HomeMy WebLinkAbout1995-08-23-BFC-min.pdf TOWN OF LEXINGTON AD HOC BUILDING FINANCE COMMITTEE Minutes of Meeting August 23 1995 meeting at School Administration { Building, as approved August 30 , 1995 The meeting was called to order at 7 40 a m by Chairman Kelley, with all committee members except Eagle present Superintendent of Building Maintenance Frederick Sweet and Town Engineer Francis X Fields also attended Director of School Buildings Operation John Moynihan appeared for part of the first half hour and provided clarification on school enrollment figures to complete approval of the Minutes of the Auaust 9 1995 meeting Report on Hastings School Progress Before Moynihan departed, he reported installation of new windows progressing, except for 35 windows that have not yet arrived Minutes of August 16 1995 were approved as submitted { Bases for discussion of Capital Protects Items that could be ac- complished with increased maintenance appropriations are not included in listings Noted that ADA items are on the green pages in the Archetype report Populations trends in town were discussed briefly as they may affect town and school plans (The town has a higher percentage of senior citizens than most surrounding towns Households are getting smaller; therefore population has hardly increased even though the number of housing units has increased ) Chairman Kelley will be meeting on schools September 8 , with Superintendent Young and Mary Neumeier of the School Committee Tentative date for the first Septem- ber Friday morning meeting of the committee - after next Wednesday, August 30th 7 30 a m meeting - is September 8 New Town Barn? Why? The building used to shelter the bulk of the DPW fleet is very old, a former street car barn, dating back to about the turn of the century Contemplated is replacement of the old wooden barn section of the building composite with a prefabricated steel structure at a cost of about $2 6 million Town Engineer Fields foresaw doing the project in two phases, the first to include design and environmental studies of the building footprint Additional space could be added on the upper level above the present office area to add more meeting and dispatch space An elevator would be needed Air handling equipment and boiler room could also go on the second floor Dry system sprink- lers would be installed Committee members advocated for three phases for the project (1) environmental studies to be budgeted ($10 ,000 ) in the operating budget, (2) design in year 1 to 5, and (3) construction Kennedy urged that priority be determined after looking at other needs Need has already been established for town barn to be reconstructed, not a just rehabilitated Fields commented that the Town Barn project should be bundled with some other more attractive capital program both for financial efficiency as well as for political appeal Library Renovation is now on an unstoppable track, leading to submitting an application for state funding in March, 1996, to be awarded in June Ad Hoc Building Finance Committee Minutes 8/23/95 - Page 2 of that year Recommended that this committee review the plans and prepare its recommendation, starting in December 1995 Cary Building now has only a short list of "crisis" items , such as rebuilding of the front stairs to eliminate moisture damage rendering the lower level men's room virtually unusable Committee members lamented that the building suffers a lack of updating and utilization Accessibility limits use of all levels except for the first floor Cary Building needs extensive updating of rest rooms and systems such as fire detection (non-existent except for boiler room) , electrical , audio, and ventilation Most important are life safety and protection of the outside to prevent damage to the inside Committee members speculated that the building potential for future space use would be better realized with more accessibility and updating A study of the building needs with costing (not in the Archetype report) would be required for better informed planning Bill Kennedy will draft a committee policy statement on this that can be finalized in the report to be given in October Meeting adjourned at 9 21 a m until August 30 at 7 30 a m Respectfully submitted, Erna S Greene, Secretary I 1
