HomeMy WebLinkAbout1929-12-23SELECTMEN'S MEFTING Dec. 23, 1929. ' A regular meeting of the Board of Selectmen was held at the Selectmen's Room, Town Office Building, at 7:30 P.M. Messrs. Burnham, Custance, Chamberlain, Blake, and Shannon were -oresent. The Supt, of Public d'orks and the Clerk were also present. u Bids were received on the coupon note of $22,000 to be issued in connection with the purchase of the M.&.B.St. Rwy. Co. property on Bedford. Street, the same to be 22 notes for $1000 each, payable 1931-1932 $5000 yearly, 1933 - 1935 $4000 yearly, notes to be dated January 1, 1930, interest at the rate of 44% per annum. The bids were as follows Lexington Trust Com-rany 100.260 Atlantic Corporation 100.18 rstabrook and. Company 100.211 The bid was awarded. to tho Lexington Trust Company. The following bids were received on the printing of the Lexington Town Reports according to specif- ications presented. Melrose Free Press $2.25 per page. Newburyport Herald Press' 1.78 Gainsboro Press. 2.12 Medford Printing Co. 1.90 The ri€;ht was reserved to reject any or all bids and inasmuch as the Board felt that the Newburyport Herald Press wa's a long distance away, that it would. be much more convenient to :accept the bid of the Medford Printing Company, they having done very satisfactory work on the printing of the report in the past. The Board voted. to accept the bid of the Medford Printing; Company at $1.90 per page. Bid awarded to Medford Printing Co .for Town Deport. Commitment for sewer rental charges in the amount Sewer of $354.30 was signed by the Board. Commitment. Letter was received from the Town Counsel in which he stated that he did not see anytr,ing in the' Statutes wherein the Selectmen had any authority to fill the vacancy caused by the resignation of Robert P. Trabk, Director of Middlesex County Extension Service. 4 5 :1- f The Board therefore decided to accept the resignation of Mr. Trask, but to inform him that no action could be taken uron his suggestion that Mr. E. P. Merriam succeed him until the 1innual March r election: Letter was received from H. I. Letter was received from the 'Town Counsel in Release re Old which he enclosed a rolease from the Town of Arlington Peat Factory. protecting; the Town against any suit for damages in connection with the destruction of the old Peat FactorT Building. The Board agreed to sign this agreement, one cony to be sent to, the mown o` Arlington and one to be retained. At 8 P.M. hearing was declare? open on the apnlicetion of Adour TE kmekjian, 145 Crescent Hill Ave. for permission to errect a garage on his premises. Ekmekjian A representative of the Priggen.Steel Co. appeared garage granted; before, the Board in favor of the apnlication and. stated that he knew of no objection from the neighbors. No persons appeared to object, and it was voted to grant the permit. Legal opinion was received from the Town Counsel Prosecution of regarding the prosecution of Frank Canisius inasmuch Frank Canisius. as he is still collecting garbage in the Town. It was left with the Clerk of the Board to look up the details of the case with the Town Counsel and. ' Health Inspector. Letter was received from the Town Counsel in which he stated that he presented the Boards proposition regarding allowing Mr. Ryder to keep pigs Ryder Case. at 117 Waltham Street until June 1, 1930 and Mr. Ryder was not interested in the proposition. The Board did not see how, under the circumstances, that they could do anytring different in the Ryder case than they have done, and therefore decided to let the prorosition stand. Letter was received from Elmer A. Lord. Co. Insurance asking for a renewal of $3000 insurance on the blanket renewal. sbhedtLle expiring Jan. 5th, 1930. It was voted to renew this insurance. ,Sewer Survey, The Board approvel bill of $262,39 of Metcalf jbill for. & Eddy for work done -)n the Sewer Survey. IL 1 L+,53 Application for admittance of Mrs. A. G. Frothing Admittance to ham, 20 York Street, to the State Sanatorium for State San. A.G. Tuberculosis was signed by the Board. Frothirgliam. Upon request of the Board 1-71a.t the Planning Board meet with tl Fer to discuss the plan of Five Forks, Mr. J. Henry Duffy appeared before the P.oard representing; the Planning Board. The Town Engineer presented the plan that the Planning Board decided upon in connection with the Five Forks. Mr. Duffy explained that.the Planning Board were very much in favor of retaining the triangle at Five Forks inasmuch as they felt that the open sraces in the Town.were desirable. He stated also that the Planning Board advised the widening of Lincoln Street to 501. The Board discussed with Mr. Duffy the advis. ability of having the trianKle if they desired to control the traffic lights. They also discussed. the radius of the curves as co"jared with the curves at Marrett Road and Waltham Street. The, Planning Board, he stated, also advised the purchase of the triangle by the Town to be held and controlled by them and kept as a