HomeMy WebLinkAbout1929-12-10 43$ SELECTMEN 'S MEETING Dec. 10, 1929. A regular meetingof the Board of Selectmen was g held at the Selectmen' s Office, Town Office Building at 7:30 P M. Messrs . Burnham, Custance, Blake and Shannon were present. the Supt. of Public Works and the Clerk were also present, Alcohol license was granted to John C. Phelps to sell alcohol at the Paul Revere Garage, Marrett Road. Alcohol license. New England. Tel. & Tel. Co. petition for join Pole location of poles on Woburn Street was granted. location. Mr. Robert L. Ryder came before the Board and asked for consideration of a proposition in connection with the keeping of pigs . He stated that they have proceeded to go to the Supreme Court with exceptions but they did not want to do it, inasmuch as it would be expensive to them and it would also be en expense to the Town, and he thought that the Board height consider a proposition. They have api *rery, and if they get beat in`this case in the Supreme Court, he did not know R.L.Ry'er what they could use the building for, while on the other before hand, they would like to use it a while longer. Town goes through with the drainage proposition, and they will then be able to sell the land for a little more than they paid for it. They felt that they would like to use the building for a longer period but did not with to specify the period and if the Board would consider their proposition, they would be willing to put it in writing . They would keep down the number of hogs tomerely brood sows and would not keep any of the young pigs there after they were weaned; they would be taken to Woburn or to their place on Maple Street. They would agree to feed 300 or less pigs and agree not to feed garbage except for eight months in the year. They felt that at the trial, the objections seemed to be to the odor of the garbage in the summer, and if they did not feed garbage in the summer time, it would not cause any objection. The Board decided to lay the matter on the table for a week and consult with the Town Counsel regarding the matter. It was reported that Rubin & Seligman were ready Rubin & to sign a deed of property located on Mass . Avenue Seligman recently taken over byhe Town, but they believed that property. the Board should take e matter of assessment of their rear property with the Board of Assessors, and it was decidedto request the Assessors to come before the Board of Selectmen on Tuesday evening next to talk the matter over. * would not at any time exceed over 300 most of them to be kept inside the building and a few outside. They 440 At 8 P . M. hearing was held on the application of = Robbins & Smith for approval of plan for the extension _ Extension of of Spencer Street. The Engineer for Robbins and Smith Spencer St. appeared at the meeting and presented a lotting plan II"in addition to the plan for the extension of the street. The Board approved the layout and signed the plan for both the layout and the lotting plan. 1 Letter was received from the Town Counsel in which he called attention in connection with the Stuart- Stuart- Marshall Realty Company proposition, that the Board Marshall should make a layout of a street before appropriating Reality Co. money for purchasing the land, but that Mr. Waddell, rproposition. Director of Accounts, would approve the votes if the Selectmen make the layout although no taking has been made . Another letter was receivedfrom the Town Counsel regarding theEast Lexington Peat Factory property in which Mr. Wrightington stated that he was of the opinion that the safer course would be to take down the building and assess the owner of the land for the E. Lexington cost. It was up to the Board of assessors to determine Peat Factory the ownership of the property. He stated that if the Property. Board felt that "maleing safe" included the removal of debris , that the cost of the removal could be charged against the property. He also stated that he would obtain a proper release from the Town of Arlington, but they would probably stipulate that the expense should rot be charged to their Town as tames or otherwise. The Boardvoted to request the Town Counsel to proceed with thismatter. Resignation was received from Robert P. Trask R. P. Trask from the office of Director of the Middlesex County resigns , Extionsion Service, inasmuch as he also serves on the M. County Town Appropriation Committee . He suggested the appoint- Exten Ser. ment of Edward P. Merriam as his successor. It was left with the Clerk to see whether or not the Selectmen`have any authority to appoint a successor inasmuch as the Director of Home Economics is elected. Water Commitment was signed by the Board in the amount of $5630.14. Letter was received from the Town Accountant in Revenue which he advised a Revenue Loan of $100,000. be borrowed, Lo the same to be dated December 18, 1929 and payable June 5, 1930. Letter was received from the Planning Board regarding their decision on the layout of the Five Five Forks. Forks. A sketch preparedby the Town Engineer was also on hand. It was deciddd to take this matter under advisement. Letter was received from the Planning Board regard- ing the layout of Hinchey Road and stating that they recommended for the approval by the Board 6f Survey the layout of Hinchey Road, except that the southwesterly end of said Road be considered by the Town Engineer Hinchey Rd. and determined if it be left in such direction as will permit of its ultimate proper extension when required. The Board signed 9 letter requesting the State State Audit AuditingDept. to make an audit of the Accounts of tl^e Town. Nary calling ..�.. attention to the condition at Oak Street when cars are parked on both sides of the street near the Hadley Press, Condition and also to the condition of the sidewalk between the 111 at Oak St. Adams $chool and Oak Street, and stated that the water lies in that location and the children have to wade through it going to and from school. The Supt. of Public Worvs was requested to look into the situation. Letter was received from the Supt. of Public Works in which he advised that two flashing lights be placed on the State Highway near No. Hancock St. after he hadgone over the matter with Mr. Taylor. He also suggested that if two 'of the street lights were replaced by larger candle power lights , that the oorner would be better illuminated. He felt that the permission of the State Dept of Public Works would be necessary for these improvements, with the exception of the street lights. He recommended that the matter be taken up with the Traffic Engineer of the Dept. The Board decided to leave the matter to the Supt. of Public Works to go into. Memorandum was received from the Supt. of Public Works giving the items paid for rental for storage of ears for the Town, and also for property rented for storage. This amount yearly adds up to $2916. The Board felt that this is a good argument for a local storage plant for the Public Works Dept. and for which an article has been inserted in the Warrant requesting the Town to appropriate money for the purchase of land. The Clerk was instructed to secure bids for Town Reports. The weekly report of the Supt. of Public Works is as follows : For the week ending December 7, 1929. Highway Department. Snow removed from streets and sidewalks. Sidewalks, hills and approaches to locations where automatic traffic signals are leeated.were sanded. Street surfaces were patched Construction of a drain in Grant Street to carry surface water to Vine Brook has been started. Next week the department will be occupied with the regular maintenance . Moth & Shade Tree Department. The gypsy moth nests have been treated with creosote in Lowell Street, Meriam Street, Oakland Street, Stetson Street, Glen Road, Somerset Road , Hayes Avenue and Edge- wood Road. 1 443 This work will occupy the Department next week. Park Department. Gravel near the Lincoln Street side of the Playground has been spreae and levelled. Wor'_r on new tennis court continuee and regular maintenance wok attended to. Next week the regular maintenance work will be taken care of . Water Maintenance. A water renewal has been installed for the estate of Lewis Hunt at 15 Waltham Street. Water Construction. The 12" main in Mass. Ave has been completed to Lake Street and approximately 6004 of 12" pipe has been laid. Sewer Maintenance. The sewer connection which was laid in Mass . Acre. to the curb line at the corner of Muzzey 'Street and Mass. Ave is being lowered. approximately 12 inches in order to take care of the new building being constructed. Sewer Construction. The sewer in Mass . Avenue has been completed as far as Lake Street. Two manholes have been cnnstruced. The work contemplated for the week ending December -21st is as follows We expect to complete the sewer in Mass. Ave. and willleontinu� to lay the 12" water pipe from Lake Street to Cedar Stteet and tie same in with the main in Cedar St. Several cross connections o s are to be made and if the weather permits, this will be done.
