Meeting with John Carroll, Superintendent of Public Works
A meeting was held at Mr Carroll's office, Monday, November 23. All members
of the Capital Expenditures Coo:;ittee were present.
.`iAT ': Last year's request for the years 1960-1963 totalled 4880,000; this
year's request for the sure years totals 4550,00v Will this amount
complete the project of putting i. watermmains from Route 2 all the way
to the Bedford Air Force facilities of is the project slowing down. Do
these figures ahoinclude estimates of Air :once contribution? Mr Carroll
explained that these figures are just guesses. Negotiat ons are not
'completed with the a.I The town is asking for $340,000 (we are actually
asking for a percentage of the actual construction cost— based on the town's
estimates of this cost, the percentage requested of the A.F would amount to
about 4340,000) This would be to pay fol their share of a 36" line the
h. D.C. is ruhniug along Route 2 and 24" line along Waltham St. to standpipe.
;7e have received no answer to our letter of last May— unofficially the
town has heard that the A. r is willing to go as high as 4/150,000 Therefore
the town would be paying 75% of this main extension. Cur contract with the
Air Force states that eit.aer party may terminate The air force is using
20% of our water now, or about 202 million gallons They have consistently
underestimated the maximum amount they would use; and this seems to be the
basis of the controversy over the amount of money they should pay toward
this water main. If the town terminates the contract to supply them with
water , yin Carroll says taey would go to court. Ii we terminate we would
not have to build the 24" main along Waltham St, now (not needed for about
20 years) Carroll does not think we will go beyond the standpipe for a
number of years; there is a 12" line going down Mass Ave to feed them now.

about 4330,000 over a 'en year period without interest.
The i, D. C will build a 36" line to Waltham Street and not charge us for
the section •natertown to Nalthan street at this time unless we connect into
it. We will pay from the Arlington line to datertown Street (about s$59,000)
The IV D. C is planning to build it on Concord Ave rather thanon Route 2;
they will build a standpipe close to Concord Ave. and dalthaa St.:ee will
ask for connection in at ,latt,rtown St.
Sundry Streets — Don Noyes asked what the 4100,000 in the last
three years (1962-1964) represen ,ed. 416,000 had been allowed for Sundry
Streets in last year' s estimate. Carroll answered that 41o,000 per year
for sundry streets was about right, the rest was for some 12" mains in

1960 — Watertown St. will cost 4335,00 because of ledge.
Justin St. — He does not arrow whether it win be built in 1960 Trunk
sewer is available i, Sunnyside There is pressure in Justin St. for sewer
White and Greene(developers) woulc build part of this line (could not buil
development unless Sewer is available) Committee asked what woula be result
of postponing sewer Answer was only that area might not be Developed so soon.
Sundry Streets — why is amount requested tripled? More requests.

there will still be e100,000 available to finance some other project this year
The figures given for these projects are estimates for the whole job. In the
ease of Justin St. at least; the contractor would pay some

DRAINS — Why not put in the part which will drain the playground in 1960?
Mr- Carroll answered that Vine Brook was already lowered in 1959 but t. ,
there is probably clay in the field. The middle piede is spheduled for 1960
in order to get behind the dump before it is covered. Sickle Brook has
been moved back from 1961 (as scheduled last year) to 1963 on this year's
schedule because Emerson Road has been pushed back in time schedule.

STREETS — The Worthen Road figure includes everything.
Sundry Streets does not include sidewalks and curbing. An
amount of 35,000 for curbing and : 259000 for sidewalks should be added
to each year's budget.
The committee decided to separate streets from highways in the report this
year — as was done last year.
A piece of Emerson Road may be built by Maple St.Carden Apt. developer
;dorthen Road — a piece will be built by Colonial Acres people
Chapter 90 — allow 335,000 (probably for Winchester Drive )
Sundry Sts. — allow 3135,000
Highways — the remainder of request
EQUIPMENT — about $30,000
DUMP — could last 5 years (Carroll) then incinerator probably Belmont
indinerator cost 3650,000 The present cost might be 3750,000 or we could
find a new dump site. Maintenance of incinerator would cost about 350,000/yr
