HomeMy WebLinkAbout1996-04-08-BFC-min.pdf TOWN OF LEXINGTON AD HOC BUILDING FINANCE COMMITTEE Minutes of Meeting April 8 1996 at the School Administration Building, as approved April 12 , 1996 The meeting was called to order by Chairman Kelley at 7 12 a m with all committee members except Kennedy present Approval of Minutes VOTED Meeting of December 8 , 1995 - as submitted Meeting of March 22 , 1996 - as amended Meeting of March 26, 1996 - as submitted Meeting of April 2 , 1996 - as submitted A new handouts was passed out "Sheet 1" of renovation construction cost estimates that had been tied to state grant eligibility At the bottom of the sheet Pierce had pencilled in the state's granting formula and he had calculated that the $2 , 698,250 grant would amount to 35 percent of the project cost Thus , roughly, the state would fund $2 7 million, and the town and private sources each $2 5 million Including the floating furnishings , about $3 25 million of private funding would eventually be required, but the furnishings could be added over time after completion of construction Unarade existina library or new construction? The Selectmen will be discussing the library and schools' capital requests at their Tuesday, April 16 meeting at 7 30 p m The Secretary will try later this week to get advance word on exactly when on the Selectmen' s agenda Discussion of April 3 revision of "Deferred Maintenance" sheet that had been sent to committee members with last meeting's minutes brought questions about the accuracy of the roofing estimate Although the number of estimated squares had been reduced the price per square seemed too low for the amount of work that would have to be done Another change on the sheet was noted Under "Electrical" estimates for security and data communication systems had been added Sprinklers? The high cost and the possible precedent-setting of requiring sprinklers in future renovations were cited in discussion Garber questioned if code requires sprinklers in the high-ceiling area Other concerns voiced were how the renovation and "deferred maintenance" items stacked up against the Archetype report, ADA requirements and the town's recent ADA evaluation of the building Matters deemed outside the committee's and Archetype's domain judgments on program, usage and collection needs of the library With new construction/renovation, an increase in square footage from 38,000 to over 51,000 is envisioned Pierce added comparisons to libraries in nearby towns such as Arlington, that spent a large sum to enlarge its library prior to the state grant program Since several committee requested another tour of the library, agreed to meet once more, Friday, April 12 , at 7 30 a m at the library Meeting adjourned at 8 40 a m Respectfully submitted, a, /=-4ecrtp Erna S Greene, Secretary
