AD HOC BUILDING FINANCE COMMITTEE
Notes from Meetina of October 27 1995 at the School Administration
Building
The meeting began at approximately 7 45 a m with only committee members
Kelley, Garber and Moore present , as well as Capital Expenditures
Committee member Ron Grammont and School staff Moynihan present No
minutes were approved since a quorum was not present
Chairman Kelley announced that a report on the committee's recommenda-
tions capital building priorities is expected by November 14th The
chairman has been meeting with Town Manager White, School Committee
Chairman Dini , Superintendent of Schools Young and Selectmen's Chairman
McSweeney, as well as with John Moynihan
With the new high school principal the chairman has had serious conver-
sations about need for more space in the high school The committee
response has been, "No " In meetings with the school people the
chairman has called for adjustments rather than expansion Could
program needs be met through better scheduling, reprogramming? Present
population in the high school is 1434 In 1972 there were 1700 students
in the building With re-estimating, as many as 1684 could be attending
the high school in 1999 Kelley's description of the high school space
"divide and confuse " The school committee is inclined to hire an
outside space facilitator
In general discussion of the schools, it was commented that adequate
maintenance is required to prevent some capital outlay Moynihan's
maintenance budget for the current year is $850,000 , but he would like
to have $1 5 million He defined capital expenditure as one of $25,000
or more that did not have to be done for five years or more Garber
asked how much would be saved on capital expenditures with sufficient
maintenance appropriations This questions could not be answered, but
an example of the $20 ,000 folding door repairs due to delayed roof
repairs at the high school was given Committee members said the
schools should look at more alternate routes to avoid construction if
possible Reevaluation of the committee's call for action on Diamond
construction was called for
Moynihan distributed a packet of work sheets on each of the school
buildings, with the Archetype recommended expenditures in each category
He is currently costing needs for each building and by each category in
several time-groups
1-3 years , 3-5 years, 5-10 years and 10-15 years
Policy decisions are needed to complete recommendations to the town
Plans for next week's committee meetina (November 3) Town Engineer
Fields and Superintendent of Building Maintenance Fred Sweet will review
needs of town buildings with the committee A brief discussion of the
library and DPW projects followed
A Review of Current Schools' Needs with Moynihan included Bowman,
Bridge, Estabrook, Fiske and Harrington He agreed to supplement the
work sheets with what he would recommend (not necessarily filtered
through the school committee )

Here's a rundown of costing mentioned
Bowman. "Landscaping, Fields, Misc " includes architects ' fees,
contingency, etc At Bowman large pave areas & playground
equipment are needed, as well as improved traffic flow control
at the back of the building "School Site" encompasses land
used extensively for recreation
$250 ,000 including playground - year 3 site work
$200 ,000 outside of building work ( roof seams & flashing work,
windows OK but doors need some work
$100,000 interior finishes
$ 50,000 for controls (electrical work being priced by bldg )
Bridge. $275,000 outside parking and playground
painting needed in 7 years
$100,000 for carpeting in 1-3 years
$ 50,000 for technology and electrical
no roofing in next 3 years
Estabrook
$250,000 for additional parking and other outside work
Playground is OK
$ 30,000 floor system needs change in 3-5 years
temporary classrooms need maintenance in the halls
$4 million additional eventually to add 4 classrooms and
multipurpose cafeteria to feed 1/3 of students at sitting
Fiske. This is the oldest school in the system (built ' 48 and ' 56)
It may need addition due to program changes - or a new bldg?
No capital expenditures for 3-5 years A new school would
cost something like $6 5 million, whereas renovation $2+
million to renovate/add This would qualify for 59 percent
reimbursement , with time of fund receipt depending whether
classified as Category II or Category III
Meeting ended at 9 25 until Friday, November 3, 1995 at 7 30 a m