park. The expense of keeping un the triangles in the Town was also discussed. It was finally decided to reryuest the Supt, of Public Works to communicate with Richarr? P. Elliot present owner of the triangle, and ask hurt to set a price that he would take for the triangle. The Town Engineer stated that the triangle, although it is in the business district, could not be used for business owing to the 201 set=back reiuired on each of the streets. The Supt, of Public `,'forks reported that Mr. Elliot stated he would like to obtain a gasoline permit to use this triangle for that purpose. The Board discussed the plan but made, no definite recom-nendation, except that Mr. Blake stated that he wanted to be recorded in the records as being opposed to leaving any triangle in the highway, as he felt they were dangerous and most usually unsightly. Mr. T. A. Custance reported a conference with Miss Eller. A. Stone at thn Town Office Building unon her property in East Lexington. Miss Stone put forth the proposition that she wanted to have consid- ered; that the Town.fence in their property, dividing her property with a fence similar to what now exists on the part of the Town property, so that the children would -not annoy her by crossing her premises. The report was ackhowle,-'gerl as a report of progress toward the desire of the Town to purchase a Part of Miss Stoners property for school and playground purposes. Five Forks. Conference,, Miss E.A.Stone. a„ 4 �5+ 11 Application was received from the Country - Country -Side Side Inc. for nermission t6 Increase their gasoline Filling Station tanks from 3000 —5000 gallpns and to install application. eight r1imps at the corner of Lowell and'"'oburn Streets. It was decided to have a hearing on this application. Mr. Custance reported that the Ridgeway Dept. Miss Munroe to were now widening out the corners at Lowell and give land to Woburn Street,_and he had arranged witli Miss Munroe town. to give the land to the Town which she owns on.the corner. In regard to the traffic signals, the Board. voted: to instruct the Supt, of Public ':works to Traffic signals. place a sign designating no left 'turn at the corner of Hancock. St. and Elm Ave. When the Traffic Regulations are revised, this is to be:made a part of the Regulations. Report of.the financial standing of the Fire Dept. was received from the Supt. of Public 511orks. He state,' that the Chief of the Fire Dept. stated 'Financial that he could Pet along with his anrropriation i'standing of without having- any additional amount for this Dent., EFire Dept. but the Town Accountant, at the present time, has more bills than can be covered by the amount of money 'I in the Dept. so that the men can not be paid in full for the balance of the year. Nothing can be done about this annronriation except that the aprropyri¢ti�n will have another draft. I'E..Lexington Mr. Blake reported that an article should be Fire Station. inserted In the Annual Warrant so that something might• be done about the East Lexington fire station to put the same into repair. The weekly report of the Supt. of Public ';Yorks is as follows: For the weeking ending Dec. 21, 1929. Highway Department. The surface water drain in -Ward Street has been extended. The surface water drain in Grant Street has been completed. At the corner of Lowell Street and. Woburn Street, the corner on the north side has bjen cutback and the high bank has^been cut down. Because of icy conditions, it was necessary to sand the hills and sidewalks. Gravel has beenlsnread and grrded on Grove Street, Old County Roal3, '-Alood Street Lowell Street And School Street. Next week the denartment will. be occunied with the regular maintenance wor'j. 11 Moth & Shaun Tree Dert. Gypsy moth nests were treated with creosote on ' Lincoln St., Weston Street, and. Concord Avenue and this work will be continued next week. Park Department. Regular maintenance worm and corstruction of a tennis court at the Center Playground has occupied the Department during the past week. Next week the regillar maintenance work will be attended to. ',Nater Construction. Three lengths of 12" pipe have been laid. in Mass. Avenue'near the property of John Sullivan. This work is progressing slowly on account of the 1'edg®. Water Maintenance. An inspection of all hydrants -has been made to see that barrels were drainedofwater. The water service to the new Trust Company has been completed. ' It is expected that the 12° mainlin Mass. Avenue will be completed as far as we -intend to go this week. The work contemrlated for the week ending January 49 1930 is as follows: Water and Sewer Maintenance work. Engineering Department. Sewers. Grades for bank connection at Mass. Avenue and Muzzey Street. Highways. Wrote description of Highway taking fronting Colonial Block. Cedar Street Survey. Miscellaneous. 1rote description ,of three new precincts. Block plan tracings. Wrote several descriptions of Middlesex and Boston property. Work on Ryder development for Planning Board.
