HomeMy WebLinkAbout1991-02-12-DAC-min.pdf DESIGN ADVISORY COMMITTEE February 12 , 1991 Attending John Frey, Richard Bechtel, John Eddison, Albert Huang, Barbara Hulsizer, Walter Pierce, John Vinton, Betsie Whitman, Don Olson from the D.A C and Bob Ossman, L C C representative Also in attendance were Myla Kabat-Zinn, John Davies and Peter Kovner from the Lighting Options Committee 1 Minutes of the meetings of 11/30/90 , 6/12/90 and 12/11/90 were approved 2 Myla Kabat-Zinn and members of the Lighting Options Committee reviewed the various street lighting alternatives and expressed their continuing concern over the thrust of negotiations between the Town Manager and Boston Edison Were alternatives to HPS lamps going to be agressively pursued? etc Technical data was reviewed lamp life of HPS lamps is reported to be 4 to 5 years, of the Iwasake 2500 lumen compact fluorescent, 2 to 3 years; although it was noted that the Town of Norwood's replacement experience with HPS was 3 years , making the replacement cost of the two lamp types more comparable One third of Lexington' s street lamps are 1000 lumen incandescent, which are targeted under Edison ' s plan, for replacement first Shouldn't these be left alone until a demonstration is made with the compact fluores- cents? Changing HPS also requires changing the fixture as well as the lamp Then because of lower visual acuity of HPS, tendency is to boost the lumens to compensate Mr Olson questioned whether it wouldn ' t be more efficient to use color-corrected lamps at lower lumens At Lighting Committee ' s request, DAC members had observed 4000 and 2150 lumen HPS lamps on Vinebrook and Sherman Streets, and generally had found it difficult to discern differences in intensity or glare, possible due to inadequate (or erratic) shielding, many instances of spillage onto front yards , etc It was noted that fixtures on Solomon Pierce Road have better cut-off There was extended discussion expressing concern about whether all options were going to be fully and objectively pursued in negotiations with Edison -2- Jack Eddison assured everyone that the Town Manager , Rick White is still negotiating all options with Boston Edison and that he has agreed to make use of Paul Chernick ' s "rates" experience and that he (Eddison) will pass along to the Town Manager and the Selectmen, the Committees ' on-going concerns After further discussion, Committee agreed to draft a letter to the Selectmen summarizing these Respectfully submitted, Walter S Pierce 1
