3 John and Peg are still working on a plan for additional benches for HDC
4 Board of Appeals
a Sherwin Williams submitted a design for a sign to be located
on Bedford Street to indicate the entrance to their store at 9 Camellia Place
The committee felt that the proposed sign, which would be 50" wide and 33"
high on one 77" post, was too large and out of proportion The design
Guildelines recommend signs no larger than 6 sq ft The committee felt a
horizontal sign 2 ft x 3 ft hung from two posts not more than 36" high would
be an appropriate way to project the corporate image and convey the entrance
information to drivers A revised design in color with paint color chips
provided as well as a site plan needs to be submitted for the committee to
make a final determination
b A letter from David Williams (Planning Board) to Anne
Scigliano (Board of Appeals) brought forward the need for written guidelines
concerning signs Tom Coffman and John Vinton volunteered to draft such
guidelines for sign design and the requirements for the presentation of sign
proposals
5 Rick Bechtel took a photo of the group for the Annual Town Report Betsy
will work with John on the narrative
Bob Ossman presented a number of landscaping plans for 371-373
-3sachusetts Avenue They are being asked to improve their parking area as a
condition for putting in a third storefront where two only existed before
Jack assured Bob that he would work to assure the support of public works in
helping to improve the streetscape in front of the property should the owner ,
purchase the materials A
7 Emery Park
a) The Selectman received a letter from Bigelow Moore, a police
patrolman and TMM, concerning the proposed temporary improvements to Depot
Square based on Bob Ossman's design for the Lexpress bus stop Mr Moore
bemoaned the projected lost of the "spruce" (really a hemlock) which blocks
the view of the Depot A letter stating the DAC view on this will be sent
b) The Emery Park subcommittee met on October 24 A task force of
Betsy Whitman, Jackie Olson and Kerry Brandin are drawing up a written summary
detailing the scope of the project and plan of action This will be presented
to the membership and then ultimately to a traffic consultant and landscape
designer
8 The Tree Guidelines for the Battlegreen and Buckman Tavern have been
submitted to the HDC by Barbara Hulsizer There was general acceptance except
for some hesitation about cutting down the blue spruce which sometimes serves
as a Christmas tree
9 The new plantings at the park at Countryside will be going in on Thursday
or Friday, November 14 or 15 Barbara and Jack indicated they will stop by to
keep an eye on the installation
10 Steve Hurley will check with the owners of Lexington Square about the
placement of benches on their property to accommodate those waiting for the
bus
Adjournment at almost 11PM was later than intended Next meeting will be
December 10
