Litchfield (Bedford) James T Faust (Lincoln) Marietta P Ellis (Bedford) John B. Niles (Lincoln) Jerome J Pickett (Bedford) Charles T Pheeney (Waltham) Robert B Lowe (Concord) Joseph L. Houde (Waltham) William R Whalon Joseph P Shea (Waltham) (Lexington) Arnold B Briggs (Lexington) Peter A. Reiman (Weston Robert L. Allen William J Pechilis(Weston) (Lincoln) The following members were absent Chester M. Howe (Concord) Richard H. Soule (Lexington) Ray F Sunstrom, Jr. (Concord) David H. Bradley (Weston) The meeting was called to order by Chairman Charles Pheeney The first business was a review of the previous Regional Refuse Disposal Study Committee's reports Peter Reiman reported on the refuse disposal methods that were studied. Charles Pheeney reported on the different site locations that were studied. Mr Pheeney expressed the opinion of the study committee that a choice of site was a decision to be best arrived at by the Board directly involved in the process of establishing a regional refuse facility During the discussion of site location, Joseph Shea suggested possible use of the railroad for the transporting of refuse to an incinerator or to a sanitary land fill area The Chairman asked Robert Allen to look into the possibility of burning and dumping refuse ash at sea. Robert Allen reported on the collection methods study by the previous committee. John Litchfield reported on the financing methods study by the previous com- mittee Josaph Houde, Treasurer, announced that the Board's account with the Waltham Citizens National Bank was opened. Minutes - P 2 June 8, 1967 In order to fill the Board's legal obligations in procuring money for its expenses, it was motioned and seconded that the secretary notify by letter the participating communities to pay the sum of one-hundred dollars ($100.) when it became available to the West Suburban Regional Refuse Planning Board for its purposes This was so noted. A motion was made and seconded that the Concord Refuse Disposal Planning Committee would join the Board as a member retroactive to May 18, 1967 This was so noted. A motion was made and seconded to adopt the previous Regional Refuse Disposal Study Committee's report as the primary study report of this Board. This motion was tabled. Appointments were made by the Chairman to establish the sub-committees that will enable the Board to carry out its duties as described by Section 44B of Chapter 40 of the General Laws of Massachusetts Engineering Committee Peter Reiman, Chairman; Robert Lowe, James Faust, John Litchfield, Jerome Pickett, and Richard Soule. Legal Committee• Chester Howe, John Niles, William Whalon, and William Pechilis Financial and Cost Committee Arnold Briggs, Chairman; Ray Sunstrom, Joseph Houde, Joseph Shea, and Marietta Ellis. Site Committee David Bradley, Charles Pheeney, and Robert Allen. It was announced that a hearing is to be held at the State House before the _ _ Metropolitan Affairs Committee on Monday, June 12, 1967, on House Bill 4907, a bill filed by the Metropolitan Area Planning Council concerning the es- tablishment of a metropolitan solid waste disposal district The resulting action taken by the Board was to have individual members of the Board inform their State Senators and Representatives of the hearing and of the Board's opposition to that part of House Bill 4907 which prohibits the existance of other refuse disposal districts in the area. The Legal Committee was also directed to draft a proposal to the same effect The meeting consisting of the Chairmen of the participating communities refuse disposal planning committees was changed from Thursday, June 15, 1967, to Monday June 19, 1967 The location of this meeting remains the same the Town Hall in Lincoln, Mass The Chairmen of the newly appointed sub-committees are requested to be present. No date was set for the next meeting of the whole Refuse Disposal Planning Board. The meeting adjourned at 10.45 P.M. Respectfully submitted, Marietta P Ellis Secretary
