February 2, 1959 A meeting of the Capital Expenditures Committee was held at 9:00 p:.m. , Monday, February 2, 1959, in the Selectmen's office. thosepresentwere Rosemary Fitzgerald, Irving Mabee, Donald Noyes, Paul Palmer, Norman Royle, and Ruth Souza, acting as secretary, The selectmen, Mr Adams, Mr Jaynes, Mr. Maloney, Mrs Morey, and Mr Tucker, their secretary, Miss Hazel Murray, and the super- intendent of public works, Mr John Carroll, met with the C. Z. Committee. The meeting had been requested by the C. E. Committee when they learned from Mr Carroll that he wished, to revise the figures_ submitted by Mr. Gayer, former superintendent of P. W. , for street, sewer, drain and water construction. Mr. Carroll submitted his revised lists of street, sewer, drain and water con— struction for the years 1959 through 1963. He stated that the figures were basically the same as those Mr. Gayer had prepared. Water Construction In answer to Mr. Noyes' question about the pump at Oakmont Circle which cost $10,000 and might feed four houses, Mr. Maloney answered that they had decided not to put that in. He added that the $30000 for booster pumps was also out now and that the figure for Route 2, & -Route 128 water construction was revised from $90,000 to $40,000 because Raytheon owns the land; we may now put water mains to both ends of the area and Itaytbeon may put, it through the area. Mrs. Fitzgerald asked whether the amount was lower because Raytheon will build pert of it. Mr. Maloney said that that was correct and also because they would ,not need a 12" main, only an 8" main. Mr Adams added that Whitman and Howard think we should be there (in 1959). Mr. Maloney answered Idrs. t'itzgerhi.d's question as to the advisability of cutting out the booster pumps. The selectmen think we should give the UDC statement that there will be plenty of water in a few years a chance. The .MDC has pact a Twain in from Arlington and, last summer, after the MDC put on their boosters there was no problem, we lost no pressure here. We do not want to pay $30,000 for a temporary thing. Mr James, ached that, while it is true. that the booster pumps would serve 60 houses, they are needed by only 6 or 8 houses, 2 or 3 in each area. Mrs. Morey mentioned that they wouldn't have them next summer even if they were voted. In answer to a question as to whether the water line from the Lexington standpipe toward Bedford, costing $180,000, proposed for 1962, allowed for anything we might get back from the Air Force, the selectmen answered,"No". We now sell water to the Air Force (to our benefit — Maloney); we feel they will have to help the town, but don't know how much they will contribute- and can make no guess. Mrs. Fitzgerald asked whether Whitman and Howard were giflng, low estimates since she noticed that their estimate had beds: increased 50%. Mr. Carroll said that he had increased the estimate, feeling that their allowance for resurfacing was not sufficient. Mr Noyes asked whether excess appropriations must be voted back or whether they automatically revert to E g D. Some_ go back to E tss D and some may be used for similar ,jobs. Bonded money has to be used for a similar purpose. Sewer Construction Mr Carroll said that they were not certain what was going to be done in the Patriot's Forest area (1959) with $100,000 but that the item should stand. When Itek started to build, the town should start sewer construction there. There will be increased assessments to cover the cost, and we want to be sure Item has. started before starting a sewer. Mrs. Morey suggested that there -might be a separate item .in report for Chapter 90 work since it will be in every year. It was 'agreed that .335,00Q' per year would be a reasonable figure to count on. Mr. Palmer asked whether the total figure shown for 4959 ( 120,,90A) was, still correct and whether the reason that other years; had.' bigger' proposed amounts was the two big, projects- Emerson Road and Worthei.;Road. Mr. Malone said yes, and, that these should be completed. In answer to Mr Palineris neXt question as tot whether some.,o:# ,this menstruation Wool.. ., not be paid:.for by developers, Mr. Maloney agreed, adding that hetterments- Shouid be charged whether developers helped or not. The selectmen agreed with Mr Noyes suggestion that it might be a good idea to separate Street construction into two categories, streets and intertown highways. Mr Moyle, asked whether they could estimate the amount of betterments to be recovered on Emerson, Boad and whether it would go 'through ,even if undeveloped. Mr. JameE answered that .Enierson Road should be ready to connedt with ,Route 2 when the state starts 'work on r-econstrueting Rte. 2. The proportion between town costs and developers' costs is not known. The figures ,given are overall figures covering the whole cost, of which the town should .get back a good part, but the selectmen couldn't guess how muck. Mr. Maloney added that the town can levy betterments but there is a question of collection. Mr. Noyes Mass. Ave. is left out. Is that gone? Mr Carroll said it was under Sundry Streets. Mr Noyes asked whether the t360,000 for Worthen Road (1960) included moving houses and replacement of recreation area. The selectmen said that this was all included; it seemed more 'reasonable to include it here rather than under several budget headings, since all the work is necessitated by the street construction. No allowance has, been included. for resale of houses. Town Dump Mr Carroll estimates that it will last 4 to 5 years at most. In response to Mr Noyes' question whether there would be any recommendation for incinerator or other dump land, the selectmen, stated that the' planning board fluid probably recommend other land. They thought that the nevr' devel.opment near! dump would not apply so much pressure that dumping would have to step sooner. Trash collection would probably cost the town $i5O00Q/year and au incinerator would be a capital expenditure of $350,000 t9 0400,000 Therefore an incinerator was not being considered. (Collection as necessary if an incinerator is used.) There was discussion about possible land for incinerator if one were considered. The selectmen consider that M-1 land, will be needed for M-1 construction which should increase once Itek is there. The road is going, out to bid in a ,reek. Mr Maloney answered Mrs. Fitxgerald's request for a guess as to how much additional industrial assessed valuation we might expect in the next five years by saying that Raytheon's first building should cost about 2 million dollars, its second building (scheduled to be built two years after the first,gx. i.e. 4 years from now) was of unestimated cost, but the total Raytheon projectwould cost $8, million. Itek's building cost would be more than $1 million. These are total construction costs, not assessed valuations. The question of providing sewer to Raytheon property was brought up. Library, Mrs Morey says that the Advisory Committee is looking into a bookmobile, but there is nothing definite, no date or recommendation at this time. The total is 2250,000 less than last year. The selectmen thought to have the sewer in East Lexington well enough along to ask for $250,000 but the timing is wrong. Therefore this will be next year's project:
