SELECTMEN'S MEETING - NOVEMBER 5, 1929.

A regular meeting of the Board of Selectmen was
held at the Selectmen 's Room, Town Office Building at
7 30 P.M. Messrs. Burnham, Custance, Chamberlain,
Blake and Shannon were present. The Supt of Public
"dorks and the Clerk were also present.
Stuart- Mr. William H. Ballard came before the Board to
Marshall report regarding the progress of the Stuart-Marshall
Realty Co. Realty Company. He presented plans that the Company
haddrawn of the proprsed new building to take the place
of the present building He stated that he had hoped
to present a signed proposal by the Company, but they
had been unable to get in communication with the
Mortgagee. He presentedcony of the new proposal intend-
ed to be signed, also specifications of the stores and
apartments.
Lovell Bus Petition was received from the Lovell Bus Line Inc.
petition. for permission to operate busses from the Lexington+-
Woburn line, over Woburn and Lowell Streets to the
Lexington-Arlington line.
The Board d'-cided to hold a public hearing on the
petition.
Alcohol licenses were granted to the followirig:
Alcohol Lexington Hardware Supply Co. , 1756 Mass . Ave
licenses. E J. Viano , 1668 Mass . Ave. , 1802 Mass . Ave and
34 Bedford Street.
I State Aid State Aid payroll was signed in the amount of
payroll. $26,00
At 8 P.M. hearing was declared open on the
acceptance of Hill Street as .a public highway. A
large number of the residents of the street were present.
Mr T. A. Custance conducted the hearing. questions
Hill St. were asked by Miss Ella Tewksbury, Mr. T. E. Mansfield,
1 Mr. Arthur N. Maddison, Mr. John r3ullock and Mrs . Marion
E. Woodworth. The questions asked relatedmore particularly
to the distance the road would be constructed from their
houses.
Mr. A. N Maddison, Presidetht of the Lexington Golf
Club represented that organization and ask-d whether or
not the improvement was for the benefit of the people
living on the street or whether it was an improvement for
the Town as a whole. He was informed that the widening
was a Town improvement considered by the Board necessary
for the public. Mr. Maddison stated that he felt the
Golf Club Committee would probably vote to give the land
providing there was no betterments.
Mr. Bullock stated that he would be glad to pay for
whatever land could be given to him on the change in the
layout of the street.
The meeting was informed that the street would be a

All persons present seemed to be in favor of the
layout and there were no objections .
The Board voted to make the layout.
At 8: 15 P.M. hearing was declared open on the
petition of the E.E.I.Co. and the New England Tel. & Pole
Tel. Co. for permission to set two poles and remove Locations.
one pole at the corner of No. Hancock St . and Hill-
side Terrace. The Supt of Public Works conducted
the hearing and received objection from Mr. Pierre
Northrup of the intended location of the pole and it
was agreed that the pole would be moved over onto the
other side of Hillside Terrace rather than in front
of the Northrup property.
It was therefore decided to grant the request of
the E.E.I. Co. but to locate the new pole in a
different location to be designated by the Supt. of
Public Works .
Petition was received from the residents of Vest Petition
Lexington asking that a shelter be built on Marrett for
Road near the junction of Mass. Ave for the benefit Lovell
of the persons who travel on the Lovell Bus line and Bus shelter.

The petitioners were informed that they would have
to commuricate with the Lovell Bus Line Inc. inasmuch
as the shelter could not be errected by the Town.
Petition was received signed by Mary J McCaffrey
and others, owners of property on Mass. Ave. asking
that the Board refrain from installing a sewer in
Mass . Ave. past their property, inasmuch as they would be
assessed for the sum of approximately $650. on land which
they considered farming land with the exception of one Sewer,
house lot. Mass. Ave.
The Board considered the petition and the advis-
ability of laying the sewer only part way. They
considered also the new construction. which is to be
laid next year in the way of a new highway andalso the
request of Mr. Valliere for permission to enter
the sewer and the fact that his property extends beyond
the McCaffrey property, and finally voted to lay the
sewer as far as could be laid in that direction.
The Board therefore passed the following order.

Middlesex, ss. Town of Lexington.
WHEREAS the Town of Lexington at a town meeting duly
called and held on June 18, 1929 duly adopted. under
Article .21 of the "Tarrant the following vote
Voted That the Board of Selectmen be authorized to
install sewers in the following streets; Belfry Terrace ,
a distance of approximately 280 feet; Massachusetts Avenue,
from Audubon Road a distance of approximately 1025 feet and

Oak Street, from Baker Avenue e distance of approximately
160 feet . 4a
Voted by the Selectmen, acting as a Board of Water
and Sewer Commissioners under the authority conferred by
Statute 1897 , Ch. 504 and acts in amendment thereof and
in addition thereto , and of votes of the Town of Lexington
pursuant ther' to, that a sewer be constructed in Mass-
achusetts Avenue from Audubon Road a distance of approximate-
ly 1025 feet, substantially in accordance with a plan
made by John T. Cosgrove, Town Engineer, dated October
26, 1929 and entitled, "Plan of Proposed Sewer in Mass.
Ave. , Lexington, Mass. , Oct. 26, 1929. Scale 1 in. - 40
ft. , John T. Cosgrove, Town Engineer."
Betterments will be assessed for this improvement
in accordance with the provisions of Chapter 221 of the
Acts of 1926.
The area which it is expected will received benefit
or advantage other than the general advantage to the
community from such improvement is described as follows
That portion of those properties on each side of
Massachusetts Avenue from Audubon Road a distance of
approximately 1025 feet.
The said area comprises the several lots shown upon
the plan hereinbefore referred to which are designated
in the schedule hereto annexed and made a part hereof.

