HomeMy WebLinkAbout1995-11-17-BFC-min.pdf { TOWN OF LEXINGTON AD HOC BUILDING FINANCE COMMITTEE Minutes of Meeting November 17 1995 at the School Administration Building, as approved December 8 1995 The meeting began at approximately 7 45 a m with all committee members except Jenkins present Materials Distributed November 16 , 1995 draft Chairman's narrative report to Selectmen November 16 revised report on Munroe School/Center for the Arts Updated table sheets from Moynihan on Schools Updated table sheets from Fields on public buildings Committee members attached separate sheet on School Administration Building to the packet of school building tables Comment on Public/Town Building packet of tables Town Office sheet #1 drew no comment Committee agreed that all sentences across the top space on each sheet , first appearing on Cary Memorial Building sheet #2 , should be omitted since they do not reflect committee thought Committee recommended adding to the Cary Building sheet the improvement the committee saw need for - addition of smoke/heat detectors for safety and renovation of the ground floor rest rooms as well as air handling improvements As the committee had recommended November 15 , Fred Sweet will be asked to supply ball park estimates for the first two of these , and the ventilation will have to await more study The only other sheets singled out for committee comment were those on Cary Memorial and East Lexington libraries Queried whether anything was needed at the main library before the beginning of the proposed reconstruction two years from now - possibly fire protection? Pierce will draft a footnote on this At the East Lexington branch, committee asked about electrical needs The building has 200 ampere service which may or may not be sufficient when computers and air conditioners are operating in summer Also noted was the old ages of in-building circuitry Chairman will follow up on committee' s recommendations Schools discussion was not finalized due to unavoidable absence of John Moynihan At Bowman the "paving" estimate of $106,075 that includes redesign of traffic patterns around the school was shaved to a $100 , 000 committee recommendation On playgrounds , the committee factored in strong community support , such as at the recent project at Fiske School , and eliminated that element from the committee' s support Site lighting was questioned, with the answer awaiting input from Moynihan Operating budget should be taking care of "miscellaneous" , landscaping, reglazing of windows , roof repairs to extend roofing life and partial door replacements , the committee deemed Moynihan to be asked, "If we could double your maintenance budget , couldn't some of these be knocked out?" Questions also arose about network and electrical work as well as engineering systems Estabrook School paving figure was rounded down to $180 ,000 by the committee Believed that the roofing figure was for the portable Ad Hoc Building Finance Committee Minutes 11/17/95 - Page 2 classrooms Chairman to check with Moynihan on specific 4-10 year figures , especially engineering systems In total , four more classrooms are needed at the elementary level plus the existing, including the portable rooms) Member Garber stated that temporary classrooms should not become permanent The floors of corridors connecting those at Estabrook need replacement { Fiske listing of $60 ,000 for roof expenses to be checked by chairman Committee members said it would be "reasonable" to keep the building long term Harrington sheet seemed OK Committee noted that item for playgrounds was inadvertently omitted The roof will have to be stripped and vents installed before reroofing Money has already been appropriated for windows and doors Hastings heating system? At Clarke some parking improvements are needed Committee asked what are the "Miscellaneous" and landscaping as well as "proposed addition" for $500 ,000 Is this a reworking of existing space? a Paving needs at Diamond were described as "desperate" by committee members Is this an operating budget matter? Questions were also raised about landscaping, engineering and a proposed addition Committee agreed that the assistance of John Moynihan will be needed to finish the committee ' s work on school buildings - at the next meeting Friday, December 1 On the following meeting, December 8, the committee will consider final revisions to all parts of its report , to be de- livered to the selectmen Monday, November 11, in preparation for the meeting with them on Monday, November 18 Meeting adjourned at 9 31 a m Respectfully submitted,//� Erna S Greene, Secretary
