DESIGN ADVISORY COMMITTEE MEETING
April 10 , 1990
Attending John Frey, Chair ; Rick Bechtel, Tom Coffman,
Albert Huang, Barbara Hulsizer, Bob Ossman,
Walter Pierce and Selectman Jack Eddison
1 Minutes of March 13th meeting were reviewed, revised and
approved as revised
2 In-Progress Draft of Design Guidelines for Private Sector
Improvements - Vol II were distributed Members were
urged to review and pass comments to John Frey as soon as
possible; Dixon Assocs is being pressed to complete the
Guidelines
On Design Guidelines for Public Sector - Vol I, Jack
Eddison expressed concern that these do not yet describe
process for review of improvements initiated by Town
departments Jack will discuss with Town Manager, Rick
White and arrange a meeting with Dixon Assocs , Rick White
and this Committee to draft a section on a review process
to be included in the Guidelines In the meantime John Frey
is to advise Dixon Assocs to hold final draft of Vol I
until this meeting works out appropriate language for this
"process " section
Recent examples of the need for a structured review process
are
purchase of trash receptacles that did not follow Committee
recommendations;
harmful mulching around town-owned trees;
landscape proposals for planting at various traffic islands
3 Last example prompted discussion of the need for the Town to
have on-going access to professional landscape design advice
(Watertowns ' s use of landscape architect on annual retainer
was cited) Is the Town' s recently hired landscape trainee
a possible resource for coordination of planting places?
The traffic islandgplanting program also prompted Barbara
Hulsizer to urge that the neighborhoods - i e the public -
be included in the review process (see #2 above)
The wish to do something by way of enhancing Emery Park was
also expressed With some interim improvements that could be
initiated by the Garden Club or others, Committee members felt
that Emery Park was such an important component of the Center
that any long-term capital improvements would need a compre-
hensive master plan prepared by professional consultants

"Design Primer for Cities
and Towns"
We have investigated procedures for obtaining additional copies of
the "Design Primer for Cities & Towns" and have been told that they are
being distributed by the Mass Municipal Association at $15 00/copy
Since the cost for copies for all members would be prohibiitive, I
am asking that those of you who were given one of the six copies we now
have, bring them to the next meeting so that they can be passed along
to others