upon each parcel of land to be as shown in the schedule
which is hereto annexed andmade a part hereof.
Witness our hands at Lexington aforesaid this 5th

Petition for street lights on Middle Ltreet were

received from the residents of the street asking that 4
Street lights be installed from Marrett Road to Lincoln St.
lights . The petition was referred to the Supt. of Public Works
for his report to the Board as to the number of lights
necessary.
Letter was received from C. A Bingham, former
Letter re Town Manager of the City of Waltham in which he stated
Municipal that he qualified fnr giving assistance in peculiar
Government phases of municipal government by his experience and
stated that the Board might desire his services at
some time.
The Board felt that the services of a City Planner
was something more necessary to the Town.
Letter was received from the Town Counsel in which

Marshall Marshalls adjoining the Cary Library, there would. have
property. to be ar authorization of expenditure of money previous
to making the purchase by the Town.
Letter was received from Mr. Willard C. Hill
stating that he could not accept the chairmanship of
the Tercentenary Committee .
Tercenten- Mr. Custance, however made a report that Mr. Harold
ary Lamont would accept the chairmanship of this committee,
Com-ittee. and would probably come before the Board at their meeting,
Tuesday evening next to inform the Board about the number
of Committee members he should have, and suggestions for
names and also he may be able to state how much money
is necessary for the celebration.
Letter was received from Robbins & Smith sending
Robbins & in a bill to the Town for the land taken in connection
Smith re with the laying out of streets. Mr. Chamberlain stated
layout of that the bill was larger than the amount agreed upon in
-streets . the taking of the Harrington land, and he took the bill
and agreed to check with Mr. Harrington as to the amount

Letter was received from Murdock C. Gillis
M. C.Gillis ' regarding betterment assessment of $240. The lot was
betterment assessed. for $80. and it was stated in the letter that
assessment. the Town could have the lot, inasmuch as he was not
interested in raying the betterment assessment.
The Board felt that it might be well to accept the
lot inasmuch as it probably could be sold for $80.
Letter was received from the Town Engineer asking

Letters were received. from '^iillard C. Hill, 2160
Mass . Ave. , Henry D. Love, 1361 Mass . Ave , and Edward
W. Taylor, North Hancock St. , calling attention to the fact
that changes should be made in the traffic signal lights '
for the safety of the public. Taffic
It was decided to mail conies of these letters to light
the Chief of Police and to the Traffic Light Control complaints,
Division at the State House .
Suggestions were received from the Supt of Public
'forks for changes in the Traffic lights.
The Sunt was also requested to paint the highway
lth lines having parallel parsing to tic curb on
Waltham Street up to the Depot yard and also in front
of the Boutelle Block , inasmuch as the road is narrow
at these points and the traffice narking diagonally does
not leave very much room for the travelling automobiles.
Mr. T. A. Custance reported that he attendedthe
meeting at Arlington regarding the proposed boulevard
to go through Arlington and Lexington, and he stated
that at the meeting he informed them that the Tcwn of Proposed
Lexington was not in a position, with all of the other Boulevard.

Letter was received from Mrs. Harriet L. Child ,
Lincoln Street Chairman of the Committee of the "omen 's

It was decided to communicate with the Cemetery
Commissioners to see whether they were desirous of

an appropriation for this purpose.
The following is the weekly report of the Supt . of
Public Works:
For the week ending November 5, 1929
$ Highway Department.
Construction of Hillside Terrace and Harding Road
has been comnleted.
Construction of Coolidge Avenue is completed except
the surface drainage which will be finished during the
present week.
'' ork on the construction of Fill Top Avenue has been
started. `
Stop lines at the intersections where traffic lights
have been placed have been nainted but tris work has hot
been completed because of wet weather.
Wgrn!ng signs notifying the public of the traffic

signals will be erected very soon.
1 Ash Street and Ward Street have been graded and rolledMS
and treated with asphaltic oil and rea stone.
Sidewalks on Mass. Ave , Clark Street and Bedford
Street, which on account of material used , were disagree-
able for pedestrians have been covered with a coat of stone
dust.
Surface patches have been made in Hill Street.
Next week the department will be occupied with
maintenance work and the construction of Hill Top Avenue.
Moth and Shade Tree Department.
Gypsy moth nests on Pleasant Street, Watertown
Street , Bowman Street and Mass Ave have been treated
with creosote.
The department has cleaned and burned the brush
in Bowman Park.
Next week the department will continue the work
of destroying the gypsy and brown tail moth nests .
Park Department
The drain in the upper part of the Playground near
the proposed skating pond has been completed .and the
reg .lar maintenance work has been attended to
Next week the department will be occupied with the
regular maintenance work
Water Construction.
We have laid approximately 1200 ' of 12" water pipe
in Mass. Avenue from Summit Avenue westerly.
The work contemplated for the week ending November 9th
is as follows Mass . Ave . water main extension, and Mass.
Ave . sewer extension (if authorized) .
If we are not authorized to extend the main sewer in
Mass. Ave. from Audubon Road, the men will be laid off.
