HomeMy WebLinkAbout1995-08-16-BFC-min.pdf TOWN OF LEXINGTON AD HOC BUILDING FINANCE COMMITTEE Minutes of Meeting Auaust 16 1995 meeting at School Administration Building, as approved August 23 , 1995 The meeting was called to order at 7 40 a m by Chairman Kelley, with all committee members present Superintendent of Building Maintenance Frederick Sweet and Town Engineer Francis X Fields also attended Minutes of the Auaust 9 1995 meetina were corrected but approval was delayed until school enrollment data could be checked with John Moynihan after he returns from his vacation There was also a discussion of state reimbursement procedures , which Town Engineer Fields said vary with different state agencies and programs On town bonding, it was noted that Lexington now bonds for 10 years Formerly the town bonded for five years Generally Lexington's indebtedness is shorter and less than most municipalities , (an important element in triple-A rating) Plans for committee work After next week' s work meeting, another meeting was scheduled for August 30 at the School Administration Building, following another work session next week (August 23) In these two meetings, the committee will put together lists of buildings { (1) critical in need of capital improvement/investment NOW (2) capital improvement foreseen and (3) generally sound buildings needing regular infusion from better maintenance budgets As for schools , the chairman said he will be meeting with Mary Neumeier and Jeffrey Young soon after Labor Day to discuss the findings of their survey of school space/program needs , particularly in the secondary schools School Administration Buildina was looked over a little The Archetype report calls for a total of $300 ,000 in improvements toward ADA com- pliance in Year 1 Presently, the only handicap-accessible entrance is through the door to the meeting room remodeled from the old garage The staff meets with handicapped people there by pre-arrangement Other problems of the building include air conditioning inadequacy, roof and exterior, which does not retain paint The meeting adjourned at 8 25 to tour the building Committee members commented upon its charm and { disappearing paint Town Office Building will be toured with Fred Sweet and the new co- Chairman of the Enablement Committee Emily Silberberg on Tuesday, August 29, at 10 00 a m Committee members are invited The committee arrived at the East Lexington Library shortly before 9 a m and looked over the building - in surprisingly good shape and well kept - from top to bottom and outside Use of that library has in- creased in recent years East Lexington Fire Station tour was guided by Lt Washburn, who explained that the station is the fire responder for about 1/3 of the town and still alarms He showed off the new boiler replaced last year by an excellent contractor The building has 1950 wiring with the original system Circuit breakers flip often Updating of the electric 1 Ad Hoc Building Finance Committee Minutes 8/16/95 - Page 2 system is in the building maintenance budget now The roof is good, with gutters that were relined five years ago The main problem with the building is diesel fumes These engines must be warmed up for 15 minutes every day The pole from the second floor is never used as it is not reliable The tour ended at 9 30 a m Respectfully submitted, Erna S Greene, Secretary 3i 1
