AD HOC BUILDING FINANCE COMMITTEE
Minutes of Meeting November 15 1995 at the School Administration
Building, as approved December 8 1995
The meeting began at approximately 7 45 a m with all committee members
present , plus staff members Frank Fields and John Moynihan
Minutes of November 3 1995 were approved amended
As the meeting began the following items were distributed
First Draft of Chairman' s interim report to the Board of Selectmen
Revised Policy Statement on Cary Memorial Building
Town Buildings facilities study analysis in chart form done by Town
Engineer Fields
The last of these formed the basis of this meeting 's discussion A
similar (interim) report on schools by Moynihan will be the Friday,
November 17 meeting' s discussion After that meeting the committee will
meet December 1 to work on the final draft report and December, to
complete work in preparation for the December 18 meeting on capital
planning
General Review of Charts on Town Buildings brought out the need for an
extra column to separate expenses for operating budgets from those for
capital budgets Committee members also expressed need to stress that
$5 , 000 annually must be budgeted annually for all slate roofs If the
committee persuasion is accepted by the HDC, the next roof on the
Central Fire Station will not be slate, but architectural grade asphalt
Concern was expressed that costs given at this time are, "best estimates
for setting priorities and planning at this time " Some note of source
and estimating process should be told in the committee' s report
Commented that the committee' s estimates are more up-to-date than the
Archetype report In any case, better figures must be obtained prior to
going to Town Meeting
Specific building discussions Cary Memorial Building The committee
recommendations for fire and smoke detectors and restroom improvements
need ballpark estimates, Fred Sweet will be asked to estimate costs for
these DPW Barn The committee should talk with George Woodbury, the
new DPW Director, but give him a year to evaluate the department needs
Committee to back only the 21 E study of building footprint part of the
site at this time The present DPW barn site was described as an
excellent location for the operation of the department Chairman will
draft an appropriate statement for the committee
The town should divest itself of the Munroe School building but retain
the playground The Bandstand is being taken care of by community
groups The East Lexington Library need for electric system upgrade ,
possibly an urgent safety consideration, will be checked and reported on
by committee member Pierce The Senior Center air handling situation
was described as "challenging"

The Visitors' Center and the Central Fire Station both are in an
Historic District and would require Historic Districts Commission
approval for any exterior changes Steve Hurley of the Chamber of
Commerce and Center Committee has drawn up plans to make the Visitors
Center bathrooms accessible from the outside and handicapped accessible
Reported that the HDC has given their approval Possibly cost estimates
are available from him and private support can be garnered from the
business community
Reported that Cary Library Director Carol Mahoney gave Town Manager an
outside figure of $6 million for construction work on the building The
architectural firm hired for the schematic plans is supposed to deliver
their recommended plans and estimates tomorrow Pierce outlined three
schemes to be considered 1) building to stay within its present shell ,
2) minimal change and addition; and 3) optimal rearrangement of library
spaces, including possible addition There is enough ceiling height in
1 the main room to accommodate a mezzanine floor All Archetype recommen-
dations would be encompassed in the new plan, with their legitimacy
verified Noted that Archetype considered only needs of the building,
not of the Library's usage and programs Pierce will draft and expanded
stated for Friday's meeting, that will also cover schools
After a brief discussion of general town needs and the chairman' s
narrative report , the meeting adjourned at 9 30 a m until Friday,
November 17 , 1995 at 7 30 a m
