HomeMy WebLinkAbout1995-07-14-BFC-min.pdf TOWN OF LEXINGTON AD HOC BUILDING FINANCE COMMITTEE Minutes of Meeting July 14 1995 meeting in the office of Clarke Middle School , as approved July 26, 1995 The meeting was called to order at 8 05 a m by Chairman Kelley, with all committee members except Eagle present Director of School Building Operation Moynihan also attended Most of the meeting' s discussion and reports were based upon the committee ' s review and approval of Minutes of the May 19 1995 committee meeting Copies were passed around of Mark Moore' s letter to the Selectmen, telling of Grace Chapel ' s donated refurbishing of the Lexington Band- stand in Hastings Park, and Chairman Kelley' s letter thanking Pastor David Johnson of Grace Chapel for the generous volunteer efforts by members of his church Most of the work was accomplished during one mid-June weekend Only the finial replacement needs to be accomplished, as soon as a new one can be supplied The Selectmen also recognized the volunteer effort at their meeting Monday The chairman pointed out that the committee needs to react to school population needs and to the plans of the School Committee About 200 more students are anticipated in each of the next four to five years Committee members commented on the minutes and from observations while touring the high school that space utilization needs to be studied They also noted that the lunchroom usage by menu selection may not be the most efficient way to manage Moynihan said that an in-house space use study had been done in the elementary schools but now one is needed to be done for the middle and high schools Industrial technology and home arts programs are now being studied, with collaborating with Minuteman Tech in these areas also being considered Mulling the reactive versus long-range planning aspects of school building utilization, the committee noted difficulties in community understanding of the schools needs for specialized space and apparent growth of requirements over the years More information is needed on these topics The school administration should be prodded on this High School Boilers Bids were out a bit late Preliminary budget and technical information have been drawn up Construction will begin September 1 , but will not be completed for a year Preliminary esti- mates were for $350 , 000 but that has now swelled to $ 5 million Dual fuel burners have been specified (but take a long time to be supplied) High School Bleachers have encountered a similar discrepancy between preliminary estimate of $75 ,000 but lowest bid was over $170 , 000 However some work has been for this year, with some seating replaced The bleachers are not in compliance with today' s code, including ADA Work at Hastings is on schedule to be done this summer, Moynihan reported RFP's are now being prepared for work at Harrington and for wiring upgrade both to be done next summer Ad Hoc Building Finance Committee Minutes 7/14/95 - Page 2 Meeting adjourned to a tour of the building, which ended at approximate- ly 9 30 p m The next committee meeting will be at 7 30 a m at Bridge School , Middleby Road, Wednesday July 26 and will probably include a tour of the Hastings School Notes from tour of Clarke In 1993 Clarke, originally constructed as an all -electric building , replaced the electric heating with 67 heat pumps on the roof (s) , one pump for each room, tied to the existing control system Now maintenance of piping and vents is about $9, 000 annually, pumps have a 7-year life Energy costs have been reduced from about $200 , 000 by about $25 ,000 Moynihan summarized the problems at Clarke the elevator is undersized and needs a new cab in order to meet ADA standards, the hot water tank needs replacing, and in areas of heavy traffic the floor needs replace- ment or patching The present flooring an original installation and very durable, contains asbestos and is no longer available Going up to the top floor, the committee commented on the large size and possible flexibility of the space in the media center, which is lit by sky lights The flexible walls of the surrounding classrooms are no longer being used as such Four and a half custodians take care of the building The auditorium receives heavy public use The upper level divider walls , which would make two seminar rooms, have not been working for some years The upper level carpeting needs replacement but is not yet ripped or dangerous Committee members asked about the somewhat crumbling outer window sills , they contain asbestos and will be encap- sulated, Moynihan responded He characterized the building as largely in good shape with some maintenance needs Respectfully submitted, aa- Erna S Greene, Secretary
