Tri-Ton Coalition Advisory Board Meeting
Meeting Minutes
August 28, 2024

Attendees: Susan Lumenello, Director Burlington Board of Health, Joanne Belanger, Director
Lexington Board of Health, Shelly Newhouse, Director Wilmington Board of Health, Katie
Capobianco, Shared Services Coordinator, and via telephone Josh Pruett, National Association
of Tobacco Outlets
I. Approval of Minutes
• Approval of August 20, 2024 meeting minutes - approved.
II. Staff Positions
• Community Outreach Worker—Juliana has started and is working on Foundations of
LPH. Katie is looking into hoarding training for Juliana to take. Juliana eventually
will be working on the Hoarding Manual. Katy provided the Community Meetings
contacts for Juliana to reach out so she can start attending. Susan requested to send an
email to Juliana is there is any work they would like her to do.
• Communications Specialist—Interviews will be taking place tomorrow morning.
Susan would like the new person to look at how to track work requests and act as a
liaison to coordinate work efforts.
• Rashod's last day of work is September 6h. Susan said she was not anticipating
replacing this position however, Joanne would like to hire a new PT PHN as she
could use the person in Lexington.
III. Programs
• Rashod's upcoming CPR/AED trainings had to be canceled however, Sandy is
scheduled to take the CPR/AED training course in September and she will then be
able to hold trainings,
• Susan would like the new Communications Specialist to track CPR trainings and BP
screenings.
IV. Events
• Flu clinics are coming up soon. Katy is trained as a scribe and Juliana will be trained
as well. Burlington and Wilmington will not be holding Covid vaccine clinics.
• Juliana can be trained to do Narcan trainings however Joanne would prefer a medical
person conducting them.

Juliana can change her schedule to make sure she can attend the community meetings
in Lexington. Joanne said they are held every other month on the third Thursday of
the month and there is a Zoom option if she cannot make the actual meeting. Joanne
said the next meeting will be held on October 24h.
V. Tobacco Updates
• Tahycha will be out for a few weeks and will be back in the office mid-September.
She will restart inspections in October. She will let Shelly know if she is doing
compliance checks in Wilmington.
• Tahycha is up to date with Lexington compliance checks. She will be performing re-
inspections at places that had violations.
VL New Business
• Katie will provide Susan with the posting for a new nurse.
• An RFP is being sent out for a contract to create a strategic plan for the Tri-Ton
Coalition. Katie will send a copy of the RFP to Joanne and Shelly.
• A meeting with Civic Plus is coming up to discuss the creation of a website.
Burlington currently uses Civic Plus however the Tri-Ton Coalition website will not
be branded as a Burlington website. If Joanne or Shelly would like to participate in
the Strategic Plan RFP determination or the website, please reach out to Katie.
• Tahycha is trained as a lead determinator and Susan will be sending one of the
inspectors to be trained as well. The link has been sent to Shelly and Joanne if they
are interested in sending a staff member to be trained.
• Katy will be attending the next meeting to discuss gaps in the 2022 survey.
• There is a September 25h virtual training on Facing Fears of Children in Clinical
Settings if any Lexington or Wilmington staff would like to attend. Katie will forward
the information.
• Joanne said that they need to create new inspection reports on WinWam to include
the new plastic ban. The PHE grant can be used to cover this fee as well as the yearly
WinWam fee.
• Joanne and Shelly will check if any staff members need membership renewals.
