AD HOC BUILDING FINANCE COMMITTEE
Minutes of Meetina Auaust 30 1995 meeting at School Administration
Building, as approved September 8 , 1995
The meeting was called to order at 7 37 a m by Chairman Kelley, with
all committee members except Garber present Superintendent of Building
Maintenance Frederick Sweet, Town Engineer Francis X Fields and
Precinct 9 Town Meeting Member Michael Schroeder also attended
Director of School Buildings Operation John Moynihan appeared for a
minute to report that all but five of the missing windows for Maria
Hastings School have arrived, and then he departed to oversee final
preparations for school opening next week
Sentember committee meetinas Scheduled was confirmed for meetings at
7 30 a m Fridays , the 8th (to talk about facilities already seen,
including Bill Kennedy' s statement on Cary Memorial Building) and the
15th at the School Administration Building After skipping the 22nd,
the last meeting of the month was scheduled for the 29th, tentatively at
Munroe School (to be confirmed with Munroe Center for Arts Director)
Minutes of Auaust 23 1995 were APPROVED as amended
DPW Garage Funds (about $100 ,000) for environmental study and archi-
tectural plans will probably be requested in the 1996 Town Meeting, Town
Engineer Fields reported
Cary Library Committee comment on level of town commitment and
renovation would be in order around December, after the Library' s plans
have been formulated
Cary Memorial Building To be requested at next Town Meeting $40 , 000
to rebuild the front entrance steps and $22 ,000 for roof fixing (parapet
and chimney repairs) Further discussion on direction awaits draft
statement from Kennedy
Central Fire Station Boiler replacement will cost about $110 ,000
Front yard regrading and storm drain extension are necessary Water
table is high in the area Fields said an underdrain beneath the
basement floor slab is needed Although need for more operational space
had been previously noted, consensus of committee was that space had
been freed when the dispatcher was moved to the Police Department
Addition to the Fire Headquarters building had first proposed when
Spellman was Chief, this need could be flagged in a major building use
plan study
The roof at the fire station is in the worst condition of all the town' s
slate roofs Its Pensylvania slates are quite soft and the flashings
and edges are disintegrating This roof is listed by Archetype as a
Year 1 item (Noted that $10 , 000 would be needed annually for upkeep and
repair of all town slate roofs ) Don Jenkins will draft a Fire Station
statement
In further discussion of slate roofs, committee members suggested that
2 some of today' s simulated slate roofing materials might be acceptable to

the Historic DIstricts Commission, and are certainly worth exploring
Total short-term needs of the Fire Headquarters building would be about
$230 ,000 , including $110 ,000 for boiler and controls, and something like
$50 ,000 to strip and replace the slate roof with 30-year architectural
grade shingles Fields advised that estimates should be checked
carefully before any report of the committee is issued
Visitors Center built in 1965 , needs a new roof The committee
recommended a non-wood shingle ("approved" asphalt shingles?) Eagle
pointed out that good products are now available Reflashing, gutters
or continuous copper are needed Presently outside doors for the
restrooms are being applied for Would timed automatic locking for them
work? Or should there be personal checking by a police officer or
custodian, or both measures? Ventilation is needed as well as flashings
around dormers A ventilated drip edge is possible at the gambrel
ridge Previous and proposed changes to the Visitors Center have been
planned pro bono by architect Steve Hurley, but construction moneys have
come from the DPW budget A Visitors Center statement will be drafted
by Chairman Kelley
Center Field Buildina (#10 in Archetype report) has timed doors but it
is not fully wheel chair accessible John partitions are made of wood
To replace stall partitions and make them accessible would cost an
estimated $4,000
Those who had attended the tour of Town Office Building with Emily
Silberberg found her quite practical in suggesting only reasonable
accommodations for people in wheel chairs For example, she recommended
buzzers and low-hung clipboards at counters , rather than counter
rebuilding Other adjustments would include door lever replacement, new
signage with braille and lowered elevator controls All Town Office
doors now have the required 32 inch openings The Visitors Center would
probably be the next building to come under scrutiny for handicap
accommodation, Fred Sweet noted
The Band Stand finial will be delivered and installed tomorrow in time
for the final band concert of the summer, Mark Moore announced
The meeting adjourned at 9 00 a m , following a brief preview of
forthcoming meetings September 8 at School Administration Building to
assemble information on already-seen town buildings, September 15 at
School Administration Building, with tour of Police Station; September
29 to check on asbestos , tattered systems and a multitude of other
problems at Munroe School
