HomeMy WebLinkAbout1996-12-10-BFC-min.pdf TOWN OF LEXINGTON AD HOC BUILDING FINANCE COMMITTEE Minutes of Meeting December 10 1996 in Selectmen' s Meeting Room of the Town Office Building The meeting was called to order by Chairman Kelley at 7 40 p m with all committee members except Eagle present Director of School Buildings Operation Moynihan arrived shortly after 8 00 a m Minutes of April 16 1996 were approved as submitted Code compliance need was questioned by several committee members , in particular requirements regarding earthquakes and sprinklers The architects have been asked to provide an answer on this Kennedy recommended it be in writing Among comments "We should not contradict the School Committee on policy decisions " "Most revisions to schools are enrollment-driven However, only nine of the 28 recommended new classrooms appear to be directly attributable to this " Garber noted that in being asked to evaluate the HMFH report the Building Finance Committee is being given a new mission He also objected to the fact that the HMFH report used the Archetype data and ignored the work of the BFC Is it necessary to make the schools good for 50 years , it was asked The chairman commented that the state reimbursement program tends to discourage annual maintenance of schools Moynihan entered the discussion, telling of his conversation with Jim Anderson of the School Building Assistance Bureau According to current regulations , all needs of a school building must be addressed so as to extend the life of the building to 50 years This aim must be ac- complished or else no reimbursement Jenkins urged that the BFC should stick with their earlier report Pierce advocated for the PBC's taking on the HMFH evaluation assignment Various committee members expressed concern over the high price ($67 million, plus cost of debt maintenance) Moynihan pointed out that the figures are raw construction costs, and that flow of expenditures must be planned The cost of the HMFH study was $90 ,000 and approximately $400 ,000 remains in the budget for preparation of plans Noting that the School Committee had appointed Phil Poinelli to replace Bill Kennedy as their representative on the PBC, committee members agreed that the PBC should be brought aboard A letter to this effect will go from Kelley after he has checked its content with other committee members Consensus among those present was that the committee had completed its charge and should discontinue, as it was originally conceived as ad hoc Moynihan explained that HMFH took the Archetype report and subtracted items not required for reimbursement or already accomplished Among items still in the HMFH report were Hastings mechanical work not done previously and sound work there He also told that he had been re- quested Superintendent Young to submit three maintenance budget scen- arios (1) for $2 1 million (2) for $1 million and (3) for a $770 ,000 operating budget , as in the current fiscal year Meeting adjourned at 9 00 a m Respectfully submitted, ept44_, Me /aJi4ct Erna S Greene Secretary
